Call to Order Chair Gipstein called meeting to order at 12:00 p.m. 2. Roll Call Commissioners Present: Commissioners Excuse Others Present: County Thirmale CITY OF SARATOGA LIBRARY COMMISSION MINUTES Chiou, Grover, Lemmon, ilan, Stone TY1, CO Cervantes, Commune y 'an Dolly Barnes, Arts Commission Liaison Taylor, Friends of Saratoga Libraries Representatives President Manzo Bill McDonnell, Staff Liaison Burns, Assistant City Manager Lorie Tinfow, City Clerk Cathleen Boyer 3. Report on Posting of the Agenda Burns reported that pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on January 20, 2005. 4. Accept Agenda Items and Order Grover/Nilan moved to accept agenda as presented. Motion passed 6 -0 -1. 5. Approval of Minutes of December 1, 2004, Meeting of the Library Commission Lemmon/Grover moved to accept the December 1, 2004. Motion passed 6 -0 -1. 6. Oral Written Communication Burns distributed Commission mail received at the City. December 23, 2005 Email from Heritage Preservation Commission regarding the 4 Annual Mustard Walk 2005 CALTAC Workshop Flyer 7. Old Business A. Possible 2005 Library Ballot Measure Cervantes was not present to provide an update on this item. B. 05/06 Library Commission Work Plan Update Barnes, Nilan, and Gipstein volunteered to participate on the subcommittee to draft the 05/6 Work Plan. C. Installation of Antenna and Flagpole Update Burns, Staff Liaison Burns reported that the Community Development Department rejected the first design. D. Permanent recognition to the donors of the "Furnishing the Future Fund" McDonnell reported that a volunteer installed the plaques. E. Library Signage Subcommittee Update Burns reported that the subcommittee met with Matt Novakovich and he approved the location of the proposed sign. Burns recommended that the Library Commission stated that the next step would be to choose a design and make a recommendation to the City Council for final approval. F. Designated Parking for Friends of the Saratoga Libraries Volunteer Update Tinfow, Assistant City Manager Tinfow reported that the yellow curb has been changed to allow non commercial vehicles to load and unload. G. Library Construction Project List Tinfow, Assistant City Manager Tinfow distributed the report and reviewed the progress to date. 8. New Business A. Children's Library Services Baker, Children's Librarian Baker distributed several flyers showcasing events offered by the Saratoga Library such as Valentine Stories and Crafts, Glue and Go Costumes for Kids, Fantasy /Adventure Book Club, and the upcoming Summer Reading Program. 9. Reports: A. Melinda Cervantes, County Librarian The month of February is officially "Silicon Valley Reads Month This year's book is "Epitaph of a Peach: Four Seasons on My Family Farm," by David Mas Masumoto. Mr. Masumoto has been scheduled for several speaking engagements during the month of February. JPA is going forward with a May 3, 2005 Mail Ballot. JPA will meet tomorrow to review the ballot language. JPA has started to work on the 05 -06 Operating Budget to be presented to the Board of Supervisor in the early spring. Two new staff members have been hired at the Saratoga Library in the Children's section. B. Ruth Gipstein, Chair Welcomed the two new Commissioners Alice Chiou and Bonnie Stone. Requested from staff copies of the Commissioners handbook and introduced the new staff liaison. C. Peggy Baker, Community Librarian No report D. Mary Lou Taylor, Art Commission Liaison to Library Commission Announced that Bonnie Stone's work is currently being displayed on the Art Wall along with another artist. Arts Commission recently juried 72 artists' submissions for an opportunity to display their work in 2005 on the Art Wall. Taylor noted that last year the Arts Commission only received 36 applications. Stated that the Commission is still working on the banner to hang on art wall that read "Saratoga Arts commission Library Commission Minutes Page 2 of 3 January 26, 2005 E. Marcia Manzo, Friends of the Saratoga Libraries Noted that the Friends donated $10,000 towards the County Library's ballot measure campaign. Announced the following events sponsored by the Friends: o March 2, 2005 Sandlot Stories o March 9, 2005 Presentation by Gay Strand, Administrative Services Manager, County Library o March 24, 2005 "Breakfast in the Orchard" featuring David Mas Masumoto F. Lori Burns, Staff Liaison Stated that the City Council would present the County with a proclamation declaring the month of February "Silicon Valley Reads Month Burns asked if anyone from the County was available that evening to accept the proclamation. Distributed an updated Commission roster and a flyer on the new library in Seattle, Washington. 10.
