Hd. C. Atty. C. Mgr. Issue Summary: This project consists of three activities: 1) construction of two handicapped accessible restrooms in the lobby of the Civic Theatre and the addition of wheelchair ramping to the City Council Chambers including restroom and building modification for access in the Planning Department (HCDA funded); 2) Parking lot luminaire installation Community Library (HCDA Library Fund) and; 3) construction of Saratoga City Council office (Capital Improvement). Award contract for Access Improvements to Government Buildings to the low bidder, Christensen Construction Co., Inc. of San Jose, California, in the amount of $96,325.00. 1) $63,515.00; 2) $16,900.00; and 3) $15,910.00) Proposed funding for this project is as follows: a) HCDA current balance, Govt. Building Access $16,378 b) HCDA reprogram Quito Storm Drain residual 30,000 c) HCDA reprogram Quito Area Curb Gutter 24,234 d) HCDA reprogram from Housing Rehabilitation 6,342 e) Library Fund 4,461 f.) Appropriation Resolution *Includes an additional $1,000 for Senior..Center entrance railing Council Action: 10/2: Woved award of contract to Christens i 6 namount of $96,325; consensus for ��ll or rai inf s; adopted Resolution 4 UMW ©0 13777 FRUITVALE AVENUE SARATOGA, CALIFORNIA 95070 (408) 867 -3438 September 26, 1985 TO: Community Services Director FROM: Housing Community Development Coordinator SUBJECT: Access Improvements to Government Buildings Award of Contract COUNCIL MEMBERS: Linda Callon Martha Clevenger Virginia Laden Fanelli Joyce Hlava David Moyles As originally planned and budgeted for FY 1984 -85, this activity consisted of accessibility modifications to the existing restrooms of the Civic Theatre including the addition of a primary access, concrete, wheelchair ramp, and accessibility modifications to the Planning Department restrooms, the only possible wheelchair accessible facility in the City Offices building.. The sum of $17,800 was originally budgeted, with a subsequent addition bring the total budgeted HCDA funds to $22,800. Subsequent architectural work revealed that these access modifications were less than acceptable, and the City Manager suggested, with City Council concurrence, that two additional accessible restroom facilities be constructed. Architectural drawings were prepared for the above work and were reviewed by the City Council at their meeting on April 17, 1985. At this meeting there was Council consensus to approve the plans as presented, with the addition of a metal handrail to be installed at the entry of the Senior Center, and to put this project out to bid. Shortly thereafter, the City Council, at a Study Session, agreed that the City Council Office construction should be added to the Access Project in order to minimize general inconvenience created by the construction activity and possibly achieve a lower cost. The sum of $20,000 was included in the FY 1985/86 Capital Improvement Budget for Office construction, the low bid is $15,910. At the City Council meeting of July 17, 1985, the Acting City Manager suggested, and the Council agreed, to include the installation of parking lot luminaires in the overall Access Project. The estimated cost was $15,000; the low bid is $16,900. The final Access Project consists of the following: A. Access Improvements to Government Buildings: two new restrooms, and concrete wheelchair ramp installation at the Civic Theatre, and restroom /building modification for accessibility at the Planning Department area of the City Offices; Senior Center railing. B. The installation of parking lot luminaires to the new Community Library Parking Lot, and; C. The construction of the City Council Office. The total activity was advertised for bid on August 7, 1985, with formal bid opening set for August 28, 1985. As of the opening, no bids were received. The Builders Exchange indicated that there were many competing government and private bids being advertised at the same time for amounts considerably in excess of our project. The Community Development Director and the Housing and Community Development Coordinator then determined to solicit independent bids, having met the City's legal obligation to advertise, from local contractors, known to the City to provide quality and timely work. Five contractors were contacted, received the bid documents, and were requested to bid the project. Ultimately, two bids were received: 1. Access Improvements 2. Parking Lot Luminaires 3. City Council Office Chegwin Construction $71,000 21,000 29,400 Christensen Construction $63,515 16,900 15,910 Total $121,400 {25,075} $96,325 The low bidder, Christensen Construction, Inc. of San Jose, has done work for the City on several occasions in the past, i.e. Senior Center, and is known to have the capacity to successfully complete this project. Christensen Construction is ready to begin the activity immediately upon City Council execution of the Agreement. The following is recommended for funding the activity: A. HCDA Utilize the current balance of the Access to Government Buildings project B. HCDA Reprogram the residual from Quito Storm Drain Project 9 $16,378 30,000 C. HCDA Reprogram Quito Area Curb and Gutter Project (this activity would have difficulty in meeting HUD eligibility criteria) D. HCDA reprogram from Housing Rehabilitation E. Library Fund (for Library Parking Lot Luminaires) F. Capital Improvement ($20,000 budgeted for Council Office) *includes $1,000 for metal railing for Senior Center entry. Staff recommends that the City Council take the following actions. 1. Award Contract to Christensen Construction Company, Inc. of San Jose for Access Improvement to Government Buildings. 2. Adopt Appropriation Resolution jm TOTAL 24,234 6,342* 4,461 15,910 $97,325 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA INCREASING APPROPRIATIONS AND AMENDING THE 1985 -86 FISCAL YEAR BUDGET WHEREAS, it is recommended that the following adjustment be made increasing the present budget appropriations: NOW, THEREFORE, BE IT RESOLVED, that the budget of the City of Saratoga adopted by Resolution 2241.0 be amended as follows: Transfer: Increase general ledger account 35 -2931 H.C.D. estimated revenues, and general ledger account 35 -2941, H.C.D. Appropriations by $70,612.00 ($16,378.00 $30,000.00 $24,234.00). And Transfer $6,342.00 of appropriations from program 351 (S.H.A.R.P.) to program 963 (Improve City Building Access). Subsidiary: Fund 35 Housing and Community Developement Account 35 4530 963 -31 Improve City Building Access $76,954.00 Account 35 4530 351 -30 S.H.A.R.P. 6,342.00 Account 35 -3201 H.C.D. Estimated Revenue $70,612.00 Purpose: To increase appropriations and offsetting estimated revenues and make a transfer to fund the bid for improvements to City Building Access. Department heads have had the opportunity to review the records and have indicated that these records are of no further value. It is now appropriate for the Council to authorize their =destruction.
