Approval of Minutes of Meeting: Motion by Commissioner Tom Soukup, Seconded by Commissioner Mark Chapman, to approve the August 2, 2004 Action Minutes as presented. Vote taken, action minutes approved 5 -0 -1 (Commissioner Deimler absent, Chair Gates abstained). 6. Public Presentation: de Anza Trail Project overview by Design Studios West with Review / approval of initial design concept: Steve Kikuchi and Bob Eck of Design Studios West gave a detailed overview of the project. Several attending Public that live near or that have properties that abut to the proposed trail Voiced opposition to development. Several member of the public spoke in Favor of trail development, a few of which lived along the trail itself. Sheriffs Substation Captain John Hirokowa shared statistical information with the Public, indicating no correlation between crime and proximity to trails. County Fire representative Charlie Anderson offered fire safety mitigation tips Along the trail that included, but is not limited to, installation of a fire hydrant At the midpoint of the trail. No formal vote or motion was made, only that The various unanswered questions raised by attending public be responded to Or answered at the next public meeting on Tuesday, October 19, 2004. 7. Staff and Council Reports Recreation Director Joan Pisani -None Liaison Cary Bloomquist each gave brief reports on current projects /events /activities and thanked Chair Greg Gates for his excellent leadership as Chair of the PRC this past year. 8. Vice Chair Logan Deimler Was nominated as Chair by Commissioner Tom Soukup. Nomination seconded by Commissioner Goldberg. Nomination was Accepted via written correspondence from Commissioner Deimler. Vote taken, nomination Passed 6 -0. Commissioner Anne Sanquini nominated as Vice Chair by Commissioner Vita Bruno. Nomination Seconded by Commissioner Mark Chapman. Meeting adjourned at 11:13 p.m. Prepared By: Cary Bloomquist, Staff Liaison Friends of Saratoga Dogs Off-Leash Dog Exercise Petition We, the undersigned residents of Saratoga, request that the city of Saratoga provide dog off -leash exercise areas or times in parks throughout the city for the following reasons: 1. There is no facility to accommodate safe, "off - leash" activity within the city. Many dogs need exercise over and above human limitations; Leashes limit the dog's space and pace. The cardiovascular effect is great for a dog's longevity and weight control, and the overall effect makes most dogs calmer and better behaved. 2. Dog owners who meet in groups with others are more likely to maintain control over and clean up after their dog. The example of responsible dog owner's behavior and the resulting peer pressure can teach new pet owners proper behavior and can change the actions of others. 3. Socializing dogs is beneficial to the community since it makes them Tess skittish and mitigates aggressive behavior when meeting other dogs and people. 4. Such a facility would increase park utilization and increase interaction among families in the community. Dogs and dog friendly areas are responsible for many lasting friendships between those who might never have met otherwise. Increased use of parks in general will also help to\reduce undesirable activity in the parks. 5. Providing off -leash facilities at multiple locations throughout the city will reduce the burden on any one location. It will also reduce the number of dogs meeting in one place and reduce the possibility of aggressive behavior We request that the city hold public hearings to determine the overall needs of the community for off -leash exercise time; and act on the findings from these hearings. John Nicholas and Tom Smith were coaches with the vision to create a unique department. The current full -time faculty of Kim Aufhauser and ChriS Cruz have a combined total of 40 years of work experience with federal and county park agencies. The Program has evolved over the years in response to changing needs of the numerous agencies served by the Program, input from the Department's Advisory Committee, alumni working in parks, and direct involvement by the Department's full -time and adjunct faculty in various local agencies. The current Advisory Board represent city, county, regional, state, and federal agencies. These lands incl de urban parks, open space districts, state parks and preserves, and federal forests, parks and wilderness areas. The Program meets the needs of three different groups of students. The typical career - oriented college student, the professional wishing a career change and the park professional. The later enroll in our Program courses to enhance their skills, obtain in- service training and comply with changing professional standards. The Park Management Program awards an academic certificate in Park Management, and certificates for specialized training skills. West Valley College confers an Associates of Science Degree in Park Management. The Department provides specialized custom course development and in- service training to over 15 agencies upon request. These courses include four -wheel driver safety and operations, power winch use, hazardous materials response, ranger safety and legal updates, technical rescue, geographic information systems, wildland fire suppression, and hazardous tree identification. Students typically work seasonally (summer break and some throughout the year) while attending the Park Management Program and continue to do so after gradation until hired full -time with an agency. Many students continue their formal education toward their bachelor's degree by attending four -year university. The Park Management Program has formal and informal articulation agreements with several California universities. Public land managers recognize the West Valley College Park Management Program as being one of the few outstanding programs that produce quality graduates in the field of Park Management. This course is divided into two different skill areas. The first half is designed to provide the student with the basic skills needed to travel safely in the backcountry in winter. The second half of the course provides the student with the basic skills necessary to rock climb and perform a basic rescue. There are several required one day and multi -day field trips. PKMGT 014 CONSERVATION OF OUR NATURAL RESOURCES This course emphasizes conservation of our natural resources by examining the history of human populations in the relation to natural resources, their present predicament, and their future outlook. This is a look at conservation as it pertains to water, timber, wildlife, soil, and air. Recommended Preparation: PKMGT 013. The purpose of this course is to address specific contemporary topics and issues pertinent to the operation and management of public and private lands. There is no facility to accommodate safe, "off - leash" activity within the city. Many dogs need exercise over and above human limitations; Leashes limit the dog's space and pace. The cardiovascular effect is great for a dog's longevity and weight control, and the overall effect makes most dogs calmer and better behaved. 2. Dog owners who meet in groups with others are more likely to maintain control over and clean up after their dog. The example of responsible dog owner's behavior and the resulting peer pressure can teach new pet owners proper behavior and can change the actions of others. 3.
