Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on January 29, 2003. 4. Accept Agenda Items and Order: No additional items may be added pursuant to Government Code Section 54954.2. 5. Approval of Minutes: Meeting of January 5, 2004. 6. Staff Liaison Cary Bloomquist 7. Oral and Written Communication: Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. 8. Old Business: a. Master Plan Review presented by Ann Welsh with a discussion, no actions expected. b. Odd Fellows Update Discussion regarding Commissioner Sanquini and Staff's January 20th property tour and January 24th Board Presentation, no actions expected. c. Update about the Dog Park Feasibility Task Force Public Meeting postponement. Discussion with no actions expected. 9. New Business: a. Park User Agreements Discussion and Actions. An update from Staff about the Staff Report to Council and recommended Council direction including how the Staff Process, where the PRC can assist including possibly reforming the Park User Fee Task Force. b. DeAnza Trail Funding Agreements Discussion. Discussion about the details of the Funding Agreements that will be presented to the Council on February 4th Public Meeting. No action expected. c. Trails Volunteer Program Discussion. Have the PRC sponsor a regularly meeting volunteer program to maintain the City Trails similar to the county's every fourth - Saturday Morning Trail Volunteers that maintain Montalvo trails. Actions could include requests to the Trails Sub - Committee and Celebration Task Forces, or a motion to present to City Council. d. Wildwood Park Discussion. Discussion about the Celebration of the Playground Metal Slide Retirement and the Water Play are design. Time is of the essence because the sub - contact to remove the slide will be awarded at the Council's Feb 4th meeting. Actions may include having the Wildwood Park Task Force meet and/or presenting to the Council on Feb 4th Community Event options. e. PRC 2002 Community Survey Review Discussion. Discussion and action recomendations about developing a presentation to Council about (1) reviewing the PRC 2002 Community Survey results and (2) how the PRC is addressing the items preceeding the Dog Park in priority. f. Wish List Creation Discussion about how the process of creating the Wish List and some of the items that should be put on the Wish List. No actions expected. g. CIP Review Discussion about what priorities can be presented for recomendation from the to the future CEP planning. No actions expected. 10. Call to Order The meeting was called to order at 7:34 p.m. II. Report on Posting of the Agenda: Pursuant to Government Code 54954.2 the agenda was properly posted on December 18, 2003 IV. Accept Agenda Items and Order: Accepted V. Approval of Minutes of Meeting: Motion by Commissioner Angela Frazier, Seconded by Commissioner Logan Deimler, to approve the October 3, 2003 Action Minutes as presented. Vote taken, action minutes approved 7 -0. VI. Oral and Written Communication. Members of the public expressed their desire to speak on the issue of Old Business Item pertaining to Dog Park. VII. Old Business: 1) Commissioner Dodge gave an update on the December 2003 PRC Holiday Party, which was attended by approx. 50 individuals. Went very well. 2) Master Plan Review presentation by City Planner Ann Welsh: Gave overview of progress to date. Will come back at February PRC meeting with updates to Trails Master Plan. 3) Intentional Conflict of interest not discussed. 4) Update for Public Meeting about feasibility of Dog Parks In Saratoga: Public addressed Commission in unstructured feedback session indicating their support for a dog park in Saratoga. Do not support off leash hours. Public was invited to meeting tentatively set for February 9, 2004. VIII. New Business: 1) CIP Review: Public Works Director John Cherbone gave a brief overview of CIP projects and process for getting projects onto the CIP listing. 2) Trails Maintenance Update: Trails task matrix briefly overviewed. Will be reviewed every 3 months at PRC level. Segment 12 needs repair by CCC. IX. Reports • No actions or votes taken in this section. • 01/15/04 El Quito Park Task Force Meeting Scheduled. • PRC Celebration Task Force Presentation by Commissioner Bruno and Chair Gates. Target date for Park Renovation Celebration June 12, 2004. Looking into formation of Bike Jamboree Event for August 28, 2004. X. Adjournment Commissioner Soukup made a motion to adjourn the meeting. The meeting was adjourned at 10:17 p.m. Prepared By: Cary Bloomquist, Staff Liaison There are several parks in our city, which have been designated as "Community parks ", as opposed to smaller "Neighborhood parks ". These parks are typically between 5 and 20 acres and serve residents throughout Saratoga. The Parks and Recreation Commission periodically has the opportunity to recommend improvements to these parks. We are looking for your input to this process so that when funds are available, we can act quickly and provide features that our citizens desire. It is important to remember that although these are community parks, they will also serve the surrounding neighborhoods as their local park. As such, they will include all the standard features that all of us enjoy at our local neighborhood parks. These typically include: • Playground with safety- approved equipment for all ages • Open turf area w/ improved irrigation • Picnic benches • BBQ's At some of these parks, the expanded facilities could stress the city's infrastructure. In order to strike the proper balance between the needs of the city and the needs of the neighborhood, the city may institute additional regulations to help ease any impact to surrounding areas. I was instructed to review with the PRC, the PRC Community Survey 2002 and provide the results to the Council in a written and oral presentation. I was also instructed to develop with the PRC, a response to the Community Survey of what the PRC is doing to address each item prioritized before the Dog Park request. And, the issue of whether specific insurance will need to be purchased and carried at a cost by the city, was directed towards Staff, similar to that of when the Skateboard Park was created. I have later found that Staff will present on March 21st Public Meeting the formal response from Staff about the 2002 Community Survey and how it has been interpretted. I believe that PRC should understand the Staff presentation to Council and help to stand behind it with. In preparation for the February 2nd PRC meeting, I reviewed the Community Survey and the raw data to create a new spreadsheet. I have included these items and the original interpretted Excel spreadsheet. Question six included an area where the survee ranked play activities in order of 'regular use' interest. There were four categories with differing number of respondants (individual, small - group, conventional sport and emerging sport activities). Staff, including the City Manager and Public Works Director, believes the Council should be informed and direction requested. After a brief discussion with Cary outlining the details, I placed a call to the City Manager for further clarification. Knowing that it was late on a Friday afternoon work day, I was surprised when the City Manager called at 6:30pm on his drive home. Our brief conversation outlined in detail why the Staff felt the Council should be informed of any public meeting that may bring controversy without the respect of a commissioner report to them. A request was made to me to present this topic as a commission report to the council on the January 21st public meeting. In order for this information to presented to the PRC Dog Park Feasibility Task Force members, Commissioner Frasier and Commissioner Soukup, the City Manager accepted my request for an up -to one -hour meeting with him early the following week. On Monday, January 12th, I contacted Commissioner Frasier, the Chair of the Dog Park Feasibility Task Force. I informed her of the issue and the position of the Staff. She accepted the invitation to meet with the City Manager and organized the final meeting time with Commissioner Soukup, for Tuesday, January 13th, 4pm. My concern was that the City Manager was not informed from earlier PRC meetings that the PRC has to created a task force and wanted to have a public meeting. This information may have not been communicated through the Council Liaison, as well, especially since the PRC has just been assigned a new Council Liaison. Because the PRC has been working on this issue for a few years, I wanted the Staff to gain some of PRC's perspective with this meeting while attempting to avoid a communication breakdown in the future. As the originator of the meeting, I created a brief agenda. 1. What the Staff understands the PRC / Task Force is doing. a. Dog Park issue was part of June / July 2002 Survey. b. Dog Park Area was on Aug/Sep Kevin Moran City Property 'Wish List' for $15k. c. Dog Park Area at Kevin Moran went into Nov/Dec CIP. d. Dog Park and PRC was in Saratoga News multiple times. e. Ann Waltonsmith and Cary B. were involved in PRC meetings discussing Dog Park f. What Staff understands Council to need for PRC to do on Jan 21st. 2. How to avoid this communication breakdown in the future? 3. On Tuesday, January 13th, at 4pm, Commissioner Frasier, Commissioner Soukup, Commissioner Gates and the City Manager met to discuss this issue and what should be present to the Council on January 21st. After a great forty minute conversation, we agreed that Commissioner Frasier and Commissioner Soukup will create a statement to be read by Commissioner Gates for the January 21st Council meeting. Page 2 of 2 The Parks and Recreation Commission has been discussing interest in accommodating dog owners in Saratoga by providing space or time for off leash exercise in response to 2002 Resident Survey prioritizing a request for a Dog Park. We believe that the next step in this process is hearing input from the community, and would like the City Council's direction in moving forward. We are not committed to any course of action, but would like to open the subject to public discussion. There has already been public interest in this topic and it may be an opportune time to address this issue. On Wednesday, January 21st, at 7pm, I presented to the Council the statement from the Dog Park Feasibility Task Force and fielded questions about this issue. I was instructed to review with the PRC, the PRC Community Survey 2002 and provide the results to the Council in a written and oral presentation. I was also instructed to develop with the PRC, a response to the Community Survey of what the PRC is doing to address each item prioritized before the Dog Park request. Although the presentation of this information was not formally discussed by the PRC, I was specifically requested by the City Manager and the Public Works Director to present this at this Public Meeting. At little background. On Thursday, January 15th, during a meeting with the City's IT Staff, the City Manager and Public Works Director found me to discuss the Celebration Task Force in relation to creating a free community recreation event around the retirement of the Wildwood Park old metal playground slide. The City Manager and the Public Works Director requested me to present to the City Council on January 21st the new PRC emphasis on the Recreation side with the Park Celebrations being the highest priority. During our discussion, I asked about the use of the term 'Celebration' has not been accepted. The Public Works Director recommended a new name 'Community Recreation Events / Activities' with the emphasis on promoting 'Community' and 'Free' events at City Parks. After this discussion, the City Manager and Public Works Director agreed that allowing the Council to bless this opportunity would allow the PRC and Staff to work together to organize these events and activities. Before the January 21st meeting, I telephone Commissioner Bruno, the other member of the PRC Celebration Task Force to discuss the presentation to Council and the possible Task Force name change. We discussed both items and agreed that we should go ahead with whatever makes it more possible to have the park celebrations. At January 21st Council Public Meeting, I presented the Celebration Task Force along with another item which caused some confusion with the Council. After the clouds cleared, the idea of more Community Recreation events at our City Parks that bring the neighbors together was overwhelming accepted as a good thing for the City. For the February PRC meeting, I am hoping that the Commissioners can agree to make an event out of the Wildwood Park Playground Slide Retirement Party. Last Status #14 The northeastern end of this segment is at the end of Canyon View Drive. From this point, It moves west along a dedicated roadway, over Deer Springs Court and southwest across an open space easement until the junction of a property line. The trail then travels south along this property line to join Saratoga Heights Drive. Locate and improve trail. Last Status #15 The segment consists of two lengths. The north -south section exists entirely within an open space easement. Its northern end joins with Segment #14 on Saratoga Heights Road and its southern end meets Congress Springs Road. At the midpoint a length breaks to the west and links the segment to the cul -de -sac of Congress Hall Lane. Locate and Improve trail. Last Status #16 The segment runs east -west for just 100 feet along the northern roadside of Congress Springs Road. The boundary of the open space easement forms the eastern end and the western end joins with Segment #17. Locate and improve trail. February 2, 2004 Heritage Loop Trail Draft Trail Segments - Heritage Loop Trail SEGMENT 19 Location: Saratoga Avenue from Fruitvale to Saratoga -Los Gatos Avenue This segment is currently an intermittent sidewalk, which extends along the east side of Saratoga Avenue from Fruitvale Avenue south to Saratoga -Los Gatos Avenue. The portion from Fruitvale Avenue to Shadow Oaks Way is paved with asphalt. The remaining portion of Segment 19 is developed in sections. The portion of Segment 19, which extends from Lutheria Way south to Park Place, is not paved and due to the minimal amount of setback on adjacent lots, creation of a walkway is difficult in this area. General Information: Trail Segment 19 is an important pedestrian linkage for the City, providing a connection from downtown, Big Basin Way to the new Saratoga Library. The public right of way along Saratoga Avenue varies in width from 60 to 90 feet and allows sufficient room for a pedestrian path throughout most of the trail segment. Completion of this linkage should be a high priority given the significance of destinations at either end of the segment. The trail varies from an asphalt sidewalk to a landscaped path set back from the road. Status: The portion from Fruitvale Avenue to Shadow Oaks Way is paved with asphalt. The remaining portion of Segment 19 is developed in sections with an asphalt path varying in width from three to five feet across. The portion of Segment 19, which extends from Lutheria Way south to Park Place, is not paved and due to the minimal amount of setback on adjacent lots, creation of a walkway is difficult in this area. Surrounding land use: Residential Property Length: 5000 lf. Ownership: Public Right of Way Segment 20 Location: This segment provides a linkage from Saratoga Avenue along the west side of Saratoga - Los Gatos Road to Vickery Avenue. General Information: This path is improved and in parts elevated above Saratoga -Los Gatos Road. The path ends at Vickery Avenue and at this point it crosses over Saratoga -Los Gatos Road connecting with Segment 21. The point of crossover is not marked and should be made more pedestrian friendly in order to encourage travel across the road at this point. The path varies in surface from paved sidewalk to elevated fenced walkway above the road. 1 PRELIMINARY DRAFT February 2, 2004 Heritage Loop Trail Draft Status: Improved Length: 2000 lf. Ownership: Public Right of way Segment 21 PRELIMINARY DRAFT Location This segment connects with the Vickery Avenue end of Segment 20. This connection requires crossing Saratoga -Los Gatos Road at Vickery Avenue. The segment begins on the east side of Saratoga -Los Gatos Road and continues to Fruitvale Avenue. General Information: The trail is developed in sections with a five -foot wide asphalt path with landscaping in portions. The portion of the trail between Carnelian Glen Drive and Horseshoe Drive is dedicated but not developed. The portion of the trail from Horseshoe Drive to Three Oaks Way is developed with an asphalt walkway. The portion from Three Oaks Way to Fruitvale Avenue is developed in portions, with gaps in the trail, which could be improved to complete this linkage to Fruitvale Avenue. The trail along Saratoga -Los Gatos Road is located within a State designated scenic highway. This designation mandates any trail improvements be sensitive to the scenic corridor aesthetics. Many of the trail improvements are within the Cal Trans Right of way and must obtain a Cal trans encroachment permit for improvement. The path varies in surface from paved sidewalk to elevated fenced walkway above the road. Status: Mostly improved with portions remaining unimproved Length: 50001f. Ownership: Cal Trans - Public Right of way Surrounding Land Use: Residential 2 February 2, 2004 Heritage Loop Trail Draft Segment 22 Location: This segment connects Saratoga Avenue with Allendale Avenue via a paved pathway along the east side of Fruitvale Avenue. The segment also accesses a cut through to Ronnie Way. General Information: This trail segment has lengthened since the 1991 trail plan. Various subdivisions in the vicinity of Saratoga Avenue and Fruitvale Avenue were conditioned upon completion of this segment. Status: Improved Length: 1800 If. Type: Concrete sidewalk which is four feet wide with well maintained landscaped strip. Surrounding Land Use: Civic Center, West Valley College, Library, Residential Use and Wildcat Creek. Ownership: Public Right Of Way Segment 23 Location: This segment fronts along West Valley College connecting Allendale Avenue with San Marco Road and then Burgundy Road along the east side of Fruitvale Avenue. General Information: This segment links segments 22 and 27 to provide an uninterrupted pathway along the east side of Fruitvale Avenue. The paths consist of a sidewalk four feet wide with asphalt surface. Users consist primarily of pedestrians. Status: Improved Length: 3600 If. Surrounding Land Use: Civic Center, West Valley College, Redwood School, And Residential Use. Ownership: Public Right Of Way 3 PRELIMINARY DRAFT February 2, 2004 Heritage Loop Trail Draft Segment 24 PRELIMINARY DRAFT Location: This segment consists of two lengths, one that runs along the west side of Fruitvale Avenue and the other, which extends east to meet Okanogan Drive. The northern end of the trail is located at the corner of Montauk Drive and Fruitvale Avenue. From this point the path travels south 900 feet and then turns west to travel alongside the orchard. General Information: A landscaped strip about ten feet wide separates the roadside path from Fruitvale Avenue. This path is wooded and very well maintained. Status: Improved Length: The path extends 900 linear feet along Fruitvale Avenue and 300 linear feet along Okanogan Drive adjacent the orchard. Segment 24 A Location: This segment extends along the west side of Fruitvale Avenue from Saratoga Avenue to Montauk Drive. General Information: This segment provides linkage from the Library to Redwood School, the Civic Center and West Valley College. The portion of the trail that crosses Redwood School is not developed and this linkage should be defined and improved Status: Improved with a small segment unimproved. Ownership: Public Right of Way and Saratoga Unified School District property. Length: 24001f. Surrounding Land Use: Civic Center, West Valley College, Redwood School, And Residential Use. 4 February 2, 2004 Heritage Loop Trail Draft Segment 24B Location: This segment is proposed to link Okanogan Drive and the existing orchard to Quail Acres. General Information. If the orchard property were to be developed a linkage could be made along the north end of the orchard property to Quail Acres. This would provide pedestrian circulation from Okanogan Avenue to Shadow Oaks Way via Quail Acres. Status: Unimproved not dedicated. Ownership: Private orchard. Length: 15001f. Surrounding Land Use: Orchard and Residential Use. Segment 36 Location: This segment travels along an orchard on the western side of Fruitvale Avenue south of Okanogan Drive linking segments #24 and #25. General Information: Dedication of this segment is proposed Status: Unimproved not dedicated. Length: 250 If. Ownership: Orchard property Surrounding Land Uses: Residential uses, West Valley College, orchard Segment 25 Location: This segment consists of two lengths, one of which runs north -south along the west side of Fruitvale Avenue and the other an extension to the west. The northern end of the trail links with segment #36 at the orchard boundary line. Ownership: Public right of way Surrounding Land Use: Residential use, west Valley college, orchard Segment 26 Location: This segment crosses the north side of Douglass Lane from Fruitvale Avenue to Donna Lane. General Information: This segment is not developed but is proposed as a linkage between segment #25 and segment #35. Access between these two segments is via the existing roadway. Pedestrian/ vehicular separation is proposed to connect this linkage. Status: Undeveloped and undedicated Length: 2000 ff. Dedication of easements along the stream corridor has formalized a connection that was informally used by area residents. An easement path at the end of the Carnelian Glen Drive cul -de -sac opens to a riparian corridor trail, which winds around to open out at the point where Douglass Lane forms a right angle turn. Status: Dedicated easement unmarked trail. Ownership: City owns an easement through these properties. The easement is depicted on the Tract Map for the developments abutting the easement. Location: This segment runs along the east side of Fruitvale Avenue continuing south from Burgundy Way crossing Crisp Avenue to reach the junction of Three Oaks Way and Fruitvale. General Information: This segment is located back from the road, separated by a landscape strip, with the exception of 150 feet in which the path comes very close to the road and is almost non- existent. At the northern end, for about 400 feet, the path splits into two sections, which run alongside of each other, one at the roads edge, the other at the setback point. Status: Improved Length: 2200 lf. Type: The path is four feet wide with an asphalt surface and wood trim strips at the edges. A strip of landscaping exists between the path and the road. Ownership: Public Right of Way Surrounding Land Use: Residential Property Segment 28 Location: This segment continues south on Fruitvale Avenue from Three Oaks Way and segment #27 until the junction of Valle Vista Drive. General Information: This segment is a sidewalk adjacent the road. This segment joins segment #29 across the street. A road crossing is necessary to make this connection.
