a. City Parks Use Fee Change review:
Discuss removing deposit collection and moving from half -day to only
full -day fees. Expecting motions to recommend changes to City Use fees.
b. Joint Council Meeting and Work Plan review:
Discuss what was learned and creating the Work Plan. No actions
expected.
c. Kevin Moran Park Amenities and Development Process Discussion:
What, where, how much and why. Questions about amenities for Council
a. Trails Sub - Committee
b. Dog Park Feasibility Task Force
c. Celebration Task Force
d. El Quito Park Task Force
e. Master Plan Task Force
f. Commissioner Round Table
recommendation. Consider suggestions and further discussion about off -
street parking, a bathroom and possible classification redesignation from
neighborhood to Community Park. No action needs to be taken.

the agenda was properly posted on April 2, 2004
4. Accept Agenda Items and Order: Accepted via group consensus.
5. Approval of Minutes of Meeting: Motion by Commissioner Tom Soukup,
Seconded by Commissioner Vita Bruno, to approve the March 1, 2004
Action Minutes as presented. Vote taken, action minutes
approved 4 -0 -1 (Commissioner Deimler abstained - absent).
6. Staff and Council Reports
Council Liaison Kathleen King, Recreation Director Joan Pisani, and Staff
Liaison Cary Bloomquist each gave brief reports on current
projects /events /activities.

8. Oral and Written Communication.
Mark Chapman introduced himself as having some interest in possibly
interviewing for one of the open positions on the Commission.
9. New Business:
1. Work Plan Development Discussion: Draft Workplan modified and
changes identified. Will be ready for Council review at their May 5, 2004
meeting.
2. Council Joint Meeting Preparation Discussion: Meeting strategy and
format discussed.
3. Saratoga Area Park Map Discussion: Map reviewed and changes
identified. Will be presented to Council at April 21, 2004 Joint meeting.
4. Trails Subcommittee Trail Signage Presentation: Presentation by
Commissioner Logan Deimler and Anne Sanquini. Will bring forward to
Council for presentation at the April 21, 2004 Joint meeting.
5. Wildwood Park Water Feature: Staff Liaison Cary Bloomquist gave a
brief presentation showing the various amenities of the water feature.
Directed to get an estimate for an enlarged feature. Motion made by
Commissioner Soukup to approve Water Feature as presented and to bring
forward to City Council for approval at their regular meeting on April 21,
2004. Seconded by Commissioner Vita Bruno, vote taken, motion passed
4 -0 -1 (Commissioner Deimler abstained -lives too close to park)
10. Old Business:

11. Commission Reports:
The only formal action taken under this section pertained to the El Quito Park
Task Force being disbanded in a motion by Commissioner Deimler, seconded
By Commissioner Sanquini, vote taken, motion passed 5 -0.

2. Review Tree Maintenance in Park (Tree Matrix)

Commissioner Soukup made a motion to adjourn the meeting. Commissioner
Deimler seconded the motion. Vote taken and motion carried 5 -0. The
meeting was adjourned at 10:37 p.m.

services and other matters enumerated below. The fees are based on estimated costs to the City to process these various applications.
In addition to the payment of the fees established herein the applicant shall hold the City harmless from all costs and expenses, including attomey's fees, incurred
by City or held to be the liability of City in connection with City's defense of its actions in any proceeding brought in any State or Federal court challenging the City's
actions with respect to the applicant's project.

Jane Mark, Park Planner with the Santa Clara County Parks and Recreation Department,
introduced herself as the meeting facilitator and welcomed the Committee. She introduced Lisa
Killough, Director of Santa Clara County Parks and Recreation Department, for a welcome
Board of Supervisors: Donald F Gage, Blanca Alvarado, Peter McHugh, James T Beall Jr , Liz Kniss
County Executive: Peter Kutras, Jr
address to the Committee. Ms. Killough thanked everyone for attending the meeting and
emphasized the importance of interagency coordination to complete the regional trails network.
She stated that the County hopes the Committee may provide important guidance and input in
terms of implementing the Santa Clara County Countywide Trails Master Plan.
After Ms. Killough's welcome address, Ms. Mark introduced the County Parks and Recreation
staff who are part of this countywide trails effort and would be resources for the Committee.
Then, she asked that each person introduce himself / herself to the rest of the Committee before
starting discussions on the agenda items. She mentioned that there is a sign -in sheet and a
directory of Committee members' contact information that the participants should review and
forward updates if the printed information is incorrect. She stressed that the most important
thing that all of the participants can get out of this meeting is to hear from one another of the
current and future trails planning and development projects.
2. Purpose / Role of the Committee
Ms. Mark presented the County's perspective for the Interagency Trails Committee's role and
purpose. Of the many roles that this Committee may undertake, some of them include
coordinating implementation of the Countywide Trails Master Plan policies in a manner that is
compatible with each jurisdiction's needs and desires; sharing information on our current
countywide trails network; serving as a clearinghouse for GIS data, determining the remaining
gaps in the trail system, exchanging grant funding information, initiating collaborative trails
planning and funding opportunities, and most importantly, providing a forum to discuss issues
related to trail development.
Ms. Mark described the historic cooperation that the County has had with the 15 cities, the
special districts, such as Midpenisula Regional Open Space District and the Santa Clara County
Open Space Authority, and the Santa Clara Valley Water District for proposed trails that pass
through the incorporated areas, through other jurisdictions, and alongside major streams. She
noted the importance of working with the Santa Clara Valley Transportation Authority and
County Roads and Airports Department for the planning and development of proposed trails
alongside County road right -of -ways in the rural areas of the County.
Regarding the establishment of the Interagency Trails Committee, Ms. Mark referenced the
recently- completed and Board approved Strategic Plan for the Santa Clara County Parks and
Recreation System, where the start-up of such a Committee was deemed as a top priority action
item for the County. The County outlined some responsibilities for the Interagency Trail
Committee for discussion, including its involvement with: inventorying regional trails,
encouraging local adoption of the Countywide Trails Master Plan, reassessing regional trail
priorities, pursuing partnerships for acquisitions and joint implementation, identifying funding
needs, and reviewing trail design and management guidelines. At this time, Ms. Mark solicited
feedback from the group regarding the role and purpose of the Committee.
Some of the participants commented on the need to develop a Silicon Valley trails map and the
need to streamline the approval process for trail implementation. Overall, the Committee agreed
to the responsibilities outlined by the County for the Interagency Trails Committee.

3. Background / Overview of the Santa Clara County Countywide Trails Master Plan
Update
Ms. Mark provided a brief background and overview of the Countywide Trails Master Plan
Update, reviewing the major goals and trail priorities that the local agencies provided to the
County at the time of the trail master plan development. Currently in the ninth year of the trails
master plan implementation, the County recognized that many of the regional trail priorities that
were established in the 1995 plan would be outdated at this time. Thus, one of the purposes of
this Committee would be to review and update the regional trail priorities for the local
jurisdictions and regional trail providers. She also highlighted other trails planning documents
that resulted from the County's trails master planning work, such as the Anatomy of the Update
Process, Uniform Interjurisdictional Trail Design, Use and Management Guidelines and the
Landowner's Guide to Trail Dedication. In concluding the overview presentation of the
Countywide Trails Master Plan, Ms. Mark reviewed what the Trails Master Plan does and what it
does not do.
4. Roundtable Discussion by Committee
To gain perspective from all those involved with trails planning and development, Ms. Mark
asked the Committee members to share their thoughts on the Countywide Trails Master Plan
document, countywide trails map, and what current and future projects are taking place in their
jurisdiction. The following are comments from the participants:
City of Gilroy (B. Headley) — After six years of planning, the City kicked -off a trails master plan
last Fall. The City did not officially adopt the Countywide Trails Master Plan (CTMP) for
political reasons, but the City is modeling their new Master Plan after the CTMP. The City has
referenced and used the CTMP in the past. The City staff anticipates approximately 12 months
to complete the planning process.
National Park Service (NPS) Juan Bautista de Anza National Historic Trail Program (M
Kaplan) — The NPS sees a vision of a continuous trail and is working towards the larger
segments. The de Anza trail would have to travel through more than 100 cities and the NPS
hopes that they may coordinate with these agencies via this Trails Committee.
Santa Clara Valley Water District (B. Goldie) — The Water District is glad that the County has
called this Committee together. Where are all of the trails? Need to balance trail development
within the riparian corridor. The Water District uses the Countywide Trails Master Plan and
would like to use this Committee to inform the local agencies of the next grant cycle and receive
feedback on the grants agreement, though the District does not want to burden grantees on
reporting mechanisms.
Santa Clara County Open Space Authority (P. Congdon) — The Open Space Authority uses
the Trails Master Plan prior to doing acquisitions to link regional and local parks, to link regional
trails and would like to seek partners for trails development and funding. The Open Space
Authority implements the 20% funding program, currently used by the City of San Jose to
provide trails in urban environments — this is a good opportunity to give back to the community.
City of San Jose Parks, Recreation and Neighborhood Services (Y. Zsutty) — The City has

been working on 19 trail projects as outlined in its Strategic Plan, The Greenprint, in a piecemeal
approach. The City uses the Trails Master Plan and is completing an inventory of existing trails.
The goal is to deliver 100 miles of trails within the City of San Jose. The Guadalupe River Trail
project is opening a segment soon, and the Coyote Creek Trail Feasibility Study is underway.
Midpeninsula Regional Open Space District (C. Woodbury) — The District is already a partner
with the County and uses CTMP. The District's Regional Open Space Study outlines the general
trail system and will update in the next one to two years. Currently, the District is working on
the master plan for Bear Creek Redwoods. This Committee would be a good forum to collect
data.
City of Santa Clara (L. Wolfe) — The City has been working on the San Tomas Aquino - Saratoga
Creek Trail project through the industrial areas of the City to the Baylands, to Agnews Road. The
City completed three underpasses — under 101 to Monroe (future staging area) and Scott
Boulevard is under construction. Then the trail continues through town to Cupertino and then
San Jose. The City uses artwork on the retaining walls along the underpasses to reflect the life
along the trails. The City anticipates a grand opening with the County in the Spring. The second
project is the part of the Guadalupe River at Sun Microsystems and Rivermark. It is a 220 -acre
complex with a trail plus a pedestrian bridge to the light rail in San Jose, to be completed in
about a year. It is funded by VTA, the developer and the City.
City of Mountain View (P. Bettencourt) — The City has been working on the Stevens Creek
Trail, which ends at El Camino Real. An EIR process is underway now. Secondly, the City is
working on a new project, the Permanente Creek Trail which ends at Hwy 101, a feasibility study
to explore options to connect to the Bay Trail.
CA State Parks Department (C.L. Price) — Henry Coe State Park is about 90,000 acres
bordered by County Parks and Open Space Authority. It has its own Trails Master Plan and part
of the Juan Bautista de Anza trail goes through Coe Park.
City of Saratoga (C. Bloomquist) — The City is working on the Union Pacific Railroad (UPRR)
trail, the West Valley trail that has been renamed the De Anza trail to connect to Rancho San
Antonio. The City is gearing up for a public input process, with a facilitator to conduct the
meetings, for the trail portion that will link Saratoga - Sunnyvale Avenue to Saratoga Avenue,
parallel to the UPRR. The City is also looking into the Saratoga -to -Sea Trail which will
establish trail linkage from Hakone Gardens to Sanborn County Park, utilizing the existing routes
and then eventually connecting to the ocean. The City has received some County support for this
idea.
Town of Los Altos Hills (C. Cahill) — The Town is attempting to update the 1980 Trails Plan, to
remove the duplicate on and off -road trails through a Pathways Committee appointed by City
Council. The Town is will work with the National Parks Service to locate the De Anza trail
through Town. They are also working with Stanford and the County on the S1 Matadero Creek
Trail project.
San Francisco Bay Trail (M Barry) — In 1989 the Bay Trail Project completed its master plan.
Santa Clara County has the highest implementation rate of all nine counties. Current focus has
been the two large gaps in the Bay Trail — at Moffett Field and in the San Jose area. Grant

programs will focus on these gaps. Currently, the Bay Trail Project is working on a GAP analysis
with GreenInfo Network and will determine cost estimates, timelines, and completion times for
these trail gaps before information - sharing can take place. Then, the Bay Trail Project would like
to prioritize the regional trail connections between the Ridge Trail and Bay Trail.
City of Palo Alto (G. Betts) — The Bay Trail is one of the City's priorities. Funding is most
beneficial to implementation of the Bay Trail. Currently the City is focused on grant incentives.
It would be most beneficial to invite County of San Mateo and County of Santa Cruz to these
Committee discussions for inter - county involvement in Bay Trail boundaries.
Bay Area Ridge Trail Council (B. Power) — For Proposition 12 funding, the Ridge Trail
administered $900K to the County. It is anticipated that the next grant round for Proposition 40
funding, the Ridge Trail will have $1 million for acquisition and trail construction. Santa Clara
County competes favorably for this funding.
City of Morgan Hill (J. Bezhad) — The City completed a Bikeways Plan years ago and added
trails. The City is in the process of a RFP to hire a consultant to develop a Trails Master Plan,
and the City hopes to complete the master plan within a year.
Some of the comments from the participants on what they would like to get out of the
Interagency Trails Committee includes the following:
City of Gilroy (B. Headley) — GIS should be incorporated as an outcome. We need a regional
GIS database with a common database format and GIS technical guide for jurisdiction use.
County of Santa Clara (L. Killough) — One of the major objectives is to create a visual picture
and GAP analysis but we will need information from the participants.
SCVWD (B. Goldie) — Like the idea of coordination efforts and partnerships to link flood control
projects / Water District CIP projects with trail development and like the GIS database idea.
City of San Jose PRNS (Y Zsutty) — The City needs to address safety on trails for public users,
which is a common issue at public meetings. How does other agencies deal with emergency
services and response? What is the current level of staffing for patrol activity? It is important to
share this kind of data. We need milestones for emergency response.
MROSD (C. Woodbury) — The District has GIS maps for patrol and emergency responses that
are given to the emergency service providers. It is possible to share this emergency service and
response data with this group.
City of Gilroy (B. Headley) — Regarding the issue of patrolling trails, the City does not have the
resources to install call boxes but maybe it can mark the trails with mileage markers for dispatch
reference or some other way to reference trails for people when they need to call in for help. The
City's Class I trails are marked and already provide this service to users.
County of Santa Clara (M Frederick) — Trails that are located and/or planned within right -of-
ways need to be considered by the County Roads & Airport Department and City Roads
Departments as roads are improved and widened.

City of Santa Clara (L. Wolfe) — The City uses has a community policing program via a Bicycle
Advisory Committee and volunteers to help patrol trails.
The Committee also shared comments on information- sharing, including the following:
County of Santa Clara (L. Killough) — The County will develop a framework and guidelines to
send to the participants a preferred framework and nomenclature for developing and/or updating
GIS data.
City of Gilroy (B. Headley) — Perhaps the County should invite the Committee, GIS experts,
consultants, staff to participate in this GIS framework discussion
S.F. Bay Trail Project (M Barry) — Include attribute data on Class I trails, paved, unpaved
trails, etc.
SCVWD (B. Goldie) — Is it best to have a Sub - Committee? Or a larger committee discussion on
GIS?
SCVWD (B. Mendenhall) — We need guidelines for what type of GIS information to share. The
Water District can provide right -of -way and capital projects information. One way to share the
data is web -based information exchange. However, there have been problems with identifying
the trail segments — there is no common trail route names where the Water District uses creek
reaches and the City of San Jose uses street names Also, the trail segment descriptions are not
specific enough to the city jurisdictions, maps are not matching lines.
City of San Jose PRNS (Y. Zsutty) — It would be beneficial to have a state of the system report at
each meeting, and frequent meetings are preferred.
Conclusion / Next Steps
The Committee agreed to meet on February 26,2004 for the GIS Data Sub - Committee working
group. The next overall Committee meeting for the Interagency Trails Committee will take place
in three months on April 29, 2004. Mr. Goldie of the Santa Clara Valley Water District offered a
meeting location at the Water District's headquarters for the next Committee meeting. The
agenda topics for the April 29 meeting will be focused on grant funding for trails projects.
Additional Committee Comments Received
Town of Los Altos Hills (C. Cahill) — The Countywide Trails Master Plan (CTMP) does not
seem reliable in that it is too regional a perspective and not specific enough. In the update of the
CTMP, it is hoped that a multi jurisdictional reconciliation of City and County Trails Plans will
take place.
City of Gilroy (B. Headley) — Priorities change over time for the local jurisdictions and there is a
need for an update.

Hello, my name is Aaron Cohen and I am writing to you about a concern I
have. Saratoga has a good park system, with enjoyable parks, but it lacks
any dog parks. The nearest dog parks are in San Jose and Mountain View, and
those locations are a long drivea away. I propose that a dog park be
constructed, even if it will just be a section of one of the existing parks.
A dog park would give many dog owning families a place to let their dog
safely run around. I hope you will consider this suggestion and bring this
issue up at the next city council meeting.
