taken, motion carried 4 -0.

Meeting: Community Meeting #1
Meeting Date: June 28, 2004
Location: City of Saratoga - North Campus

Meeting Purpose:
Community outreach to identify Community Issues that should be addressed in the DeAnza Trail Master
Planning process.
Questions & Answers, Comments and Discussion Items:
1. Could staff prepare the master plan?
No. Staff capacity & expertise for this type of project is not presently available.
2. How much is the Trail costing the City of Saratoga?
The trail is being funded by sources outside the City of Saratoga. Valley Transit Authority (VTA) 80%
funding; with a 20% private donation match.
3. What would cause City Council to not adopt the plan?
Potential issues could be uncovered in process that would make it unfeasible.
4. Project boundaries include the Union Pacific Railroad Right of Way and PG &E Transmission Line Easement
from Saratoga Sunnyvale Road at the north end, to Saratoga Avenue on the south end.
5. Safety at crossings /transitions should be carefully considered including at Rodeo Creek and Saratoga Creek.
No crossing is currently proposed at Saratoga Avenue, although the potential of including a crossing might
be an important addition to consider.
6. How wide will the trail be?
Width depends on use /mix. of uses. Typically, five feet (5') would be the minimum width for a designated,
fully accessible route, with eight to twelve feet (8' -12') more common width for pedestrian or mixed
pedestrian/bike trails.
The PG &E easement is understood to be 100' wide (Team to verify), with the additional width of the
Railroad ROW (to be verified) which requires an additional setback (20' — to be venfied)
7. Will the Trail be connecting to Cupertino eventually?
Yes, that's the concept, but right now railroad is not ready for that mixed use within its ROW.
Maybe in 10 years & when railroad is anticipated to be abandoned that extension could occur.

8. Minimum setbacks from R.R. have been established; how about from my yard?
Yes, we will establish setback standards from private properties in the master planning process.
9. Trains tipping over and other accidents are a real concern. Please consider safety with rail activity. At grade
street crossings could also be dangerous — please consider.
10. Consultant process will be:
A. Listen to concerns — Identify your (citizen) issues
B. Provide alternatives — Select preferred alternative.
C. Final detailed Master Plan.
11. What's been decided to date:
A. Railroad stays for 10 years or more. (Until Kaiser Permenente closes)
B. Construction Budget: Just under $2 million
C. Boundanes: Saratoga Sunnyvale Rd. to Saratoga Ave.
12. A new grant from VTA has been obtained to fix Cox Avenue crossing this year.
13. Can natural /native landscape be persevered as part of the Trail area?
Yes
14. The Trail is proposed on South/West side of tracks.
15. Some preferences that would be nice to include are:
• Curbing,
• Native plants,
• Decomposed Granite Trail Surfacing OR "Terrapave" Trail Surfacing
• Benches
16. The trail corridor should include wonderful space for use areas and space to be used to mitigate of trail
impacts.
17. I'm "all for it ", but concerned whether budget is enough with two creek crossings and street crossings. The
budget ($2 million) is believed to be sufficient, but will be evaluated in the master planning process.
18. Saratoga has invested a lot in Congress Spnngs Park. Does this take away from the park in terms of any
parking lost or other impacts to the park? The trail shouldn't negatively impact park facilities based on some
initial consideration at the time of the park planning and design.
19. Please consider & report annual maintenance budget for the design.
20. Rodeo Creek crossing will need to swing out from tracks. Saratoga Creek crossing will be more expensive
due to the length of span.
21. Beauchamps resident is concerned about increased traffic northward.
22. The old Congress Springs School chain link fence needs removal and clean-up.
23. The positive and negative aspects of foliage in the trail corridor was discussed. Unmaintained
debris /overgrowth is seen as negative while landscaping is seen as positive.

24. DeAnza's route is only approximated by the comdor. Historic character or some other recognition of the
histonc trail aspect of the project could be incorporated (Fr. Jumper() Serra route) in the Master Plan. George
Carnay (sp) was identified as a DeAnza trail historical resource.
25. Decomposed Granite Surface — unbound preferred. (See cut -sheet packet provided by citizen)
Bike - funded VTA trails don't have to be black asphalt. If not asphalt, local scouts could help maintain.
26. Don't know if we really need to dig down deep into research since funding is all "Measure `B' money ".
27. How about RR cars as bridges for Rodeo Creek to capture the Railroad vernacular?
28. Consider northward extension to Beauchamps on water distract land. Smce the boundanes of each segment
(including this segment) of the trail were designated in the original point -city regional trail study, potential
adjustment of the boundary could be discussed with VTA.
29. Preserve blackberries at Rodeo Creek.
30. Allow (width) for faster bikes (not restricted to 15 mph). In addition to traffic- related areas, please provide
some free areas for exercise.
31. Some off -leash dog areas would be good.
32. Retam some "no- man's -land " and natural quality to the comdor. There are birds of prey that make the
corndor their home.
33. Consider tires reuse for paving as recycled material "and it looks like redwood chips"
34. Privacy concerns should be addressed. A survey of The Los Gatos Trail residents might offer good input —
We've heard some transients have moved in.
35. The Los Gatos Creek Trail has been very successful. Many residents have taken fences down and we've seen
For Sale signs for residences actually posted on the trail in recognition of the popularity of the trail and the
residents identity with the trail.
36. Prefer not to see a high barrier chain link fence between PG & E and RR. As a Glenbrae resident with trail
frontage— Not opposed to trail improvements. Just want to see fencing improvements, (210 feet of fence
along trail), need irrigation along my property, and prefer the use of low fence with gap to allow access to
trail.
37. Will the trail be pedestrian and non - motorized only with physical restrictions to discourage motonzed use? -
Yes
38. Keeping the trail as far away from adjacent residences would be best, with some vegetation buffer. Our
children have a play set in our backyard and we are concerned about transients.
39. I like it the way it is. We don't need a lot more vegetation/landscaping.
40. How about usage — any projections? I might be concerned if traffic grows lots more.
VTA might be able to quantify /predict.

41. Some comparisons or examples of existing trails would be helpful. That information might include
information for how many users might be expected for a really good vs. no so good/bad trail
42. "I'm a little uncomfortable with "anonymous" donor aspect of funding — can you characterize the
donor /intent a bit further? Yes, the anonymous donor has history as user that has had a positive experience
with the trail comdor. That donor may make themselves known later in process.
43. Parking for trail users at Congress Springs Park is a good idea. Parking at either end of the trail, as suggested
in an earlier study, is a bad idea.
44. Security & privacy issues are a concern to be addressed for property adjacent to comdor.
45. Why this trail now, and will other trails in HIWS be neglected because of this addition?
This trail is bemg proposed now because VTA has made funding available at this time. That should not
impact existing trail easements /rights- of- ways/budgets that are overseen by the Trails Sub - Committee.
46. Will the trail have law enforcement?
Yes, the Sheriff will patrol the corridor in car and on bike. The Sheriff's Department doesn't currently patrol
rail corridor.
47. There is great respect for our existing trail system. This is one of the few trail opportunity for commuter
use /exercise. Could be used by seniors and other cardio- focused users. This trail will be easier than most of
our current trails, adding diversity to the system. Health experts have documented that people who live near
trails have significantly better health.
48. Some other ideas to consider:
• Emergency phones along trail and accessibility with no excess gradient are a very good idea.
• Value of trail increases proportional to the number of users it serves, so how the trail is promoted
should be considered.
• Dog usage may be debated in terms of off -leash usage and health concerns related to feces clean up.
Saratoga doesn't have off -leash facility currently. Campbell is believed to have a dog park in the
making.

TRAILS ACTION MATRIX
NOTE:
At the July 9 review with Public Works, it was suggested that this document be reformatted to show all
maintenance (regular, special, capital improvements) by trail, and that trails be grouped in major sections (Parker
Ranch, Mt. Eden, Heritage Loop). We can work on this at the next trails meeting. It was also some that some of
the staff personnel may be able to help us create a more clear, current trails map by combining existing
knowledge. A followup meeting will be scheduled for that discussion.
1. REGULAR MAINTENANCE
Most trails are checked twice yearly and basic maintenance is performed if needed. Usually includes clearing debris off
trail and clearing overgrowth and undergrowth away from trail.
II. SPECIAL MAINTENANCE
Typically includes projects such as re- grading an eroded trail, repaving, fixing bridges, removing root damage. Sometimes
special design work is required. Asphalt or concrete work is usually small and therefore not scheduled separately but
rather added to a larger project that the city may have underway.
III. CAPITAL IMPROVEMENTS
Significant trail repair or development requiring CIP funding.
IV. WATCHLIST
This section is for additional items that that Trails Subcommittee may want to track which don't fall easily into one of the
above categories.
