N. Approval of 1Vlinutes of Ii�Ieeting: Apri12, 2001 Action minutes were approved
via a motion from Commissioner Alberts, which was seconded by Commissioner
Clabeaux, vote taken, motion camed 5-0 (Commissioners Olsen and Dodge were
absent during vote).
V. Administe�ation:
Update from Public Works Director John Cherbone given. Of special
significance: The Congress Springs Park project will be going out to bid this
week. Mr. Cherbone noted fundraising efforts have commenced for the Congress
Springs Park Project, but few donations have been received.
VI. �ral Written �ommunication:
Teri Baron addressed the Commission regarding the Kohler property. Concerns
raised about trail easement dedication.
VII. IVew �usiness•
House Property vacation request presented by Commissioner Ioannou. Motion
made by Commissioner Ioannou to approve vacation subject to dedication and
improvement of trail easement from Chadwick Court to adjacent parcel 503-12-
41, #503-15-59 and #503-15-64 to connect to trail segment 44. Motion seconded
by Commissioner Olsen, discussion ensued, vote taken, motion carried 6-0
(Commissioner podge absent during vote). Trail easement realignment at 22111
Villa Oaks Drive presented by property owner Steve Haynes with elaboration by
Teri Baron of the Saratoga Trail Enthusiasts. Motion by Commissioner Alberts to
accept proposal by Mr. Haynes to reroute trail easement, at his expense, and
install a new trail to be developed to the existing trail quality standards. Mr.
Haynes will have to submit a bid proposal and install trail within 90 days from
May 7, 2001. Once trail is developed, surveyor will be hired to facilitate trail
easement swap. Motion seconded by Commissioner Seroff, discussion ensued;
vote taken, motion passed (6-0). Due to Azule Park discussions, Chair Fronczak
recused himself and Vice Chair Elaine Clabeaux took control of the meeting.
Azule Park Survey cover letter, Azule Park Survey and Azule Park project time
line discussed. Motion made by Acting Chair Clabeaux to accept Azule Park
Survey cover letter. Motion seconded by Commissioner Alberts, vote taken,
motion passed 5-0 (Chair Fronczak recused, Commissioner podge absent).
Motion made by Commissioner Olsen to Accept Azule Park Survey with minor
corrections as indicated. Commissioner Alberts seconded the motion, discussion
ensued, vote taken, motion carried 5-0 (Chair Fronczak recused, Commissioner
Dodge absent). At this time, Chair Fronczak rejoined the group. Warner Hutton
house improvements discussed. Tour offered by Beverly Tucker of Recreation
Department prior to next P.R.C. Meeting. Commission will meet in front of
Warner Hutton House at 7:00 p.m. on June 4 for the tour. Safety Survey of all
City Parks briefly discussed. Safety Survey will be discussed at a future P.R.C.
meeting if deemed necessary by Commission. Motion by Commissioner Ioannou
to recommend compressed safety surface material at all City Parks be brought up
to standazds specified by code. Commissioner Clabeaux seconded motion, vote
taken, motion carried 6-0 (Commissioner podge absent). Fundraising for
Congress Springs park briefly discussed. Liaison Bloomquist encouraged all
Commissioners to donate to project. Fundraising campaign is in process, but
funds coming in slowly.
VIII. �ld Business:
Liaison Bloomquist gave update on placement of additional signage on Parker
Ranch "Water Tank" trail. Trail Closure enforcement campaign by County
Sheriff is in process. Liaison Bloomquist updated Commission regarding Union
Pacific Rail Road Trail community meeting to be held on Thursday, June 7 at 7:00
p.m. at the Quinlan Center, City of Cupertino. All Commissioners strongly
encouraged to attend.

X. Adiournment
Commissioner Alberts made a motion to adjourn the meeting, Chair Fronczak
seconded the motion. The motion carried 6-0 and the meeting was adjourned at

12e: Wildcat Creek Cleanup-May 19, 2001
The annual National River Cleanup Day event at Wildcat Creek on Saturday, May
19 from 9:00 a.m. to 12:00 noon was a success. Fourteen volunteers cleared
approximately 400 pounds of refuse from Wildcat Creek. The City looks forward to
hosting the event next year and pulling even more trash from the creek. A special
thank you to Commission Chair Norbert Fronczak and Commissioners Elaine
Clabeaux and Sandra Dodge for their assistance.

Dear Mr. Mayor and City Council Members,
The Parks and Recreation Commission is concerned about any requests for the use of
Parks and Recreation Funds. This is due to a long list of safety issues at all of the
Saratoga Parks that must be addressed in the very near future. In addition we are in the
process of planning development of Azule Park and committed to construction and
development of Congress Springs Park.
We feel there should be no additional commitment of these funds unless the items are put
on a future agenda for consideration.

I find this amazing that we need to sit at a table during an AYSO signup to solicit donations for AYSO. Who from
AYSO is doing this? I'm not sure they are behind this fundraiser. The only effort so far that I am aware of has
been a flyer given out among several other papers during the coach's registration. During the first general
registration, where we signed up my son, there wasn't even that. They have already missed some golden
opportunities for donations. I would like a report from AYSO on what they have received in donations from the
primary user group of Congress Springs. We should get this at the next Congress Springs task force meeting. I
also know that there is —$50K sitting in a AYSO fund somewhere that was originally earmarked for field
improvements which now should be targeted as donation to The Saratoga Youth Sports Fund.
We also need to discuss the proper park maintenance funding that AYSO needs to provide. Please schedule this
meeting ASAP.

because of hazardous conditions.
People have torn down signs and barricades
like these and thrown ttiem into Prospect
Creek, which runs alongside the trail about 40
feet below, and then used the trail, said Sgt.
Luther Pugh of the Santa Clara County Sher-
ifPs Department and Judy Alberts of the city
parks and recreation commission.
City officials and sheriff's deputies are try-
�ng to discourage people from using the closed
portion, which runs about 850 feet, from Park-
:r Ranch Road to Picea Court, because a•
;evere wash-out has made it too dangerous,

Ciry off'iaals don't want mountain bilcers using
the trail, which ranges in width from 2 to 8 feet,
because bikes may be creating more erosion and
contributing to the washout in the aiready
"unstable" area, said Saratoga Trail Enthusiast
memberJames Baron. City Public Works Direc-
tor John Cherbone added that bikers have cre-
ated j umps, which have damaged the trail.
Also, as trail use increases, more plants are
destroyed and the trail gets wider, which
reduces good drainage and could further cause
more erosion, Pugh said.
Sheriff's deputies have joined city officials
in their efforts to educate residents about why
the trail is closed and are currently patrolling
the area on foot. They plan�to post more signs.
If that doesn't work, a team of deputies will
form a bike patrol unit and patrol the area dur-
ing times when trail use is the heaviest. They
won't patrol the area in cars, Pugh said, since
bikers would see them and wait for them to
_leave hefore using the trail._
Teri Baron said bikers have told her they
don't want the trail fixed, since the hills make
it more challenging and enjoyable to ride. But
city officials point out that the trail was never
meant for bikers to begin with.
To fix the trai(, city officials are considering
a retaining wall, a bridge or rerouting the trail,
Cherbone said. T'hey are currently looking at
the cost and feasibility of each of the three
options, and will decide which one to ask coun-
cil to consider in the fall, when council mem-
bers will decide on the five-year capital
improvement budget.
According to Teri Baron, the trail was washed
out six years ago. Each year, the trail has become
progressively more dangerous--unchecked
slides get progressively worse during the rainy
season—until the city was forced to close it
about a year and a half ago, Cherbone said.
According to Pugh, as mountain biking has
increased in popularity during the last three or
four years, so has use of the trail. Pugh added
that more people have also been using the

The public works depart-
ment is developing a compre-
hensive plan for designing the
park, and hopes to put the
design before city council in
August.

were mailed and citizens will
have until May 31, to priori-
tize landscaping and recre-
ation options on the survey
and retum it to the city.
The city will host its first
community meeting to dis-
