III. Report on Postin� of the NYinutes: Pursuant to Government Code 54954.2 the
agenda was properly posted on May 31, 2001.
N. Approval of 1VYinutes of liReetin�: May 7, 2001 Action minutes were approved
via a motion from Commissioner Olsen, which was seconded by Commissioner
Clabeaux, vote taken, motion carried 7-0.
V. Administ�ation:
Update from Public Works Director John Cherbone. Budget for Congress Springs
Park needs to be increased from $1.2 million to $1.4 million, a$200,000 increase
due to the lowest bidder coming in over budget. June 25, 2001, the demolition
phase of the Congress Springs Park project commences.
Commissioner Alberts made a motion to present to Council a recommendation for
an amount not to exceed $1,400,000.00 from Park Development Funds to fulfill
the budget requirements for the Congress Springs Park Project. Motion seconded
by Dodge, vote taken, motion carried 7-0.
Recreation Director Joan Pisani reported the Warner Hutton House Attic Project
received a Grant from the Saratoga Rotary in the amount of $20,000.00.

VII. New Business:
Azule Community meeting held, Chair Fronczak recused himself due to conflict
of interest at 8:20 p.m. Vice Chair Clabeaux assumed leadership of ineeting.
Received feedback from public in attendance and reviewed Azule Park Survey
conducted by City. Public in support of project, reacted favorably towards
Survey as presented by Staff liaison Bloomquist.
Motion made by Commissioner podge to move regularly scheduled July 2, 2001
Parks and Recreation Commission meeting to June 25, 2001 and to hold a special
Parks and Recreation Commission meeting on July 16, 2001. Commissioner
Ioannou seconded motion, discussion ensued, voted taken, motion carried 5-1-1,
with recused Chair Fronczak abstaining and Commissioner Seroff opposed. Chair
Fronczak resumed control of ineeting.
Motion made by Commissioner Alberts to adopt resolution recognizing July 2001
as "Recreation Parks Month". Seconded by Commissioner Olsen, voted taken,
motion carried 7-0.

Commissioner Reports:
Commissioner Ioannou gave a brief report on Congress Springs Park.
Commissioner Albert gave feedback on Wildcat Creek Clean-up Event held on
May 19, 2001. Nearly 600 pounds of refuse pulled from streambed and banks.
Commissioner Clabeaux encouraged Congress Springs Park Project fundraising
efforts. Challenged each Commissioner to bring in $1,000.00 dollars.
Commissioner Seroff commented on fundraising efforts for Congress Springs
Park Project.
Commissioner podge gave feedback on Congress Springs Park Project
fundraising efforts.
Chair Fronczak gave general feedback on several topics, including Congress
Spring Park Project fundraising efforts.
X. Adiournment
Commissioner Alberts made a motion to adjourn the meeting, Commissioner
Olsen seconded the motion. Vote taken and motion carried 7-0. The meeting was
adjourned at 9:35 p.m.

Design planning for Azule Park began
on June 4, with familiar comments from
neighbors who say that they want the park
simpleand its activity lirnited.
The neighbors voiced their concerns at
the first of four parks and recreation com-
mission meetings aimed at shaping a final-
i2ed Azule plan for the city council to con-
sider in mid-August.
Azule Park Neighborhood Association
Chairwoman Katie Alexander stressed
that any new activity areas, such as play-
grounds or tennis courts, be placed a good
distance from nearby homes. Alexander
also suggested modest landscaping
improvements in the park.
Parks Commissioner Sheila Ioannou
said she understood the neighbors' vision
forthe park
"It should be nice but not in a way that
might attract a high volume of people,"
said Ioannou
Local residents worry that features
attracting a large number of people to
Azule, including fields for soccer and
baseball, would congest Goleta Avenue
and sunounding streets. Alexander adds
that there are plenty of specialty fields and
courts elsewhere in the city.
"The goal is to have it developed in a
way that fits the neighborhood," she said.
It's a not a new refrain from azea resi-
dents, who several years ago shot down
plans to put sports fields at Azule for sim-
ilarreasons.
But they agree with city officials that
some improvemenu need to be made on
the abandoned orchard. The land has
been dormant since the city acquired it in
1969 and the rotting walnut and oak
groves play host to a healthy population of
rodents.
Surveys from 126 homes returned to the
city recently show that most Saratogans
agree on simplicity for Azule. Though
comments turned up a few pipe dreams—
a roller hockey rink and a skatepark—the
most popular requests were for the more
mundane: benches, drinking fountains
and picnic tables.
Landscape architect Steve Kikuchi of
Greg G. Ing and Associates says Azule's
narrow, deep shape will present some
challenges in creating a user-friendly park.
The back of the park, b'ordered by the
highway 85 sound wall, is more than 700
feet from Goleta Avenue. Kikuchi says
he'll have to use some creative, but mini-
mal, landscaping to make that section of
the park inviting but safe and free of van-
dalism.
"The trick is to pull people intathe park
so they don't get collected on Goleta,"
Kikuchi said after the June 4 meeting.
The city will continue to take comments
at its next Azule Park meeting on June 25.
At that gathering, Kikuchi will present
two or three drawings of potential park
plans. He hopes to narrow the design
down to its final stages by the parks com-
mission's July 16 meeting and then make
the last adjustments and cost estimates at
the Aug. 6 meeting.
Public Works Director John Cherbone
says he's pushing to have the proposal
finalized by eariy August, so the city coun-
cil can consider Azule as part of a city-
wide capital unprovement effort. The cap-
ital unprovement projects will be selected
toward the end of August.

Park get appr�vall
The city council recently
agreed to purchase $115,000
worth of Tifway 2 turf for
Congress Springs park.
Tifway 2 is the same grass used
at Candlestick Park in San
Francisco and Network �1sso-
ciates Coliseum in Oakland.
Public Works Director
John Cherbone says the turf
will allow sports teams to use
the park six days per week.
And the city will avoid the
regular re-sodding it current-
ly does at Congress Springs.
Perma-Green Hydroseed-
ing Inc. of Gilroy will conduct
the demolition and the initial
refurbishment of the entire
park to the tune of $1,020�50.

will host a public meeting on
June 7. The fourcities decided
in March to fund a feasibility
study of the potential trail.
Alta Transportation Con-
sultants, of San Rafael, has

cerns from neighborhoods to
