The meeting was called to order at 7:40 p.m.

IV. App roval of Minutes of Meeting: Motion by Commissioner Ioannou,
Seconded by Commissioner Alberts to approve July 16, 2001 Action minutes.
Vote taken, minutes approved 4-0.
V. Administration
Update from Recreation Director Joan Pisani regarding various items
including ticket sales for Pinocchio play and revisit of Master Plan for a
recreation center.
VI. Oral and Written Communication
None.
VII. Old Business
(1). Azule Park Improvement Project discussed. Plans to be finalized. Slight
modifications to drawings required per input from community and
Commission. Details as follows:
Keep configuration of sidewalk in front of park the same as in front of
neighboring school.
Local Police to review plans far safety issues.
City Arborist to review plans.
Request for plans to be reviewed by Public Safety Commission.
Motion by Commissioner Alberts to have Staff contact Steve Kikuchi, project
architect, within 24 hours and request the following:
Expand width of pathway to 8 feet.
Design sidewalk so it is moved closed to park with a similar structure
as the sidewalk in front of the neighboring school.
Motion seconded by Commissioner podge, discussion ensued, motion carried
(5-0).
VdI�. New Business
1) Review of Capital Improvement Project Process was completed with
significant discussion occurring. Some confusion regarding categorizing
projects as Desirable Defenable. Ranking of projects was reached after
detailed analysis of various factors such as public safety, level of benefit to
community. Official final ranking as follows:
1. Playground Safety
2. Park Trail Repairs
3. El Quito Park Improvements
4. Azule Park Improvements
Motion made by Commissioner podge to approve C.I.P. ranking as stated
above. Seconded by Commissioner Alberts, motion carried (5-0).
�X. Commissioner and Staff Repo�ts
Commissioner Ioannou stated Steven Haynes needs to be contacted regarding
trail improvements. Send a letter to him via Comrriission. Commissioner
Seroff requested maintenance fees for City Parks should be investigated.
Requested item be placed on next Agenda. Requested a comparison be made
with neighboring communities, such a Cupertino and Los Gatos.
X. Adjournment
Commissioner podge made a motion to adjourn the meeting. Commissioner
Alberts seconded the motion. Vote taken and motion carried 5-0. The
meeting was adjourned at 10:25 p.m.

At their regular meeting on May 7, 2001, the Parks and Recreation Commission passed a
motion to accept your proposal to reroute the trail easement n.inning through your
property, at your expense, and install a new trail, which will be developed to the existing
trail quality standards.
You were supposed to submit a bid proposal and install a neyv trail within 90 days.from
the May 7, 2001 meeting date. This date, August 7, 2001, has past nearly 30 days ago.
Please plan on attending our September 10, 2001 Parks and Recreation Commission
Meeting at 7:30 p.m. at City Hall to provide the Commission with an update regarding
the progress on this trail.

NOTgC� YS I�ER�Y GIVEN that the City Clerk of the City of Saratoga declares that
there is ONE VACANCY on the CITIZEN OVERSIGHT COMMITTEE.
The Citizen Oversight Committee is charges with ensuring that Measure N funds are used
in accordance with the intention of the voters. By monitoring all phases of the project,
the Committee will ensure that appropriate expenditures of funds, the highest possible
level of efficiency, and the maintenance of building schedules and projected budgets, so
that the Saratoga Community Library is fully renovated and expanded to better the needs
of the community.
The Committee will validate to the Community and to the City Council that library bond
monies are expended as stated in the bond language approved by the voters on March 7,
2000.
The one vacancy shall be filled by a Saratoga resident who has no affiliation with the
Saratoga City Council, it's Commissions, or staff. Every effort shall be made to have a
Committee with a divers range of age and culture to reflect the make-up of our
community. Knowledge of building construction and financial aptitude would be
beneficial to the committee. The Committee has staff support and a liaison from the
Library Expansion Committee.

CIT�' COLINCIL
The City Council is the governing body of the City. It is vested with broad powers in areas
of legislative policy, bud�etary allocation and service delivery. As an elected body, the
Council represents the entire community and serves as the "Board of Directors" for the
municipal corporation. The City Council meets on the l and 3 d Wednesday of every
month. Site visits are conducted at 3:00 p.m. on the Tuesday preceding the Wednesday
meeting.
CI'B'�' COIVIlVIYSSIONS
City Commissioners are essential to the City's commitment to developing policies and
services, which adequately reflect the needs of the community. Commissioners' work
closely with the City Council and the City staff, as well as with fellow Commissioners, all of
who play a critical role in the City or�anization. All commission members serve without pay
except for the Planning Commissioners, they receive a stipend of $150.00 per month.
Commissions are appointed by the City Council to provide ongoing citizen involvement in
major policy areas. The establishme�lt of Commissions is determined either through Council
ordinances or through resolutions. As advisory bodies, commissions provide ongoing
recommendations to the City Council re�arding special program areas, hold public hearings
to solicit community opinion on cw�rent issues, and surface issues which the Commission
believes should be addressed by the City. Commissions do not have administrative oversight
or authority; the Planning Commission, however, does have significant decision-making
authority. These decisions must be consistent with the State Law and City ordinances, but
usually are fmal unless they are appealed to the City Council.
Citizens are encouraged to apply for any time to serve on the various City Commissions, all
of which have seven members. Appointments are made throughout the year as terms expire
or vacancies occur. Applicants must be Saratoga residents, at least eighteen years of age.
Appointments are for four-year terms, except in cases where an appointment is made to fill a
vacancy for an unexpired term.
The City of Saratoga does not discriminate on the basis of race, color, national origin, sex,
religion, age, or disability in the provision of service.

PLANNING COMMISSION
Meets 2" and 4` Wednesday, 7:30 p.m. Civic Center Theater. Site visits aze conducted at
3:00 p.m. on the Tuesday preceding the Wednesday meeting.
The Planning Commission advises the City Council on land use matters such as the General
Plan and specific plans, zoning and subdivisions. The Commission plans for the future for
orderly physical development of the City and informs and educates the public on current land
use and urban planning issues. In many areas the Planning commission also acts as a
legislative body in making determinations within the framework of applicable State laws and
City ordinances. Ultimately decisions on land use reside with the City Council. Members
are required by State law to file an annual Statement of Economic Interest with the Fair
Political Practice Commission.
�'�PIAIVCE COIVIIVIISSION
Meets 2" Monday, 7:00 p.m. Administrative Conference Room, City Hall.
The Finance Commission reviews the City's annual audits and budget preparation and
presents recommendations or comments as appropriate to the City Manager and to the City
Council. The Commission also undertakes and performs any such other specific tasks as
may be assigned from time to time by the City Council.
Y-�ERY'd'AGE PRESERVATION COMMISSION
Meets 2" Tuesday, 9:00 a.m. Warner Hutton House.
The Heritage Preservation Commission functions as a liaison working in conjunction with
the City Council and Planning Commission and the agencies and departments of the City to
implement the City's Heritage Preseivation Ordinance. This includes conducting surveys of
properties within the boundaries of the City of Saratoga for the purpose of establishing an
official inventory of heritage resources and recommending to the City Council specific
proposals for designation as a historic landmark, heritage lane or historic district. One
member is nominated by the Saratoga Historical Foundation and at least one member must be
trained and experience in the field of construction and structural rehabilitation, such as a
licensed architect, engineer, contractor, or urban planner.
LIBRARY COIVIMISSION
Meets 4 Wednesday, 7:30 p.m. Community Library.
The Library Commission provides counsel and recommendations on library policies,
budgets, plans and procedures to the City Council, City Staff, the Santa Clara County Library
Staff, and the Saratoga Library Supervisor. The Library Commission has no administrative
authority over the Library's operations but does participate in the general planning of the
library operation and library related programs and policies. One member is nominated by the
City of Monte Sereno.

PA1�S AND RECREATION CO1��IMiSSION
Meets l Monday, 7:30 p.m. Administrative Conference Room, City Hall.
The Parks and Recreation Commission advises the City Council on design, use,
development, financing, care and maintenance of parks and playgrounds; landscaping along
thoroughfares and other city streets, walkways, pathways and equestrian paths, and other
such matters as may be requested by the Council. The Commission also advises and makes
recommendations concerning programming and implementation of the City's recreation and
leisure activity programs.
PiJBLIC SAFETY
Meets 2" Thursday, 6:30 p.m.- Administrative Conference Room, City Hall.
The Public Safety Comniission investigates, reviews and analyzes issues and makes
recommendations to the City Council in the areas of overall public safety, crime and fire
prevention, traffic safety and other related areas. The Commission increases awareness of
and attention to the public safety needs of the community by improving communications and
involvement among the community, the City government and the public safety agencies on
services, needs and programs. AS an advisory agency, the Commission is not authorized to
set policy or give directions to public agencies such as the Sheriff's Office or to City Staff.
