Parks and Recreation Commission
and
Saratoga City Council
Joint Meeting
Apri126, 2003
PRC and City Council Joint 1[eeting
Saturday, Apri126 9:ooam
Good morning, everyone!
The Parks and Recreation Commission.s greatest asset is its Commissioners. I
am proud to re-introduce our commissioners to you:
Sandra Dodge, Chair
Nick Seroff, Vice Chair
Elaine Claibeatix
Logan Deimler
Angela Frazier
Norb Fronzack
Gregory Gates
We have been held together with the tireless efforts of our staff liaison, Cary
Bloomquist. The hours he has spent coordinating our efforts as a Commission
should earn him a purple heart. Our Public Works Director John Cherbone has
fought many battles for us and with us, and has always been available to keep us
osted on the status of our parks when it comes to maintenance, equipment
installations, and most importantly, playground safety. Joan Pisani has been the
bearer of great news when it comes to running the numbers for recreation
acivities; she has really built up a grea t series of programs with her staff and we
count on her support as an integral part of our Commission. We were honored
last year with Evan Baker as our City Council liaison, and we look forward to a
great upcoming year together with Ann Waltonsmith.
As you low, the City of Saratoga is the proud owner of almost 6o acres of prime
real estate in the form of i3 ublic parks. From Azule to Wildwood, our
Commission is one with a nussion:
The Parks and Recreation Commission of the City of Saratoga is
dedicated toward the planning, acquisition, development, and
maintenance of parks, trails, and other recreational areas and facilities
promoting a better living environment and assurin that Saratoga
continues embracin its most valued natural and historic resources so
that citizens may enoy neighborhood and community opportunities
now and in the future.
In the ,past vear, we have met several aspecfs of this mission with great success.
Park Renovations include:
n° n°nrm ]n°I a premier class soccer and little league field
AzauIl In°Il 3o years of walnut trees and rats give way to moms and
babies, dads and baseball gloves, exercise fanatics using the parcourse and
a neighborhood of happy Saratogans;
IEgllnnllIl In°l a footpath that meets with a gate was a much-needed
improvement to this small corner hat allows schoolchildren better access
to Foothill school;
I[nnn Iiin°n ]Il nice new basketball hoop
r_
New Amenities to the City repetoir include:
ln°iIl Il In°Il we are currently seeldng a permanent location;
nnn unn°y we have a written record of what our citizens would like
to see in the way of park improvements and additions;
AY/][.nll I[. IF Iln¢unIl g year contracts are now in place
n J§ IF ItnlunIl we hoe to see implemented along with
pohcy and procedure recommendations.
Acquisitions:
The Council has determined that the area of land located at Quito and Pollard
Roads(IY IYn ]n°]) will remain undeveloped in order to be leveraged at
some future time for the benefit of creating a new or expanding Saratoga's long
list of park facilities.
review;
-Subcommittee now supported by four volunteer citizen advisors;
-City Staff assigned to support update of Trails Niaster Plan.
Trails Master Plan:
This ongoing project has realized the following accomplishments in the past year:
Student intern erformed preliminary trail easement review;
-Teri Baron retained as consultant to perform detailed trail easement
Up next for the coming_,vear:
Park rennovations will include:
]IIln($iooK) this task force is just getting started;
IEIl uuu 111 ($25oK) task force has met over the past year and is
malang a recommendation to the PRC at our May 5`'' meeting;
.II°alnnn° Ift°1! ($ia5K) the task force is in full swing and addressing
issues between residents, the City, and the Water District. A final
recommendation is in the works for addressing the creekside trail issue,
and the B1VIX area is agendized for the next meeting;
JnIlQIIl ($i25K) aresentation is ready for the PRC in May which
will include a new cool shde and some great climbing structures, wrth
emphasis on communication to the community and local commercial
benefits of a creekside park.
All task forces report directly to the PRC in both oral and written formats
to ensure future references and paper trails to help understand the
decision-malang processes involved.
Public Communication:
Website with Access to Park Info/Meeting Notes is a goal within the next
year. We'd also like to see the RecTrak computer system utilized for online
reservation of park amenities within the nexf year.
Master Plan Revision:
A task force has just been formed to work with Ann Welch in revising the
i990 Master Plan.
Commissioner Retreat:
On June th, the Commission plans to meet to establish procedures for
conducting task force meetings, ublic meetings, and how to more
effectivel run a PRC meeting within the parameters set out by the Brown
Act. We ope to spend a frurtful day together at one of our favorite
Saratoga Parks, Hakone Gardens.
