Administration: 1) City Council Liaison Ann Waltonsmith reported Saratoga Library Grand Opening is scheduled for June 21, 2003. Invited Commission and Staff to attend. 2) Public Works Director John Cherbone gave no report. 3) Recreation Director Joan Pisani reported music festival a success, with 7 bands and over 500 participants. Men's softball league now active at Saratoga High School. VI. �ral and Written Communication. None. V��. Action Items l. A.Y.S.O. VIP Program —Overview by Mark Linsky regarding the Very Important Player Program which is offered to challenged youth at no charge. No requirement to be a Saratoga resident. Bob Hopkins, the VIP Program Director, gave a brief overview. Sunday will be the available day for play, with tentative usage hours from 12:00 noon 2:00 p.m. Program will run from Labor Day Thanksgiving. Motion by Commissioner Logan Deimler to approve the VIP program usage of Congress Spring Park as indicated above. Motion seconded by Commissioner Angela Frazier, vote taken, motion carried 6-0 (Commissioner Nick Seroff not yet present for the vote). VI][Y. �ld �usiness 1. Overview of May 21, 2003 Council Meeting Re: Brookglen, El Quito and Wildwood Park Improvement Projects. Council was comfortable with the El Quito Park Project, but wanted more information regarding the Wildwood and Brookglen Park Projects selection of Play Equipment. In particular, Council was concerned about the Net Play equipment in terms of safety and durability. These project will be separated out from the El Quito project and brought forward for further Council review at a future date. 2. June 7, 2003 PRC Retreat update Comments: Chair Sandra Dodge gave a brief update on the time and location of the retreat, which is 9:00 a.m. 5:00 p.m. at Hakone Gardens. Due to posting logistical challenges, the meeting will be divided into two meetings, a special session from 9:00 a.m. 11:30 a.m. followed by our regular meeting from 11:35 a.m. 5:00 p.m. Drinks, snacks and lunch will be provided. l[7�. New Business 1) Azule Park Knollwood Court Entrance Closure-Preliminary data review. Commissioners Norbert Fronczak and Angela Frazier were assigned to poll are residents regarding he entrance. Preliminary feedback indicates strong support for keeping the existing entrance via Knollwood Court open. Commissioner Nick Seroff volunteered to do an email survey of the residents who responded to previous surveys and poll them on their preferences. This issue is scheduled to go back to Council sometime June 2003. 2) Commissioner Recognition Dinner. Thursday, September 25, 2003 from 6:00 to 9:00 the annual Commissioner Recognition Dinner will be held. X. Y� eports 1. Sub Committees: a) Trails: Commissioner Deimler, Chair of the Trails Sub Committee, gave a brief update on the current status of our trails and trail repair projects. b) Task Forces: Brief overview of each task force given by appropriate Commissioner. c) Commissioner Reports: Norbert Fronczak: None o Logan Deimler: Foothill Park improvements completed. Greg Gates: UPRR Trail, PG E Underground Structure by Dagmar. Currently our only option is West Valley College where we are trying to lease/rent a portion of a parking lot. There is not adequate space in the Saratoga area. At their regular meeting on December 18, 2002, Council awarded a design contract for the Brookglen and Wildwood Park improvement projects to Design Focus of Saratoga. The two task forces for these park projects have been meeting with staff and the Design Focus 1-2 times per month since January 2003, designing and completing play area layout changes and choosing play equipment options for each park. Public input meetings were recently held for each park to, gauge public opinion and receive valuable feedback regarding the proposed play equipment options and play area layout changes. The input received from these public meetings was incorporated into the final park designs and approved at the May 5, 2003 Parks and Recreation Commission Meeting. At their regular meeting on May 21, 2003, City Council directed staff to perform further research regarding the safety and durability of the Net Play Play Equipment and other play equipment components included in the design of each park. A site visit was scheduled for June 17, 2003 The drawings befare you this evening represent the fmal designs for each park. The Parks and Recreation Commission, along with the task forces and the attending members of the community members involved, fully support these designs and are very please to present them to you this evening. If approved, staff will go out to bid for construction of these projects in late summer. Due to summer camp activities and high usage by the general public during the summer months, staff is proposing to delay the actual demolition replacement of the play equipment at these parks until the end of September 2003. REPOR'I' S�JIVIIVIA1tY: Back�round: At their March 20, 2002 regular meeting, City Council received a staff report regarding the inclusion of a pedestrian pathway to Azule Park via Knollwood Court. The report mentioned a survey, which was mailed out to 188 area residents. 48 surveys were returned, 26 supporting an entrance via Knollwood Court and 22 opposing an entrance via Knollwood Court. At their Mazch-June 2002meetings, the Parks and Recreation Commission voted in favor of placing an entrance to Azule Park via Knollwood Court. Council directed staff to hold a public meeting with those residents who live on Knollwood Court to receive their feedback on the placement of an entrance to Azule Park via Knollwood Court. The meeting was held April 2002, with residents expressing no support for the entrance. Council requested the issue be further discussed with the Knollwood Court residents at the Parks and Recreation Commission level and brought back to Council. At their regular meeting on July 17, 2002, Council was presented a second staff report regarding the Azule Park Knollwood Court entrance. The opinions of the Knollwood Court residents had not changed, indicating no support for the entrance. The Parks and Recreation Commission and the majority of the surrounding neighborhood continued their support for the entrance. After hearing public testimony and reviewing the documentation in the staff report, Council directed staff as follows: o An entrance to Azule Park Via Knollwood Court will be constnzcted on the condition it will be closed for a 2 month period after the parks grand opening and then reopened for a 10 month period, at the end of which it will be closed and the issue brought back to Council for review. Discussion• The Azule Park Grand Opening is scheduled for Saturday, July 12, 2003. The Parks and Recreation Commission have been discussing this issue at their meetings the past several months. The Commission requested direction from Council on how to proceed at their Joint Meeting with Council on April 26, 2003, and were directed to poll public opinion and hold a public meeting regarding the entrance at their June 2003 meeting. The Commission polled residents at the park entrance by posting a sign inviting them to contact the City regarding the closure and by handing out literature to residents using the entrance. Staff subsequently received over a dozen calls, all supporting keeping the entrance open. The Commission also conducted an email survey of those public who attended past public meetings regarding the entrance. The email survey, Suminary of the Knollwood Entrance Options (attachment B), indicated 5 in support of keeping the entrance open and 1 in support of closing the entrance. A second survey to area residents who received the 2002 survey was mailed out early June 2003 (attachment A). The survey results, as of the writing of this report, indicate 40 surveys returned out of 188 mailed out. Of those 40 returned, 36 support keeping the entrance open, 4 support closing the entrance. The Knollwood Court entrance has since been heavily utilized by the public during the past 7 months, and the City has not received any complaints regarding its usage. Also attached are 8 emails and 1 letter (attachment C), all in support of keeping the entrance open. Public did not attend the June 2003 Parks and Recreation Commission Meeting, and the Commission maintains its support in keeping the Knollwood Court entrance to Azule Pazk open. Unless new direction is received from Council, the entrance to Azule Park via Knollwood Court is scheduled to be closed after the Grand Opening Ceremony on Saturday, July 12, 2003, and will remain closed as described earlier in this report.
