Call to Order The meeting was called to order at 7:40 p.m. II. E1 Ouito Park Public Input Session Input was received from residents and representatives from user groups. The meeting was conducted as an informal public input session, with each member of the audience invited to speak for up to 3 minutes regarding El Quito Park. Letters from those not in attendance at the meeting were permitted to be read as time permitted. Parks and Recreation Commissioner Nick Seroff was the official timekeeper of the meeting. Parks and Recreation Commission Chair Norbert Individual responses from each person are captured on meeting notes. Listed below is a summary of responses: Citizen Concerns: Regarding "Hidden Agenda" by City o Loitering, Vandalism, Irrigation Over utilization of Park, Poor Maintenance, Drug Usage at Park, Trash o Non-permit users, Traffic issues, Parking issues, Profanity High noise levels, Speeding, Blocked Driveways, Poor Communication with City Park usage by non-Saratoga Citizens Usage by organized sports groups' means limited usage opportunities for neighborhood. o Illegal drinking is occurring Indecent exposure Maintenance crews too small User Group Concerns: Pony League BasebalUC.Y.S.A. was promised a place to play due to displacement at Congress Springs Park. City is not honoring promise Youth have no places to practice play games Youth in early teens have no place to go in Saratoga, organized sports gives them something to do. Being treated unfairly by the City El Quito is a community park and should be available for usage by all groups, both organized and casual. o Improved communication needed with City and other groups. o City turns its back on teenagers. Common Goals and potential benefits of improving park: o Play equipment upgrades with more swings, upgraded picnic areas, new drinking fountains and overall beautification. o Repair poor irrigation of fields improve existing turf areas o Restore sand volleyball area. Improve parking Keep community gardens, create walking path, new par course, more police code enforcement. Balance park usage-keep non-Saratoga's out. Increase maintenance of park o Form a task force to address issues with members from community, user groups and City Staff. o Further define park: Neighborhood vs. Community Park? Find a place for Pony League Baseball to practice and play games. o Find a place for C.Y.S.A. soccer to practice. Conduct a traffic study of neighborhood around park. If Pony is allowed to practice on field, must be open to Saratoga residents. o Organized sports keeps youth out of trouble. Organized sports keeps "bad elements" out of park. o Youth who participate in sports get better grades o Want tennis court Less horseshoe pits o Need more benches City Manager Dave Anderson indicated he will meet with residents near home plate on the softball field at El Quito Park at 10:00 a.m. on August 30, 2001 to listen to neighborhood concerns regarding park facilities. Call to Order The meeting was called to order at 7:35 p.m. II. Approval of Minutes of Meetin�: Motion by Commissioner Ioannou, Seconded by Commissioner Alberts, to approve August 6, 2001 Action minutes. Vote taken, minutes approved 4-0-2. V. Administration Update from Recreation Director Joan Pisani regarding recreation programs, formation of Arts Commission, and revisit of Civic Center Master Plan. Update from Public Works Director John Cherbone regarding progress at Congress Springs Park and regarding various Capital Improvement Projects. Azule Park constructions drawing on fast track for $80 K. VI. Oral and Written Communication None. VII. New Business Dodge and Clabeaux will draft mission statement. VIII. Old Business 1) Liaison Bloomquist gave update regarding Congress Springs Park Fundraising efforts. Mid-October is "drop-dead" date for campaign. Will request article in Saratoga News promoting fundraising campaign. 2) El Quito Park. Discussion ensued among attending public and Commission. Critical feedback received by outgoing Commissioners Alberts and Ioannou regarding projects and implementation process. Motion made by Commissioner Seroff and seconded by Commissioner podge to form a Task Force with alternates designated so business can be conducted if primary members not able to attend. Membership will consist of 3 Commissioners, 3 Residents from El Quito neighborhood, and 3 representatives from sports user groups. Vote taken, discussion ensued, motion carried (7-0). Motion made by Commissioner Seroff to change date of October Parks and Recreation Commission Meeting from October 1 to October 15, 2001. Tentatively schedule initial El Quito Task force meeting for week of October 22, 2001. Motion seconded by Commissioner podge, vote taken, discussion ensued, motion carried (5-0-2) with Commissioners Alberts and Clabeaux abstaining. 3) Capital improvement project priority listing reviewed. No motions made. 4) No significant update on Park Trail Master Plan. Mr. Steve Haynes will be invited to next Parks and Recreation Commission meeting on October 15, 2001. IX. Commissioner and Staff Renorts No Staff or formal Commissioner reports. All expressed thanks and gratitude to outgoing Commissioners Judy Alberts, Sheila Ioannou and Barbara Olsen for their dedication, caring and excellent public service during their terms. X. After the meeting on May 7,2001, in which the Parks and Recreation Committee accepted my reroute proposal, I asked Teri Baron for assistance in finding one or more potential contractors who could in fact, reroute and build the new trail. This course was taken after several of my own attempts failed at Snding someone who was interested or qualified to do the work. Teri was very helpful in getting Donald Hays of Trail Contractor Inc., to view the site and submit a bid to me on 6/25/2001. I have attached the bid proposal for your reference. After reviewing the bids, I contacted N1r. Hays to discuss the details of these bids, and to set up a meeting to actually walk the property, which was initially not done, and to propose options which would be potentially less costly, but still meet the requirement of building a trail to existing standards. At that time, he agreed to meet with me and re-look at the bid, but that he had commitments which would keep him fully booked through the beginning of October. He agreed that we would follow up in early October to move forward in the assessment, re-bid, and building of this trail. I made an additional attempt, after my discussion with Mr. Hays, to find an alternative contractor in the eazly July time frame, but was unsuccessfiil in this effort. Mr. Hays represents the best possibility at this time, and I intend to have him do the work after our discussion, and re-bid, in October. It has been extremely difficu�t to find contractors who are interested and or are qualified to do this work. Nevertheless, it is my intention and commitment to execute on my obligation as soon as possible, preferably before the end of this year. Trail section is adjacent to hillside and a creek (figure 2, figure 3) This section of trail does not have anything to do with the section regardina the water tower Inconsistent signs on trail. Signs contradict one another Parking at Fremont Older is not practical. Country club is not responsible for damaged cars in parking lot due to golf balls. The City of Saratoga was able to host over 20 volunteers who collected over 45 bags of trash from Prospect and Calabasas Creeks. The following is a breakdown: o Over 350 pounds of trash collected (80 of it being recyclable) Over 3 miles of creek channels cleaned Participants ranged from age 3— over 70, with several Boy Scout Troops joining in the effort, with our own outgoing PRC Commissioner Judy Alberts collecting a couple bags. As site coordinator, the reactions and feedback received from the public was extremely positive, with neighbors and residents thanking us for our cleanup efforts. We should all be proud of ourselves: We had 21 sites countywide. And the trend continued. We had a record-breaking 1,120 volunteers (we usually have around 1,000 for the fall) and we picked up 45,610 pounds of trash and 10,520 pounds of recyclables!
