Anqroval of Minutes of Meetin�: Motion by Commissioner Greg Gates, Seconded by Commissioner Elaine Clabeaux, to approve March 3, 2003 Action Minutes. Vote taken, action minutes approved 7-0. V. Administration: 1) Council Liaison Ann Waltonsmith gave an update regarding the Gardiner Park Trail, indicating the report was informational only. Staff Liaison Bloomquist gave overview of Staff report to Council indicating legal issues and Council direction to open trail by June 1, 2003. Issue needs to be reviewed by Santa Clara Valley Water District Board at their Board meeting in May 2003. Prospect road widening mentioned. 2) Recreation Director Joan Pisani reported winter program participation at 2,200. Spring programs commence in 2 weeks. No usage at El Quito Park until construction ends sometime June 2003. Trips continue to be very popular and are typically booked solid several weeks in advance. 3) Public Works Director John Cherbone reported El Quito Park Irrigation and Drainage projects to commence next week. Completion to occur in approximately 6 weeks. Azule Park entrance by Knollwood Court to be closed at Grand Opening, which should occur sometime late May 2003. Signage to be placed at Azule Park stating our pog ordinance. Westhope Church parking agreement delayed because of ineetings with residents in Condo/Townhouse complex. Should be brought back to Council sometime mid-May 2003. VI. Oral and Written Communication. Mr. Bert Martel spoke regarding dumping of contaminated soil at West Valley College Campus by the West Valley Sanitation District. Presented maps and other statistical information to Commission. Issue has been discuss at length by City Council and the responsibility lies with West Valley Sanitation District and West Valley College. VII. Action Items 1) Chair Sandra Dodge discussed PRC Retreat on Saturday, June 7 at Hakone Gardens around 9:00 a.m. Draft agenda thoroughly reviewed. Feedback received from each Commissioner. Via consensus, draft, as presented, was accepted with minor changes. 2) Chair Sandra Dodge presented draft report for joint meeting with City Council on Saturday, Apri126, 2003. Draft report thoroughly reviewed, feedback received from each Commissioner. Changes to be incorporated into final draft. 3) Chair Sandra Dodge introduced El Quito Park Improvement Project being placed on May 5, 2003 PRC Agenda. Expectation is to have presentation during PRC meeting. Open house will be earlier that same day, from 8:00 a.m. 5:00 p.m. VIII. Old Business None IX. New Business None X. R�e orts 1. You asked in your letter whether the City believes the District's lands a�ong Wildcat Creek should be a trail. This is to assure you that the City has long supported the Dish initia] decision to open the land in question to public use and continues to support such a use by the District. The City appreciates the District's willingness to consult with the City and to work with Saratoga residents with an interest in the trail. The City has been pleased to facilitate this working relationship through the Wildcat Creek trail task force. The City supports the District in working with the task force and urges the District to implement the recommendations of the task force at its meeting Iast night to "turn back the hands of time" and remove the fences that were erected ]ast summer to allow the historic use of the trail to resume as soon as possible. In your letter you indicated that the District would be interested in entering a joint use agreement with the City. The City is currently in the process of updating both its Genera] Plan Open Space Element and its Parks and Trails Master Plan. This process will provide an ideal forum for the community and the City Council to consider the best role for the City to play in managing the trail. City staff will ensure that the District and th� members of the task force are notified of all public workshops and public review drafts of the relevant plans. To: Saratoga Parks and Recreation Commission cc: John Cherbone Subject: Request for Use of Congress Springs Park for AYSO VIP Program AYSO Area 2J, of which Saratoga Soccer Region 27 is a member region, is requesting use of Congress Springs Park for their new VIP (Very Important Player) Program for the fall of 2003. This soccer league is intended to allow children and young adults with special needs, who are not able to participate in the mainstream AYSO program, to have the same opportunities to participate in a safe, fair, fun youth soccer program. This program will be organized and operated under the guidelines of National AYSO, which has VIP Programs throughout the Unite@ States, including Sunnyvale and Prunedale. Tn fact, the Prunedale VIP league is part of Area 2J. This program is intended to primarily cover families from Saratoga, Cupertino, and West San Jose, although the program is open to children from all communities. There are no geographical boundaries in AYSO as required by two of our key philosophies of ��Everyone Plays" and "Open Registration". We are estimating about 120 players, although this is just a guess. we have no real way of estimating the number of players. We expect to run the program on Sundays from noon 2:00, with one hour for practice and one hour for games. CSP is a very ideal location because of the flatness of the field, parking, accessibility, facilities, size, etc. I£ the City agrees, then all maintenance costs would be handled under its cur.rent agreement with Saratoga Soccer. As for usage, Saratoga Soccer is willing to eliminate Friday usage to continue to provide one idle day. There are no registration fees for VIP Program participants, however families, if they would like, will have the opportunity to sponsor their player with a donation of $100. In addition to Player Sponsors, our current thinking, to fund the program, is to also offer additional sponsorships of $250 (Team Sponsors), $500 (League Sponsors), and $1000 (Program Sponsors), with various levels of recognition/value for each type of sponsor. Our current proposal for working with the residents, Parks and Recreation Commission, and City Council, is as follows: May 2: Provide information to Cary Bloomquist, John Cherbone, and Sandra Dodge for distribution to the Commissioners. 1 May 19: Mail letter to CSP residents providing information about the program and notice of Parks and Recreation Commission meeting on June 2. June 2: Provide opportunity for the community to understand and discuss the VIP Program at the Parks and Recreation Commission meeting. June 4: Present request/recommendation to City Council and have first discussion. June 18: Obtain approval for agreement at City Council meeting. Because special schools and other programs can isolate them from the rest of the community children with special needs often find that acceptance hard to come by. The American Youth Soccer Organization VIP program opens the door for them. The VIP program is not separate from the rest of AYSO. It is more like another division, with "buddies" drawn from other AYSO teams to help the players both on and off the field. VIP players laugh. They score goals. They have fun. And they are part of a team. The VIP program carries the AYSO philosophy of "Everyone Plays" to a new height. Now, kids with special needs can have a good time playing soccer on their own level, while learning confidence and soccer skills. Like all of AYSO's programs, VIP soccer aims to teach the fundamentals of the game, encourage teamwork, and foster fair play and good sportsmanship. And even more than other programs, it increases self-esteem and provides an opporlunity to make new friends. Because VIP soccer uses adult volunteers and younger "buddies" from other AYSO teams, it increases community involvement throughout AYSO and promotes understanding between people. For parents who may have thought they would never see their child playing a sport, the VII' program is more than just fiMess and recreation for their kids, it allows them a joy they might never have known. Of course, along with these lofty ideals, the VIP program's biggest goal is just to give these kids a chance to have fun! The AYSO VIP program is designed for kids with special needs, including physical and developmental challenges. VIP teams may include individuals with Down syndrome, autism, cerebral palsy, emotional disturbances, visual impairments or other conditions that limit mobility, strength and/or comprehension. They all play together on teams that combine their varied levels of ability. Teams are made up of 5-10 players and may be coed. VIP teams are balanced like other AYSO teams with players rated by physical ability. When numbers allow, older and younger players form their own divisions. The South Bay VIP Program is a cooperative effort between three AYSO Regions, covering Cupertino, Saratoga, and West San Jose.
