Administration: 1) Public Works Director John Cherbone reported the Irrigation Drainage Project at El Quito Park is going well and is on schedule. New Business 1) A.Y.S.O. VIP Program: Mark Linsky gave overview of program, indicating it serves participants with special needs. No registration fees for this program, but sponsorships are highly encouraged. Goal is to get a letter out to the Congress Springs Park Neighborhood sometime Mid-May informing local residents about the program. General consensus to proceed forward with support for this program. This item to be brought back to the Commission at the June 2, 2003 meeting. BACK TO REGULAR AGENDA ORDER, ACTION ITEM#1 VIII. Action Items 1) El Quito Park Playground Equipment Replacement Project-Presentation by El Quito Task Force Selection of Play Equipment: Task force Chair and PRC Commissioner Norbert Fronczak gave opening comments. Derek McKee of the Beals Group design consulting firm gave formal presentation. Public Works Director John Cherbone gave overview of parking agreement for West Hope Church. In agreement, City has first right of refusal if West Hope Property were placed on the real estate market for sale. During public input session, area residents Elizabeth Lara, Kathy McGoldrick, Tricia Stanley, Paul Nadell, Deborah Bryce, Harold Voshage expressed comments of support for project and concerns such as parking, traffic, dogs being off leash, replacement of benches from metal to wood. Public vote taken to gauge public preference for either design concept 1 or concept 2. Vote taken, public opinion indicated support for design concept 2. Public session closed. Commission discussion ensued, motion presented by Commissioner Greg Gates to approve design plan Concept 2 as presented for EI Quito Park Improvement Project with Sand Colored Poured in Place safety material, seconded by Commissioner Elaine Clabeaux, vote taken, motion carried 7-0. 2) Wildwood Park Playground Equipment Replacement Project-Presentation by Wildwood Park Task Force Selection of Play Equipment: Rebecca Dye of Design Focus gave opening comments and commenced with presentation. Described Wildwood as a"showcase" park, with neutral colors selected for play equipment. For 2-5 year old children's play equipment, "yellow" accents are suggested. For 6-12 year old children, "Net Climber" play equipment element suggested for their play area. Additional park elements deemed highly desirable by task force, but not included in budget, are Dinosaur climbing structure and a water table play element. Task force member and area resident Clint Rosenthal expressed support for project design and encouraged installation of Dinosaur if funding could be procured. Budget portion of presentation reviewed, and Commission discussed this item at length. Public Works Director John Cherbone indicated he will revise the budget and distribute it to the Commission prior to the end of the week. Discussion among Commission ensured. Motion by Commissioaer Greg Gates to accept Concept Design for Wildwood Park as presented with a clarified budget, seconded by Commissioner Angela Frazier, vote taken, motion carried 7-0. 3) Brookglen Park Playground Equipment Replacement Project-Presentation by Brookglen Park Task Force Selection of play equipment: Rebecca Dye of Design Focus gave presentation. Described Brookglen as a "pocket park" in a quiet residential area. Primary colors for equipment are green. Various elements on plan reviewed, with Commission requesting a revised budget, which Public Works Director John Cherbone will provide. Motion by Commissioner Angela Frazier to accept Concept Design for Brookglen Park as presented with a clarified budget, seconded by Commissioner Logan Deimler, vote taken, motion carried 7-0. IX. Chair Sandra Dodge suggested activating the Master Plan Task Force, which is comprised of Commissioners Sandra Dodge, Greg Gates and Logan Deimler. This soccer league is intended to allow children and young adults with special needs, who are not able to participate i.n the mainstream AYSO program, to have the same opportunities to participate in a safe, fair, fun youth soccer program. The program will be organizsd and operated under the guidelines of National AYSO, which has VIP Programs throughout the United States, including local leagues in Sunnyvale and in Prunedale, a region in Area 2J. We will have formal training and certification for VIP Coaches, Referees, and Buddies. This latter volunteer position has been recognized as a great community service opportunity for high school students, Girl Scouts, etc. Although this program is intended to primarily cover families from Saratoga, Cupertino, and West San Jose, it is open to children from all communides. There are no geographical boundaries in AYSO as required by two of our key philosophies of "Everyone Plays" and "Open Registration". We are estimating about 120 players, but are not yuite sure at this time, due to the uniqueness of the program in our community. We expect to run the program on Sundays from noon 2:00, with one hour for practice and one hour for games. CSP is an ideal location because of the flatness of the field, parking, accessibility, facilities, size, etc. This is especially true for kids in wheel chaus, using walkers, on cnrtches, or who are blind. The proposal for the use of CSP for the VIP Program is to have program maintenance costs handled under the current City agreement with Saratoga Soccer. As for usage, Saratoga Soccer is willing to eluninate Friday practice times to continue to provide one idle day. There are no registration fees for VIP Program participants, however families, if they would like, will have the opportunity to sponsor their player with a donation of $100. In addition to Player Sponsors to help fund program expenses, as well as park improvements for the program, we will offer sponsorships of $250 (Team Sponsors), $500 (League Spor�sors), and $1000 (Program Sponsors), with various levels of recognition/value for each level of sponsorship. Our current proposal for working with the residents, Parks and Recreation Commission, and City Cauncil, is as follows: May 2: Provide information to Cary Bloomquist, John Cherbone, and Sandra Dodge for distribution to the Commissioners on May 5. May 19: Mail letter to CSP residents providing information about the program and notice of Parks and Recreation Commission meeting on June 2. June 2: Provide opportunity for the community to understand and discuss the VIP Program at the Parks and Recreation Commission meeting. June 4: Present requesdrecommendation to City Council and have first discussion. June 18: Obtain approval for agreement at City Council meeting. REPORT SUMMARY: In direct response to Federally Mandated Playground Equipment Safety Standards, the City, through the Parks and Recreation Commission, formed task forces and held kickoff ineetings this past July, 2002, at Brookglen and Wildwood Parks to replace existing play equipment that does not meet federal safety standards. The El Quito Park Task Force was formed over a year ago and has met on a regular basis, focusing on issues such as field usage/drainage/irrigation improvements, placement of a pedestrian/jogging path with par course around the perimeter of the park, play equipment replacement, and other small infrastructure improvements. At their regular meeting on December 18, 2002, Council awarded design contracts for the park improvement projects as follows: the Beals Group for El Quito Park and Design Focus for Brookglen and Wildwood Park. The task forces for these park projects have been meeting with staff and the design consultants 1-2 times per month since January 2003, designing and completing play area layout changes and choosing play equipment options for each park. Public input meetings were recently held for each park to gauge public opinion and receive valuable feedback regarding the proposed play equipment options and play area layout changes. The input received from these public meetings was incorporated into the final park designs and approved at the May 5, 2003 Parks and Recreation Commission Meeting. The drawings before you this evening represent the final designs for each park. The Parks and Recreation Commission, along with the task forces and the attending members of the community members involved, fully support these designs and are very please to present them to you this everung. If approved, staff will go out to bid for construction of these projects in late summer. Due to summer camp activities and high usage by the general public during the summer months, staff is proposing to delay the actual demolition replacement of the play equipment at these parks until the end of September 2003. RECOMMENDED ACTION(S): Approve proposal from Teri Baron for trail easement research and authorize City Manger to execute a professional agreement for the same. REPORT SUMMARY: During the summer of 1990, the City of Saratoga commissioned a study for the preparation of a Parks and Trails Master Plan which would define a framework for all related planning and development of parks and trails for the upcoming decade. The Master Plan was completed by November of 1991 and has been in use since this date. During the past 2 years at their regular meetings, the Parks and Recreation Commission have discussed the revision of the present Parks and Trails Master Plan. Realizing the scope and complexity of this undertaking, the Commission directed the Trails Subcommittee to explore the various trails issues connected with the Master Plan. The main focus of the subcommittee has been centered on identifying and verifying the City's existing trail easements. During the summer of 2002, a report was completed by a summer intern assigned to the project for this purpose. Upon thorough review of the interns report by the trails subcommittee and the Parks and Recreation Commission at their regular meetings from September November 2002, several inconsistencies were discovered and the credibility of the report was deemed questionable. Based upon these findings, a recommendation was made at the November 4, 2002 Parks and Recreation Commission meeting to hire Teri Baron as the official trails consultant to work with City staff and the Commission Trails SubCommittee on the trails portion of the revison of the Master Plan in determining the location of the numerous trails easements. Her wealth of knowledge regarding local trails is unmatched, and she is willing to perform the detailed research work at a fraction of her usual fee (please see attachment A). Additionally, Teri has significant experience in title research that is necessary for the successful completion of this work. The trail easement research is purely technical in nature, which once completed, will be incorporated into the update of the Open Space Element that is currently underway by the City's Community Development Deparhnent. Once a draft of the Open Space Element is completed, it will be forwarded to the City Council for review and subsequent public hearings. FISCAL IMPACTS: None at the present time. CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION(S): Existing Master Plan will continue to be utilized. ALTERNATIVE ACTION(S): Council to direct Staff to update the Master Plan independently. In my research to verify the different trail easements as listed on the current Trails Map that was done in 1991, it has come to my attention that several of the easements that are listed are incorrect, and at least one was inconect before the map was done. '[y research has been unable to find any "catalog" of the various trail easements. The closest thing we have to a catalog" is the master plan, and I have found it to be somewhat incorrect and it does not include the legal documentation or any precise locations for the easements. This information can then be used to correctly update the Trails Master Plan that is being worked on. I would like to propose to the city that I continue my research. Due to the amount of hours involved to complete the research and the necessity to verify the legal status of easements by pulling documents from the county records and other sources, the cost of my time for this project will be $25.00 per hour, not to exceed $4,500. This is a discounted price to the City over my normal hourly rate of $100. The City will be billed in monthly intervals. My extensive title and escrow background will help keep the costs down as well. The information on the easements will be put into a binder form by.subdivision and will include the following information: Original subdivision maps showing easement locations and subdivision notes Plat map showing addresses and easement locations as they are today Description of easement, length, width etc. (See sample attached) Status of easement Any resolutions from the City pertaining to any easements Once I have completed my research, the city will have verifiable documentation and a catalog of most of the trail easements that have been offered to the City for dedication. This problem presents itself whenever commissioners linger in a meeting room long after a meeting is over. If the meeting adjourns after the custodian goes home, no one may be available to lock the doors. Therefore to avoid this problem, I am requesting that all Commission members leave city buildings within 5 minutes after the adjournment of these meetings. Dave Anderson, City Manager, will be writing a similar memo to commission liaisons assigning to them the responsibility for securing the building after the commission meetings. (See attached memo.) It went past the hours of the janitorial staff. With no staff inember present to lock up, the Sheriff's Office was called to procure a key to restore security to the building at midnight. The Mayor has requested that Commission Chairs be responsible for seeing that commissioners leave city buildings within 5 minutes after the adjournment of these meetings.
