APPROVAL - SUBJECT: Plan of Execution - "Law Enforcement Services Contract" City of Saratoga Fiscal 1990 -91 Recommended Motion: Direct the City Manager to Approve the Plan as submitted by the Sheriff's Department. Report Summary: The Sheriff has submitted the annual plan for service as required by the 1988 Agreement for Law Enforcement Service. There is no change in service level from Fiscal 1989 -90. Projected costs for Fiscal 1990 -91 are: Patrol $1,130,579 Traffic 194,672 Investigation 165,769 DUI 103,185 Reserves 13,386 Building Rent 17,594 TOTAL $1,625,185 Fiscal Impacts: Total Contract Costs are estimated $1,625,185. $1,647,611 s-budgeted in the 1990 -91 revised budget adopted by the City Council. APPROVAL ORIGINATING DEPT: C; = Manager's Office SUBJECT: CAL-ID Contract - Fiscal Year 1990 -91 - Second Amencjment Recommended Motion: Authorize the Mayor and City Attorney to execute the amendment on behalf of the City. Report Summary: This agreement extends the provision of CAL -ID services on a joint basis among all fifteen cities and the County, first entered into in April of 1988. The system provides an automated fingerprint identification system for tie -in to the State and to link all communities in the County together. Cost is sharedc.on a per capita basis. Fiscal Impacts: Cost for fiscal 1990 -91 is $13,987.52 for Saratoga. This amount is budgeted in the approved budget. This amendment extends the term of the original from 7 -1 -90 to 6 -30 -91 and sets the financial contributions of each city in connection with the operating costs of the Local ID System for fiscal year 1990 -91. Please have the agreement approved by your Council and ensure that the authorized officials execute the documents on behalf of your city. After execution, return the City of San Jose copy to my attention in the City Clerk's Office at the above stated address. After approval and execution by all the cities involved, this office will compile a master from all the executed counterparts which contain the signatures of all user cities and provide your office with a copy for your records. AGENDA ITEM: �'-- 1 - MEETING DATE: �li�� _ ` CITY MANAGER: ORIGINATING DEPARTMENT: �� MAINTENANCE DEPARTMENT SUBJECT: HAKONE GARDENS IRRIGATION SYSTEM REQUEST FOR PROPOSAL Recommended Action: Authorize staff to request proposals from interested parties for the design of a new irrigation system to replace the present antiquated water system at Hakone Gardens. Summary: The City of Saratoga has the opportunity to access a new source of water for the Hakone Japanese Gardens. However, the present system for irrigation and other uses of that water is outdated, incomplete and in need of replacement. Fiscal Impacts: Funds for the design and installation of this project are included in the fiscal year 90/91 budget. Attachments: Request For Proposal Motion and Vote: Ir REQUEST FOR PROPOSAL INTRODUCTION The City of Saratoga is notifying interested Landscape Irrigation Consultants of the need for a proposal to design a domestic water supply system and irrigation system at Hakone Japanese Gardens of Saratoga. The current system is old and incomplete, and does not provide the required flow or pressure to service this beautiful Japanese Garden. Through an agreement with a developer, the City will have access to a new source of water to the Garden. Installation was completed on a 127,000 gallon water tank located high above the Garden which can be used for a distributing water system to the Garden. SCOPE OF SERVICES TO BE PERFORMED The primary goal of the proposal must be to design a water system for the Garden that must include the following: A) To determine required flow and pressure that are needed to provide a domestic water supply to: 1) the caretaker's house 2) public restrooms 3) public drinking fountain 4) three (3) unique Japanese -style buildings B) To determine the required flow and pressure to irrigate the entire Japanese Garden, which includes the Bamboo Garden. C) To design a main water supply line to be installed from the water tank to a location in the garden that will meet both the domestic and irrigation requirements. The design should include all necessary domestic connections to three existing buildings and public restrooms as well as the connection to a new structure . to be under construction in August of this year. D) To design an requirements Garden. REQUEST FOR PROPOSAL - PAGE 2 irrigation system that will meet the Garden's current and would meet the needs of any future additions to the CONSTRUCTION PLANS To provide a complete set of construction plans, details and written specifications for all phases of the water supply installation and an engineering estimate for installation of all phases by a contractor. SUBMITTAL REQUIREMENTS The proposal must contain the following elements: A) A brief description of your background and capabilities. B) A detailed statement of direct relevant experience in designing water supply systems. C) List of staff assigned to the project and their qualifications. D) Names and background qualifications of sub - consultants proposed to be used. Work done by others must be listed and contain all work not included in the proposal. Any work that is needed to complete the project which is not contained in this list will be considered part of the work provided by the consultant and included in the proposal. E) Description of honors and awards received for work done. F) A schedule of fees and hourly rate charged. G) An estimate of the total project cost required to provide the scope of work outlined above. A detailed cost breakdown for both the design project and completion of construction drawings. H) Time schedule for completing the scope of work. I) Provision of any other information that may assist the City in ascertaining your or your firm's qualifications. PRE - PROPOSAL CONFERENCE A pre - proposal conference is scheduled for Friday, July 20, 1990 at Hakone Japanese Gardens, 21000 Big Basin Way, Saratoga, starting at 10AM. Staff will review the request for scope of services and you will be able to tour the site. PROPOSAL SUBMISSION DEADLINE Proposals must be received by 5:00 PM, Friday, August 17, 1990.
