This project, initiated about a year ago by the District in cooperation with local water suppliers and the State Department of Water Resources, is vitally important to our Valley for a number of reasons: it will help us reach a long range goal of significant water conservation; it will help us maintain ground- water levels as a daily and emergency resource; it can "reduce home and business utility bills; it will save limited energy as well as water resources; and it will reduce flows to Valley sewage treatment plants. I've attached two important items. First is a proposed resolution which we hope your Council will adopt. Second is a reprint of an absolutely excellent San Jose Mercury News editorial on the subject. The editorial discusses project costs and benefits, and we believe it is a very positive statement on why the Directors of this District have for so long included water conservation in our basic water supply plans. ENDORSING THE WATER CONSERVATION KIT INSTALLATION PROGRAM AND PROCLAIMING SANTA CLARA VALLEY WATER CONSERVATION WEEK WHEREAS, the citizens of the City of Saratoga will be receiving free water conservation kits May 18 -20, 1981, which, when installed, can save a household $30 to $75 per year on utility bills; and WHEREAS, the State Department of Water Resources, Santa Clara Valley Water District, the City of Saratoga and Santa Clara Valley water suppliers.are cooperating in this project in order to save our limited water and energy resources; and WHEREAS, all the costs of this project to the public can be re- covered in 100 days after installation of conservation kits; and WHEREAS, the State Department of Water Resources, Santa Clara Valley Water District and the Office of the County Superintendent of Schools have a long -term commitment to teaching water conservation in our schools; NOW, THEREFORE, BE IT RESOLVED, that this Council does hereby endorse and support said conservation efforts, and further does hereby RESOLVE AND PROCLAIM that the week of May 18, 1981, be known as Santa Clara Valley Water Conservation Week. Passed and adopted by the City Council of the City of Saratoga this day of 1981, by the following vote: AYES: NOES: ABSENT: ATTEST: ty C1 Mayor .Water conservation starts at home OR Santa Clara Valley residents, con- serving water isn't a trendy ecological \� option; it's a survival mechanism. It y , always was, and it probably always will be. The City of San Jose, the Santa Clara Valley Water District and the state Department of Water Resources are about to drive home the point by distributing free water conservation kits to Santa Clara County's 494,000 house- holds. The project will cost the three agencies a total of $709,000, and each, for reasons of its own, considers it a wise investment. So do we. The climatically semi -arid Santa Clara Val- ley has run a water deficit for more than half a century. That's why the first conservation reservoirs and percolation ponds were con - structed here in the mid- 1930s. As the valley " has grown, so has the need for conservation and, in more recent years, for imported water as well. The valley now gets almost 40 percent of the water it uses each year from the state's South Bay Aqueduct and the City of San Fran- cisco's Retch Hetchy system, which is both good news and bad news. The good news is that imported water has enabled us. to cover our deficit. The bad news is that the importa- tion program has been so successful that it has all but obscured the brim fact that this area's water deficit is getting worse, relatively. Santa Clara County now uses about 400,000 acre -feet of water annually. It produces about about 250,000 acre -feet locally — from rain- fall and stored runoff in good years. Nobody likes to talk about the bad years, such as 1976- 77. By 2020, the water district estimates, the valley will be using 610,,000 acre -feet a year, but local resources will continue to produce their maximum 250,000 acre -feet. Together, the South Bay Aqueduct, Hetch Hetchy and the federal San Felipe project will bring in anoth- er 300,000 acre -feet — leaving an overall deficit of 60,000 acre -feet. That's why the water district and the state Department of Water Resources have chipped in to distribute showerhead water restrictors and toilet tank displacement bags to every county household; if we don't cut our water usage by 60,000 acre -feet over the next 39 years, we'll start pumping the underground reservoirs dry. If that happens, it's only a matter of time before the valley reverts to milkweed and jack rabbits. The City of San Jose has its own, eminently valid, reason for joining the other two agen- cies in this effort: The city wants to stretch out the useful life if its sewage treatment plant. If valley residents use those water - saving ldts, which are to be mailed out May 18, they will, by city estimate, pour 4 million fewer gallons of water into the San Jose -Santa Clara Water Pollution Control Plant every day. That, in turn, will postpone the day the plant reaches ultimate capacity, thereby giving the city more time to find the money to pay for expanding it. The city is so serious about conservation that it is sponsoring two follow -on programs. After the household water - saving kits have been distributed, the City of San Jose plans to tale its retrofitting gospel to local businesses and industries. Finally; the city intends to launch an educational campaign aimed at de- veloping water - saving habits in the communi- ty as a whole. San Jose officials estimate that these two programs should reduce flows into the sewage treatment plant by another 2.5 million gallons a day. Those are good, tax- saving, reasons for in- stalling the household water conservation kits when they arrive, but there are other reasons, as well. Consumers can expect lower utility bills, perhaps as much as $30 to $70 a year lower, as they heat and use smaller amounts of water' in their homes. CLAIM AGAINST THE CITY OF SARATOGA TO THE CITY OF SARATOGA: JOHN L. deBENEDETTI, III hereby makes claim against THE CITY OF SARATOGA for the sum of $29,694.55 and makes the following statements in support of the claim: 1. Claimant's residence address is 15140 Pepper Lane, Saratoga, California. 2. Notices concerning the claim should be sent to ALBERT F. KNORP, JR., ESQ., SHEARER, LANCTOT, WALSH & KNORP, 465 California Street, Suite 1222, San Francisco, California 94104. 3. The date and place of the occurrence giving rise to this claim are March 12, 1981, in the City of Saratoga, County of Santa Clara, at or near the intersections of.Prospect Road and Via Roncole, and Prospect Road and Jamestown Drive, more specifically, on that portion of the road to the south of the two -way boundary line dividing Prospect Road into westerly and easterly traffic. 4. The circumstances giving rise to this claim are as follows: at the above time and place, claimant was driving on said portion of said street in an easterly direction, and a portion of said street was in a dangerous condition due to road construction,being done, and, there was no warning sign of such fact, and, due to the dangerous condition and failure to warn of said dangerous condition, 'claimant drove--,hi6 automobile: into the unsafe and unmarked path of a utility pole, thereby causing him serious injuries and damaging said automobile. 5. Claimant's injuries are physical injuries to his person, physical pain and suffering and mental anxiety, and extensive damage to his automobile. 6. The names of the public employees causing the claimant's injuries are unknown. 7. JOHN L. deBENEDETTI, III's claim as of the date of this claim is $ 29,694.55. 8.
