Issue Summary The City has been contacted by Western Federal Savings for permission to hold its "Fifth Annual Great Race':'. The race is to be held on Sunday, January 10, 1982 beginning at 9:00 a.m. The route of the race will be from Blaney Plaza in Saratoga along State Highway #9 into Los Gatos. There will also be runners coming into Saratoga from Los Gatos along the same route. There will be no street closure. Western Federal Savings will be responsible for payment of the reserve deputies that are neces- sary to work traffic control. Last year this amounted.to five. Western Federal Savings is limiting its advertising and publicity to the Los Gatos Times and Saratoga News, in an effort to make this a small hometown race. Also the runners are being 1•imited to- residents of Los Gatos, Monte Sereno, and Saratoga. This race has developed into a very popular race for Saratoga residents. There have been no past problems with this race interferring with other resident activities, going to church, etc. Recommendation I recommend approval. Fiscal Impacts Western Federal Savings will be responsible for payment of the necessary additional deputies that will work traffic control. We will work with you and the Sheriff's Department to de- termine how many officers you feel we should have in 1982. , What is the rate for the reserve officers this year? / We are again limiting our advertising and publicity to the Los Gatos Times Observer and the Saratoga News, We want to make this a small hometown race. We also want to cut down on the number of runners so we are again limiting the runners to only those persons who live or work in either Los Gatos, Monte Sereno or Saratoga. I would appreciate it if you would bring this matter up at your next council meeting so I can proceed with the coordi- nation of the race. Gies, City of Hawthorne, urging passage of subject resolution. There was consensus to do so. Reconmendation Pass resolution. Fiscal Impacts None. Exhibits /Attachments Resolution. Council Action 11/4: Callon /Mallory moved to adopt resolution 1043 with amendments. Passed 4 -1 (Jensen opposed). G RESOLUTION NO. • A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA, CALIFORNIA, URGING THE STATE BOARD OF PRISON TERMS TO RESCIND THE EARLY RELEASE DATE FOR SIRHAN SIRHAN, THE CONVICTED MURDERER OF ROBERT F. KENNEDY. WHEREAS, in June 1968 Sirhan Sirhan inflicted fatal gun shot wounds upon Presidential Candidate Senator Robert F. Kennedy, and WHEREAS, in 1969 a jury found that Sirhan Sirhan had murdered Robert F. Kennedy with calculation and malice forethought and sentenced him to death, and % WHEREAS, this murder not only deprived Robert F. Kennedy and his family of his life, but also deprived the voters of California of a candidate for the ighest office in the land, and WHEREAS, this malicious act by Sirhan Sirhan attacked the very founda- tion of our political system by denying American voters their opportunity to freely elect that individual who would lead them for the next four year, and WHEREAS, the California Supreme Court subsequently held the death penalty unconstitutional, and Sirhan Sirhan was resentenced to life in prison, and WHEREAS, in 1975 Sirhan Sirhan was given a tentative release date of 1986, and the State Board of Prison Terms subsequently advanced Sirhan Sirhan's release date to September 1, 1964, and • WHEREAS, Sirhan Sirhan has been verheard by fellow inmates to state that if released he would murder Senator Edward Kennedy, younger brother of the late Robert F. Kenndy, and Sirhan Sirhan is also known to have threatened is former attorney, an_ WHEREAS, lenient treatment of murderers and attempted murderers of political candidates will discourage qualified people from seeking high office. NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City of Saratoga, California, respectfully urge that the State Board of Prison Terms rescind Sirhan Sirhan's early release date and ensure that he remain incarcerated for as long a period of time as is penoitted by law. BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the State Board of Prison Terms, to the Governor of the State of California, to the California State Supreme Court, and to the California Legislature, and BE IT FURTHER RESOLVED that other governmental agencies throughout the State, as well as private organizations be urged to take a similar position on Sirhan Sirhan's release and communicate their concern to the State Board of Prison Terms. Council Action • ,a AGENDA BILL NO. 14 r DATE: October 30, 1981 DEPAMI=. Administrative Services CITY OF SARATOGA SLM=: Fee Waiver Request for Saratoga Music Boosters Initial: Dept. Hd. C. Atty. C. Mgr. Issue Summary. The Community Center rental policy states that community groups renting the building for private functions and charging an admission fee pay the regular rental fees. In previous years the Center usage fees for the Saratoga Music Boosters have been waived by the City Council. When the Music Boosters made their reservations it was assumed the fees.would again be waived. The - admission fee charged by the group for the Art Auction is not enough to cover the rental fees. This event.is open to the public. Since it is a policy matter to waive fees, it cannot.be done by staff. It is a City Council decision. Recommendation It is recommended that the City Council make a decision on whether to waive rental fees for the Saratoga Music Boosters Fiscal Impacts The Community Center will have a loss of revenue in the amount of $214. pay the Building Supervision fees of $42.50. - Exhibits /Attaches nis Saratoga Music Booster's letter. Our non - profit organization is classified as "charitable and educational." The funds raised by our group go directly to supporting music in our Saratoga schools.
