HomeMy WebLinkAboutOrdinance 301 19161 Cox Avenue Historic Landmark Designation 10-3-2012ORDINANCE NO. 301 AN ORDINANCE OF THE CITY OF SARATOGA DESIGNATING THE BUILDING KNOWN AS THE JOSEPH COX HOUSE AT 19161 COX AVENUE AS A HISTORIC LANDMARK (APN 386 -47 -039) The City Council of the City of Saratoga hereby ordains as follows: Section 1- Findings: After careful review and consideration of the report and recommendations of the Heritage Preservation Commission concerning the property at 19161 Cox Avenue (the "Property ") together with the application and supporting materials, the City Council hereby determines that: • The Property exemplifies or reflects special elements of the cultural, social, economic, political, aesthetic, engineering or architectural history of the City, the County, the State or the nation in that it represents a Craftsman style home constructed in the early 1900s. The structure exhibits many of the character defining features of such a home, and has retained these features through history. • The Property embodies distinctive characteristics of a style, type, period or method of construction, or is a valuable example of the use of indigenous materials in that it "is a distinguished example of a Craftsman residence. The property contains many characteristic details, such as horizontal lap siding, wood shingles at the front dormer, knee braces, and creek stone for the chimney and front entry stair walls. The bargeboards are supported by beveled knee braces and feature decorative notches, typical of the style. The property has a strong handcrafted sense inherent in the building forms which associate the design with bungalows from the period. The house remains today as a clear representation of its era, in both design and detailing, and is an excellent example of Craftsman residential architecture in Saratoga." • The Property embodies or contributes to unique physical characteristics representing an established and familiar visual feature of a neighborhood or district within the City in that it is located on Cox Avenue and the street itself was named after the Cox family that constructed the home and who were early pioneer farmers /ranchers in Saratoga. It has been designed and constructed in a distinctive style, including rock detailing on the facades. Section 2 — Designation: The building is hereby designated as a Historic Landmark pursuant to section 13- 15.060 of the Saratoga City Code. Section 3- Publication: This ordinance or a comprehensive summary thereof shall be published once in a newspaper of general circulation of the City of Saratoga within fifteen (15) days after its adoption. Following a duly notice public hearing the foregoing ordinance was introduced and read at the regular meeting of the City Council of the City of Saratoga held on the 19th day of September, 2012, and was adopted by the following vote following a second reading on the 3rd day of October, 2012.
