HomeMy WebLinkAbout03-26-2013 CIP budget study session minutes MINUTES MARCH 26,2013 SARATOGA SPECIAL CITY COUNCIL MEETING CAPITAL IMPROVEMENT PLAN PROJECT ASSESSMENT REVIEW SARATOGA CITY HALL—ADMINISTRATIVE CONFERENCE ROOM CALL MEETING TO ORDER Mayor Hunter called the meeting to order at 6:05 p.m. ROLL CALL PRESENT Council Members Chuck Page, Manny Cappello, Howard Miller, Vice Mayor Emily Lo, Mayor Jill Hunter ABSENT: None ALSO PRESENT: Dave Anderson, City Manager Crystal Bothelio, City Clerk John Cherbone, Public Works Director Mary Furey, Finance and Administrative Services Director Michael Taylor, Recreation and Facilities Director REPORT ON POSTING OF AGENDA City Clerk Crystal Bothelio reported that pursuant to Gov't. Code 54954.2, the agenda for this meeting was properly posted on March 22, 2013. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None COUNCIL DIRECTION TO STAFF None 1. Capital Improvement Plan Project Assessment Review Recommended Action: Review the current year's Unfunded Capital Improvement Project(CIP) List and proposed projects on the CIP Candidate List; provide direction to staff on project status and prioritization for preparation of FYs 2013/14—2017/18 Proposed Capital Budget. Finance and Administrative Services Director Mary Furey provided a report on the unfunded CIP list, proposed projects on the candidate CIP list, and status of CIP projects currently funded. 1 Finance and Administrative Services Director Mary Furey, Public Works Director John Cherbone, and Recreation and Facilities Director Michael Taylor, and City Manager Dave Anderson addressed Council questions about projects on the unfunded CIP list, candidate CIP list, and current funded CIP list. Mayor Hunter invited Jim Stallman to speak about an unfunded CIP project. Jim Stallman, member of the Pedestrian, Equestrian, and Bicycle Trails Committee (PEBTAC)provided additional information about the unfunded CIP project, Congress Springs Park North Side Entrance. Council Member Miller expressed a strong interest in the Fuel Reduction Program and Community Wildfire Protection Plan on the candidate CIP list. He noted that both would satisfy implementation measures of the recently adopted Safety Element of the General Plan. He suggested that the Fuel Reduction Program in the candidate CIP project list be funded through the Operating Budget instead of the CIP Budget. Mayor Hunter expressed concern that the Fuel Reduction Program would make homes on the hillsides more visible from the valley. Council Member Lo shared she liked Guava Court/Fredericksburg Entrance project on the candidate CIP list, but asked about safety issues as a result of the entrance's proximity to a railroad. Mayor Hunter invited public comment on the Guava Court/Fredericksburg Entrance project. Jack Callon spoke in favor of the project. Ann Kay spoke in favor of the project. Linda Callon spoke in favor of the project. Jim Stallman spoke in favor of the project. Ann Waltonsmith spoke in favor of the project. During discussion on active CIP projects, Council Member Page suggested the City consider Application Service Provider(ASP) solutions as a cost savings measure. MILLER/PAGE MOVED TO TAKE THE FOLLOWING ACTIONS ON ITEMS ON THE CANDIDATE CIP LIST: - FUND THE PROSPECT ROAD—SARATOGA AVE, PDA CORRIDOR, PEDESTRIAN, BICYCLE AND MEDIAN IMPROVEMENTS $544,825 GRANT MATCH FROM THE GAS TAX; 2 - MOVE THE GUAVA COURT/FREDERICKSBURG ENTRANCE TO THE CIP AND FUND AT $45,880 FROM THE CIP RESERVE FUNDING; - MOVE THE VILLAGE SIDEWALK REPAIR TO THE FUNDED CIP LIST AND FUND FROM THE STP OBAG GRANT; - MOVE THE PLAYGROUND FIBAR IMPROVEMENTS TO THE FUNDED CIP LIST AND FUND $25,000 FROM THE ABAG SAFETY GRANT AND $15,000 FROM THE RISK MANAGEMENT CIP PROJECT; - MOVE JOE'S TRAIL AT SARATOGA DEANZA TO THE UNFUNDED CIP LIST; - INCLUDE HAKONE GARDENS PAVING IMPROVEMENTS AS PART OF THE 2013 PAVEMENT MANAGEMENT PROGRAM; - MOVE NORTON ROAD/VILLA MONTALVO EMERGENCY ROUTE TO THE UNFUNDED CIP LIST; - INCLUDE THE COMMUNITY WILDFIRE PROTECTION PLAN IN THE FUNDED CIP LIST AND ALLOCATE $25,000 TO THE PROGRAM FROM CIP RESERVE FUNDING; AND - MOVE THE FUEL REDUCTION PROGRAM TO THE OPERATING BUDGET UNDER EMERGENCY SERVICES. MOTION PASSED. AYES: PAGE, CAPPELLO, MILLER, LO, HUNTER. NOES: NONE. ABSENT: NONE. ABSTAIN: NONE. MILLER/PAGE MOVED TO MAKE THE FOLLOWING CHANGES TO THE UNFUNDED CIP LIST: - REMOVE DE ANZA TRAIL PHASE II; - REMOVE CALABAZAS CREEK TRAIL; AND - MOVE THE WILDWOOD PARK BRIDGE REHABILITATION PROJECT TO THE FUNDED LIST AND FUND AT $125,000 FROM PARK IN LIEU FEES. MOTION PASSED. AYES: PAGE, CAPPELLO, MILLER, LO, HUNTER. NOES: NONE. ABSENT: NONE. ABSTAIN: NONE.
