Parks and Recreation Commission

Regular Meeting
MINUTES
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, this meeting was properly
posted March 07, 2013.
Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2.
Oral & Written Communication: Any member of the public may address the Commission about any matter not
on the agenda for this meeting for up three minutes. Commissioners may not comment on the matter,
but may choose to place the topic on a future agenda.
Approval of Draft Parks and Recreation Commission (PRC) Minutes:
- January 08, 2013
Bailey /Ward moved to approve the minutes for the January 8, 2013 meeting. Motion passed 5 -0 -0.
Soukup / Paquier moved to approve minutes for the February 5, 2013 meeting. Motion passed 3 -0 -2 with
Bruno and Ward abstaining.
Old Business:
1. Let's Walk Saratoga- 2013
Issue: The PRC coordinated 3 Let's Walk events in 2012 as a way to meet the Federal Let's Move Cities
program. The City has recommitted to the Let's Move activities for 2013 and would like the PRC
to coordinate a few more events to meet the goals of the Let's Move 2013 commitment.
Additionally, at the September 5, 2012 Joint Meeting with the City Council and the PEBTAC
Committee, the Council Members directed the PRC to coordinate a guided walk of the Congress
Springs Quarry. The PRC has set May 18th at 9:30 a.m. as the Quarry Walk date and time.
Council Member Howard Miller plans to attend and act as a guide.
Action: Develop Let's Walk 2013 plan and coordinate details for guided walk at the Quarry.
- Cabute gave an update.
- Paquier asked if the Quarry is ADA compliant.
- Bailey asked whether dogs are allowed.
- Bruno stated word of mouth is highly effective.
- Commissioners discussed dates for Let's Walk Events- July 13th Villa Montalvo and August 24th at Parker
Ranch
- Commissioners discussed locations- Parker Ranch, Villa Montalvo
- Commissioners discussed challenges- Parking
2. PRC Work Plan
Issue: At the recent Joint Meeting with Council and PEBTAC, the PRC briefly discussed its work plan
with Council, which included the Master Plans for Village Creek and the Quarry, the nesting
boxes, daffodil bulb planting projects, and movie nights.
Action: Accept report and discuss work plan items.
Commissioners suggested that staff should try to contact volunteers to carry out the tasks of the Nesting
Boxes for this season. The Commissioners agreed that the PRC can try to organize the Nesting Box
training project in January for the 2014 spring season.
3. Wildwood Cinema Movie Night Series
Issue: At the February 20th City Council Meeting, the Council Members accepted the PRC's
recommendation to host 3 movie nights in the summer, to rent the movie night equipment for
each event, and to seek funding for the events. The PRC must develop a plan for the summer
movie night series.
Action: Discuss location of movie night series, develop a plan for the events, and authorize
subcommittee to implement plans for movie night series.
Soukup and Paquier reported about their presentation to City Council.
Cabute informed the Commission about electrical capacity at Kevin Moran, El Quito, and Congress Parks.
Soukup asked if Prince of Peace and other church allows parking.
Paquier stated that there may be merchant interest near El Quito.
Commissioners stated that they would like to have all three movies at El Quito.
- Soukup asked if Cabute could send contact info for Saratoga Monte Sereno Foundation.
Cabute said she would create resolution for extension of park hours at El Quito and would report back
on electricity and lighting at park.
New Business
4. Election of Chair and Vice Chair
Issue: The terms of the current Chair and Vice Chair expire at the May 2013 meeting. Per the City of
Saratoga Municipal Code, the Commission is required to elect a new Chair and Vice Chair.
Action: The PRC will elect a new Chair and Vice Chair, whose terms will begin at the May 2014 PRC
meeting.
- Bruno stated that she and Soukup will be termed out this October and that other Commissioners should
nominate each other.
- Soukup /Bailey moved to nominate Ward as Chair. Motion passed: 5 -0 -0.
- Bailey /Ward moved to nominate Paquier as Vice Chair. Motion passed: 5 -0 -0.

- Commissioners reported the status of their parks:
- Paquier said parks look good and no report.
- Ward said parks look good and no report.
- Soukup said parks look good and no report.
- Bruno said parks look good and no report.

- May 14, 2013
- Future agenda items- Yoga at the Park, Tai Chi at the Park, Opera Night
- Movie Night Update to include Youth Commission's Movie Night Selection- Conduct Outreach and use
May meeting to listen to neighborhood concerns.
