HomeMy WebLinkAbout05-14-2013 Parks & Recreation Commission MinutesCity of Saratoga Parks and Recreation Commission DATE: Tuesday, May 14, 2013 TIME: 6:30 p.m. — 8:30 p.m. LOCATION: Saratoga City Hall Administrative Conference Room 13777 Fruitvale Avenue Saratoga, CA 95070 Call to Order Roll Call Present: Cheryl Bailey, Vita Bruno, Renee Paquier, Thomas Soukup, Terry Ward Regular Meeting Minutes Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, this meeting was properly posted May 9, 2013. Oral & Written Communication: Any member of the public may address the Commission about any matter not on the agenda for this meeting for up three minutes. Commissioners may not comment on the matter, but may choose to place the topic on a future agenda. Approval of Draft Parks and Recreation Commission (PRC) Minutes: - March 12, 2013 - Paquier moved Bruno 2nd- 5 -0 -0 - Commissioners moved item 4 to item 1. - Paquier moved Bruno 2nd- 5 -0 -0 New Business 4. Quarry Master Plan Issue: In March 2013, the City hired the Planning Center DC &E to develop a Master Plan for the property. The Planning Center will provide a brief summary of their scope of work and their timeline goals for the Master Plan. The Master Planning process will include surveying the property, plans for trails and recreational use, plans to document and preserve the historical resources on the property, cost estimates for future design, construction, and maintenance, and environmental planning and clearance. Development of the Master Plan will include considerable opportunities for community engagement and participation by the City's Parks and Recreation Commission. Action: Meet the Planning Center DC &E staff members and discuss the Master Plan goals and meeting timelines. - The Planning Center introduced each staff member and gave a brief overview of their scope of work to include Master Plan goals and meeting timelines. PRC Commissioners, PEBTAC Committee Members, and a few other residents suggested that the Master Plan should made the following suggestions: • Identify Native American features • QR codes for kids • Cell access • Methods to create a safe environment for bats and certain birds • County parks and open space in the area • Possible multiple loop trails • Connection from the Village to the Trail • Path from the Quarry to Hakone to the Village, • Horse trailer parking lot • Creative uses for the concrete bunker such as a future ranger station or visitor center • Geocaching opportunities • Strong historic preservation and teaching opportunities • Historic link to the Village • Possible exhibits to be used as the museum of exhibits. Old Business: 1. Let's Walk Saratoga- 2013 Issue: The PRC coordinated 3 Let's Walk events in 2012 as a way to meet the Federal Let's Move Cities program. The City has recommitted to the Let's Move activities for 2013 and would like the PRC to coordinate a few more events to meet the goals of the Let's Move 2013 commitment. Additionally, at the September 5, 2012 Joint Meeting with the City Council and the Pedestrian, Equestrian and Bicycle Advisory Trails Committee ( PEBTAC), the Council Members directed the PRC to coordinate a guided walk of the Congress Springs Quarry. The PRC has set May 18th at 9:30 a.m. as the Quarry Walk date and time. Council Member Howard Miller plans to attend and act as a guide. Action: Discuss Let's Walk 2013 plan and confirm final details. - Commissioners briefly discussed the Let's Walk Quarry Event and confirmed final details of the event. 2. PRC Work Plan Issue: At the recent Joint Meeting with Council and PEBTAC, the PRC briefly discussed its work plan with Council, which included the Master Plans for Village Creek and the Quarry, the nesting boxes, daffodil bulb planting projects, and movie nights. Action: Accept verbal report and discuss work plan items. - Cabute suggested that the Commission should write a letter ready to send in August to Chris Cruz and copy West Valley Administrators to thank him for his nesting box efforts. City staff will prepare the letter. - Paquier also suggested that efforts should be taken to inform the Audubon Society about Chris Cruz's efforts. Copy Brad Davis. August. 3. Saratoga Summer Movie Nights 2013 Issue: At the February 20th City Council Meeting, the Council Members accepted the PRC's recommendation to host 3 movie nights in the summer, to rent the movie night equipment for each event, and to seek funding for the events. At the March 12th PRC meeting, the Commission approved June 21, July 19, and August 16 as the movie night dates and El Quito Park as the location. The Youth Commission also selected 3 movies. At the May 1, 2013 City Council Meeting, the Council approved the resolution to extend the park hours at El Quito. Action: Accept staff's report on current status of project and discuss details of upcoming events. - Paquier gave report about the May 1St meeting and Council's discussion about the event. - Cabute discussed letter to El Quito neighborhood.
