Briefly describe the present physical appearance of the site or structure and describe any major alterations from its original condition: This structure is the shape and style of the traditional livery stable with the gable centered on the rectangular main structure. In this front gable is the loft entrance for storing of hay and other stable needs. The sash are double hung and the main doors, centered under the gable loft doors, are typical sliding barn doors on the original metal tracks. Related features: House at front of lot. SIGNIFICANCE 19. Briefly state historical and /or architectural importance (include dates, events, and persons associated with the site). This structure is directly associated with the residence described in Inventory Form #11 as it was built shortly after Mr. Nils Anderson left the property. Mr. M. E. Pettis permitted his relative, Mr. W. W. Pettis to operate his stage line, the Santa Clara Stage Line, from this barn. It sheltered his stock and provided a loft for grain and hay. This stage line connected with the South Pacific Coast Railroad, later known as the Southern Pacific Railroad, in Los Gatos, taking passengers from Los Gatos to Saratoga and other areas. When the Peninsular Railroad was constructed to Saratoga in the early 1900's, the need for the stage line diminished as people prefered to use the interurban railroad. 20. Dear Sir: On March 6, 2002 you appeared before the Saratoga City Council regarding creeks. We were impressed with your concern about land erosion caused by the creeks. Our property referenced above, specifically Pettis' Livery Stable (the old red barn) is in serious jeopardy, we believe, due at least in part to the land erosion caused by Saratoga Creek. The purpose of this letter is to alert the Water District and the City of Saratoga that we may lose an important historical structure unless corrective measures are taken. This problem was called to the attention of the City of Saratoga 18 years ago. Enclosed is a copy of a letter written by R.E. Kaufmann dated February 23, 1984 concerning his fears about the barn failing into the creek. Richard Harison, Senior Inspector for the City of Saratoga answered Mr. Kaufman's letter on March 14, 1984 addressed to Mary Bosco with a copy going to Santa Clara Valley Water District and Mr. Kaufman. The Santa Clara Valley Water District then responded on April 11, 1984 addressing the letter to Mr. Kaufman with copies to City of Saratoga and Mary Bosco. The Water District concluded that it is not a creek bank erosion problem but rather an upper slope slippage or relaxation, caused primarily by overbank flow of water draining from the roof of the barn, home downspouts and the asphalt parking areas and driveways. In other words, a drainage problem, not a creek problem. We are not convinced that the creek does not contribute significantly to the land erosion. The situation may be different today than it was 18 years ago. Has the direction of the flow of water changed due to nearby development? Photo taken on or about January 12, 2001 The purpose of this letter is to get an opinion from the Water District and City of Saratoga regarding the cause or causes of land erosion behind the barn and what can be done to stabilize the situation. It appears to us that sandbagging would be prudent as was done downstream! Perhaps some support, such as a piling could be placed under the rear west corner of the barn once we have taken care of the land erosion. We are pleased to notify you that your garage and residence at 14605 Big Basin Way and residence /commercial building at 14669 Basin Way meets the criteria for being included on this list. The purpose of the Heritage Resource Inventory is to establish a list of documented historic properties in Saratoga. The Heritage Preservation Commission was assigned the responsibility for preparing the Inventory by the City Council in 1982. Each property on the list has been identified as reflecting and being a part of the unique history of Saratoga. The Inventory has been prepared in accordance with guidelines established by the State Office of Historic Preservation, with data gathered from a variety of sources, including historic documents and books, interviews with local citizens, and existing county and state inventories that contain information on Saratoga properties. Being listed on the Inventory does not carry any form of special requirements or restrictions affecting the use, improvement, alteration or even the demolition of your property. As an Inventory property, however, you will be able to make use of the State Historic Building Code, an alternative set of building regulations that are intended to facilitate the rehabilitation and preservation of historic buildings. In addition, your property may qualify for designation as a Saratoga Heritage Landmark, a special category of outstanding and exemplary historic properties that are identified in the community by a handsome bronze plaque. We have enclosed the entire Inventory list and the individual Inventory form for your property, which gives information about the building, the property and its history. We would appreciate your review of this form to let us know if there are any changes or additions to the form you wish to include. We also anticipate that there are additional historic resources in the community that we may have overlooked or have not fully documented yet; if you know of any that are not on the list, please let us know. WHEREAS, the Heritage Preservation Commission was established by the City Council in 1982 to assist with and encourage the preservation of Saratoga's heritage resources; and WHEREAS, one of the Commission's primary duties, as stated in Section 13- 10.050 (a) of the City Code, is the completion of a comprehensive survey of properties within the boundaries of the City for the purpose of establishing an official inventory of heritage resources; and WHEREAS, the Commission has conducted the survey in accordance with guidelines established by the State Office of Historic Preservation; and WHEREAS, the Commission has determined that each of the eighty (80) properties listed in the Inventory meets at least one or more of the criteria for designation of a heritage resource, as outlined in Section 13- 15.010 (a through g) of the City Code; and WHEREAS, the Inventory will be periodically updated in the future, by resolution of the Heritage Commission, as additional heritage resources become known and documented. NOW, THEREFORE, BE IT RESOLVED, that the Heritage Preservation Commission of the City of Saratoga hereby adopts the Heritage Resource Inventory, set forth on Exhibit A and incorporated herein by reference, as the official inventory of heritage resources in the City of Saratoga. Kaufman Chairman - Gatehouse Condominium Association 20700 Fourth Street, Unit 7 Saratoga, CA 95070 Dear Mr. Kaufman: By copy .of your February 23, 1984 letter to Robert Shook, the Director of Community, Development for the City of Saratoga,.. concerning the stability of an old red barn adjacent to Saratoga Creek, this matter has been brought to our attention. The creek area to the rear of 14605/14611 Big Basin Way was investigated by 0 ur staff on March 15, 1983 and again, on March 21, 1984. In March of 1983, it was determined that the barn's foundation problem is not a creek bank erosion related problem. The foundation problem is related to upper slope slippage or relaxation, caused primarily by overbank flow of water draining from the roof of the barn, home. downspouts and the asphalt parking areas and driveways. It was suggested, at that time, to Mrs. Bosco (who . resides at' 14605 Big Basin Way) that she take corrective measures to direct site drainage into Big Basin Way storm drain lines. Our latest inspection of March 21, 1984, revealed that nothing has been done to correct the site drainage to stop or reduce the overbank flow of water. We feel the responsibility for protection of the barn's foundation is the property owners. A first step action is to correct the site drainage problem to prevent saturation of the creek embankment and erosion caused by the overbank flow of water. A saturated bank on a very steep slope (50 feet) will ultimately fail. If you have any further questions on this matter, please contact Dennis Ely at extension 376. The bank at this point is almost vertical, and drops about 50 feet tg the stream bed. r- rM While the distances ar esuch that we do not fear the barn damaging our creekside residences directly, we do fear that in the event of another heavy storm, or'series of storms, the barn might slide into the stream at a time of maximum flow. Under this condition, the stream would be dammed, and water would rapidly back up and rise to the flooding level, both of 20812 Fourth Street, and of the creekside dwellingiin Saratoga Oaks. I have inspected the barn, which appears reasonably solid as to structure, considering its age, but it is mounted on a few concrete piers, with no real foundation, and there is nothing to hold it from going down the almost - vertical bank to the stream, should slippage occur. On behalf of the Homeowners' Association, I would appreciate your inspecting the barn and determining the degree of hazard, if any, and the steps required to remedy it.
