APPROVAL SUBJECT: Proposed Guardrail Installation on Prospect Road Easterly'of Miller Avenue _ Recommended Motion: Authorize the installation of appoximately 170 lineal feet of guardrail along southerly side of Prospect Road easterly of Miller Avenue. Report Summar As a result of a request by Audrey Hildebrand of 19519 Eric Drive (backs up to Prospect Road), we'have reviewed the possibility of installing a guardrail along the southerly side of Prospect Road in back of her property and the property to the west of hers. There have been three vehicles that have gone out of control and crashed 'into the fences at the rear of these properties. There is also a bus stop along with a bench in'this area. A guard rail would keep out of control vehicles (most lose control while making a left from SB Miller onto EB Prospect) from going into the fences or bus stop bench. The Public Safety Commission supports the instilla- tion of the guardrail. Fiscal Impacts: The estimate cost of installing 170 L.F. of standard guardrail would amount to $8,500, which is not presently budgeted. If this amount couldn't be appropriated at the present, then it should be included in the FY 1988 -89 budget, Attachments: 1. Memo from Community Services Director (Public Safety Commission). 2. The Public Safety Commission considered this request at their regular meeting of February 8, 1988. During their deliberations, the PSC heard testimony from Audrey M. Hildebrand and Janet Fontenot. Both Saratoga residents, which live along Prospect Avenue and requested the guardrail in front of their property, testified that numerous traffic accidents had presented a danger to themselves and to their property and felt the guardrail would protect their properties from accidental vehicle intrusions. In the course of their-testimony, they also expressed their concerns about the location of the bus stop. They felt the bus stop should be relocated away from their property due to the numerous vehicle accidents which have occurred at the.corner of Miller and Prospect Avenues. After considering the testimony from the two Saratoga residents along with your staff recommendation, the PSC decided to support your staff recommendation and recommend to the Council that 170 feet of guardrail be installed along Prospect Avenue from the intersection of Miller Avenue to Mrs. Hildebrand's easterly property line, leaving a 5 foot opening at the bus stop for access to the buses. With regards to Mrs. Hildebrand's concerns about the location of the bus sto.p, the Commission noted in your report that the matter was discussed a number of years ago by both the Santa Clara County Transportation Agency and the City of Saratoga, resulting in the bus stop being retained in its present location. The PSC further noted that the guradrails would also afford a certain level of protection to the bus stop, and did not feel it was justified to reopen the deliberations in that matter. CALIFORNIA 95070 (408) 887 -3438 MEMORANDUM TO: Public Safety Commission DATE: 01 -22 -88 FROM: City Engineer SUBJECT: Traffic Problem - South Side of Prospect Road Easterly of Miller Avenue We have been requested, by Audrey M. Hildebrand of 19519 Eric Drive (backs up to.Prospect Rd.) to look into installing a guard rail across the length of her back yard. This request comes as a result of out of control vehicles crashing into her fence. Her fence has been hit three (3) times in the past 5 years (Collision Diagram is attached). There is a Santa Clara County Transit District bus stop and bench located in a very close proximity to the collision points, which is of more concern than the fence. Based on the types of collisions at this location it is recommended that 170 lineal feet of guard rail be installed along the back of curb from the curb return at Miller Avenue to Mrs. Hildebrand's easterly property line, leaving a five foot opening at the bus stop bench for access. The cost of this installation would be approximately $8,500.00 and would probably have to be budgeted in FY 1988 -89, unless the council would feel it necessary to appropriate the amount, for an earlier install- ation. It must be considered that the installation of a guard rail at this location may trigger additional requests for the placement of guard rails along not only Prospect Road, but other locations as well. With regards to Mrs. Hildebrand's concerns of the bus stop location a number of years ago, this was reviewed by both Santa Clara County Transportation Agency and.the City of Saratoga, resulting in the bus stop being retained at its present location. In 1986, a driver of a car going South on Miller Ave.and turning onto Prospect Road at a high rate of speed, crashed into my fence and a brick post, knocking down trio trees in back of the next door neighbors property. If the car had not been stopped by the trees, post and fence, it would have probably crashed into the house. On September 14, 1987 at 10:30A.M., a driver of a car going South on Miller Ave. and turning East onto Prospect Road at.a high rate of speed,.knocked down a 12 ft.. pine tree,hit and cracked a (wooden) fence post, and shattered a section of the fence which is only a few feet away trom the bus stop. if the car had not been stopped by the tree and the 4'x8' fence post, it wou'id probably have crashed into the house. I am sti.l.l attempting to settle with the Insurance Company and it has been six weeks of telephone calls and frustation. My back yard is at the point of trajectory where the cars that speed and /or run the red light at the intersection of Miller and Prospect cannot be gotten under control and straightened out at that point of the curve. I request that a study be undertaken to determine the feasibility of installing a guard rail on Prospect Road running the length of my back yard. This shuuld be done as soon as possible. - If a.guard is not installed in that area, there is a probability that a person in my yard, or-a person walking on Prospect Road or waiting torn a bus in that area could be seriously injured the next time an out of control^lits a tree, post, fence or whichever. Because of this danger, the bus stop should be relocated to Miller Ave. (near Prospect) where it was located originally before it was moved to the present site. 80% of the riders waiting at that particular bus stop are children who must walk on heavilly travelled Prospect Road because there is no sidewalk in that area Children cross Prospect Road at the corner light to go to school and also to cross the street to go to the Saratoga side when alighting from the bus' which stops on the opposite side. Therefore, relocating the bus stop to the original area on Miller Ave.'and elim- inating the bus stop in the'-back of'my property appears to be in the best interests of all concerned. CALIFORNIA 95070 (408) 867 -3438 MEMORANDUM TO: City Manager FROM: Dan Trinidad DATE:March 2, 1988 SUBJECT: Addition of Part -Time Permanent Custodial Aide FINDINGS AND CONCLUSIONS Because of the City's agreement with PERS that no person be allowed to work more than 1,000 hours per fiscal year without being under PERS and the fact that the current custodial helper, Mark Stockwell, has proven to be an exceptional employee for both the Maintenance Department and the Recreation Department, where his combined time will exceed that maximum, we request that this position be expanded to Permanent Part -Time Custodial Aide budgeted at 1/2 time. RECOMMENDED•ACTION Authorize the addition of Permanent Part -Time Custodial Aide at Range 14, ($956 to $1220 per month). The total cost to the City will increase approximately 205 to 30% depending on the employee's choice of optional benefits. As a half time employee, we don't anticipate an overall budget adjustment will be necessary, however, some shifting of funds from one department to another may be needed at year's end. City of Saratoga CUSTODIAN AIDE (Part - time) DEFINITION March, 1988 Positions in the classification of Building Maintenance Custodian Aide perform routine unskilled tasks in connection with janitorial maintenance. Depending upon assignment and the shift worked, work is performed independently or under direct Supervision. DISTINGUISHING CHARACHERISTICS This is a part -time entry level janitorial classification requiring no previous experience. It is distinguished from the next higher class of Building Maintenance Custodian in that the duties of the latter include performance of minor structural building maintenance tasks and some work direction to temporary or Dart time custodians. EXAMPLES OF WORK (The duties listed below represent examples of work performed and are not all- inclusive of duties which are or may be assigned this classification.) Performs a full range of janitorial tasks associated with cleaning offices and public buildings. These include: mopping, cleaning and waxing floors; dusting and waxing furniture and counters; cleaning and restocking restrooms; moving furniture; emptying trash; washing windows; and vacuuming and shampooing carpets. - Opens and secures buildings and sets up for meetings and events. Approve request to advance funds for landscaping. 2. Approve improvement of Goleta and adopt resolution appropriating funds. Report Summary: AGENDA ITEM CITY MGR. APPROVAL Greenbrier Homeowners Association has requested that their zone at the Lighting and Landscaping District install landscaping along the Azule park site street frontage. The cost is $3,400 and they further request that the City advance these funds and be reimbursed by the District over a two -year period. They have also suggested that for maximum benefit the City should consider completing the street improvements. Three alternatives are available in addition to the do nothing alternative 1) provide final grades only for $9,000.00, 2) provide final grades and curb and gutter only for $11,000.00,3) provide full improvements for $30,000. One of these alternatives should be approved so landscaping would not be disturbed for future construction. Fiscal Imr)acts: - $3,400 to be reimbursed by Light & Landscaping District. - $9,000, $11,000, or $30,000 ($11,000 in sidewalk repair + $19,000 in pavement management). Motion and Vote: Eff Qq REPORT TO MAYOR AND CITY COUNCIL DATE: 3 -10 -88 COUNCIL MEETING: 3 -16 -88 SUBJECT: Improvement on Azule Park Site Goleta Avenue Some time ago the Greenbier Homeowners and Taxpayers Association inquired into providing landscaping along the unimproved frontage of the City owned park site on Goleta Avenue. The installation and maintenance to be financed by the existing Greenbrier zone of the Lighting and Landscaping District. They presented a plan for planting which was reviewed and modified slightly by the Parks Super- intendent. We solicited quotes from local landscapers and found that the cost would be $3,400 including the irrigation system. This was about twice what the association had expected but they had not considered that the planting would require irrigation. The association board did agree to the cost and has asked that we proceed. They request that the City advance the funds for the landscaping and be reimbursed over a two -year period through district assessments. The City has done this before in the Manor Drive zone of the district. To provide maximum benefit the Assocation has requested that the City finish the improvements, i.e., curb, gutter and paving on this park frontage. This would preclude the landscaping being damaged during some future street construction. While finishing the improvements is desirable, it should be noted that existing pavement provides for two lanes of traffic and one lane of parking. It, therefore, is adequate to accommodate the light traffic demands on this street. Staff has studied those possible alternatives relative to the improvements: 1 - Grade area to be landscaped to provide final grade so that landscaping would not be disturbed in future. Estimate: $9,000.00 2 - Same as Item 1 plus install curb and gutter by current concrete contractor. Street widening could be completed at a later date. This matter was brought up at our November board meeting. I reported to the members that the plan we had submitted to the City of Saratoga earlier this year had been approved, and that the lowest bid received from a licensed contractor was $3,400.00. This bid included $1800 for an irrigation system and the balance for plant material. In discussing these improvements, Joyce Hlava mentioned that the City of Saratoga has contractors doing cement work on sidewalks in Saratoga and they might be able to help us finish off this project. Our Board voted to ask the City of Saratoga to do a joint venture with GHTA., whereby the city would do the cement work on the curb and gutters at the Azule site and Greenbrier would do the development of the site according to the plans submitted for the $3,400.00 bid. We agree to make special arrangements for this assessment through our maintenance park district with a 2 year payback. Naturally we are anxious to get this project started as soon as possible to take advantage of the planting cycle. I appreciate your presenting this beautification project to the City Council for us.
