Type: Regular Meeting Place: City Hall/Administrative Conference Room- 13777 Fruitvale Avenue 1. Routine Organization a. Roll Call b. Review of minutes from December 10 2013 meeting. c. Posting of Agenda—Pursuant to Government Code Section 54954.2, the agenda was properly posted on January 9, 2014. d. Oral Communication -Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. e. HPC direction to staff regarding non-agendized oral communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. 2. New Business a. New HPC Commissioner Annette Stransky Introduction b. Library Commissioner Jill Whitcomb Introduction (No Staff Report) c. Warner Hutton House Holiday Lights — Review and approve or deny request from the City of Saratoga Facilities Department to temporarily install holiday lights on the Warner Hutton House from October to December. The Facilities Department hopes to "spark an interest in the space as a potential holiday rental site." (No Staff Report) d. CLG Report Review—Review and approve or amend the attached CLG report to be sent to the Office of Historic Preservation. e. Landmark List recommendations — Review HPC members' suggested properties for possible inclusion on the Landmark List. There were 10 properties suggested (see attached) and one property that received the most interest; the Cloud-Smith Building (1884, 1896) located at 14501-14503 Big Basin Way. A small map of the city and a more detailed map of Big Basin Way will be available at the meeting. 3. Old Business a. Joint meeting with Historical Foundation and City Council — The joint meeting is scheduled for January 15th 2014 from 6pm to 7pm. The Mayor had set aside 15 minutes each for the HPC and the Foundation, including the presentation from the HPC to the City Council (i.e., the 2014 workplan) and expectations from the Council to the HPC. The first 15 minutes of the hour is expected to be spent mingling over dinner and the last 15 minutes is expected be wrapping up. The regular City Council meeting begins at 7:OOpm. The HPC Chair may share an overview of the joint meeting with the public during the regular meeting's Oral Communications (beginning of 7:00 meeting). b. Heritage Inventory Update. i. 20365 Williams Avenue— Year: 1907.Name: TBD. Style: Craftsman (Marilyn) ii. 20200 Mendelsohn Lane- Year: 1921. Name: TBD. Style: Spanish Revival (Rina) iii. 14054 Alta Vista- Year: TBD.Name: TBD. Style: TBD (Annette) c. Heritage Trees — The following trees are being reviewed by individual HPC members. Each HPC member will need to contact Kate for next steps: i. Alex: Farwell Oak ii. Larry—Donna Lane Oak iii. Marilyn—4 City trees (Kevin Moran, Blaney Oak, Blaney Pine, District Office Oak) iv. Paul—Ravenwood v. Paula—Madronia Cemetery vi. Peter—Hakone Oak(2)plus 5 others vii. Rina—Douglas Oak 4. Action Items for Discussion/Update: a. Staff to get more information on 21170 Big Basin Way — The Chair and Vice Chair met the owner's daughter at a Quarry Master Plan meeting. The owner's daughter has been in contact with the Historical Foundation and has invited the HPC to visit the site if interested. According to the owner's daughter, the house was built in approximately 1910 and is located near the Quarry. The current owners have lived there since 1963. The previous owners subdivided the 9.5 acres parcel; keeping 1.5 acres where the house currently sits. There are "no longer" any structures on the 8 acre property that was subdivided and sold to Dr. Kamata. b. Staff to provide HPC with a list of properties on Big Basin Way — A map with addresses on Big Basin Way will be presented at the January 14th HPC meeting. Rina is also working on an inventory and has taken photos of several properties on Big Basin Way. Rina will provide staff with a copy of her findings. c. Staff to update HPC on status of 14630 Big Basin Way, the John Henry House - The City Council will discuss the feasibility of moving the John Henry House at the January 15th City Council meeting. The feasibility report that will be presented to the Council is available to the public on the City's website (as of Friday January 10th) d. Staff to update HPC on status of 14521 Big Basin Way—Grover House (1895) —The owner has not provided any additional information. No application (other than a demolition permit) has been submitted as of January 7. (No Staff Report) e. Staff to update HPC on status of Hakone Sign — The Hakone sign application will go before the Planning Commission on January 22nd. The plans and material samples are available for review by any member of the public. f. Staff to draft a letter to Heritage tree applicants — The revised draft letter with dual signature line was emailed to HPC members. g. HPC training— i. Rina will set up a future HPC training. ii. The budget for training is $750 per fiscal year (July 1St to June 30th). The November training was $500. The remaining $250 was allocated towards the video. The next required CLG training begins October 1St 5. Commissioner Comments 6. The appeal shall be taken by filing with the Secretary of the Planning Commission a written notice and filing fee within ten (10) days of the date of the decision. In accordance with the Ralph M. Brown Act, copies of the staff reports and other materials provided to the Historical Preservation Commission by City staff in connection with this agenda are available at the office of the Community Development Department Director at 13777 Fruitvale Avenue, Saratoga, California 95070. Any materials distributed by staff after the posting of the agenda are made available for public review at the office of the Director at the time they are distributed to the Planning Commission.
