Type: Regular Meeting Place: City Hall/Administrative Conference Room- 13777 Fruitvale Avenue 1. Routine Organization a. Roll Call b. Review of minutes from March 11, 2014 meeting. c. Posting of Agenda—Pursuant to Government Code Section 54954.2, the agenda was properly posted on April 4, 2014. d. Non-Agendized Communications -Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. i. Attached email received from April ii. Attached email received from Maryellen Stamos regarding 13361 Argonne Drive (informational only) e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. 2. Communications from Staff— a. Arbor Day — Brian Babcock will give an overview of the upcoming festivities on April 22nd 3. New Business— a. Environmental Impact Report (EIR) Scoping Meeting Recommendation — The EIR scoping meeting for "Sebastian's Mixed-Use Proect" (i.e., the John Henry House at 14630 Big Basin Way) will be held on April 8t at 5:00 pm. The HPC can make a recommendation on what environmental (cultural) impacts they would like to be considered in the EIR. The recommendation would be presented as a "Commission Communication" since the scoping meeting is not a joint meeting with any of the City's Commissions or Council. b. Heritage Tree Recommendations to City Council - Two trees have been reviewed by the City Arborist for the Heritage Tree Inventory: 14790 Butano Terrace and 18490 Ravenwood Drive. The recommendations have been added to the April 16th City Council Meeting (in time for Arbor Day). c. 14474 Oak Place — Commissioner Nugent would like to consider adding the "Commander John Sisson Graham House" to the Heritage Resource Inventory (correspondence attached). d. 21170 Big Basin Way - Commissioner Shah would like to consider adding this property to the Heritage Resource Inventory. A site visit was conducted in February. (2-11-14 memo attached). e. Mills Act Webinar—The March 25th Mills Act webinar was attended by Alex, Annette, Paul, Paula, Rina, and Cindy. Attendees will provide an overview of lessons learned. Powerpoint slides attached. C HPC Badges and Business Cards — Commissioner Marchetti would like to request that the City provide HPC badges and business cards (no staff report). 4. Old Business a. HPC Budget Update — On April 4t', the City of Saratoga Finance Committee reviewed the HPC budget request for fiscal year 2014/2015. The Committee moved to consider the request in an upcoming budget study session. Vice Chair Nugent will provide a summary. b. Landmark List workplan — The Commissioners and staff will provide an update on following properties being considered for Landmark status. Each Commissioner will send the respective homeowner a letter. Once the nomination is accepted by the owner, Cindy can schedule the application for consideration by the City Council. i. Cappello: Fair Oaks ii. Conrado: Rancho Bella Vista iii. Marchetti: Hakone Gardens/ Sam Cloud Hay& Feed Warehouse iv. Nugent: Cloud-Smith Building/Novakovich Ranch v. Schuck: Green Store Building vi. Shah: Kerr Building/Hogg Building/and/Hutchinson Building vii. Stransky: /Paul Masson Lodge c. Heritage Tree Inventory workplan — The Commissioners and staff will provide an update on following trees being considered for inclusion on the Heritage Tree Inventory. Each Commissioner will send the respective homeowner an application. Once the application is signed by the owner and submitted to the Arborist, Kate will conduct a site visit. Once the criteria have been reviewed by Kate, Cindy can schedule the trees for consideration by the City Council. i. Cappello: Madronia Cemetery(three trees) application submitted to Kate on 3-25 ii. Conrado: Ravenwood tentatively going to City Council on April 16th iii. Marchetti: Blaney Pine, District Office Oak, Aloha Oak iv. Nugent: Farwell Oak. Nomination accepted by owner. Application needs to be complete with required information/descriptive narrative and submitted to Kate. v. Schuck: vi. Stransky: Hakone trees vii. Shah: Susie's Garden, Redwood School "dawn Chinese redwood" 5. Action Items for Discussion/Update: a. Commission Appreciation Dinner—April 301h (Wed) 6:00—8:30pm—Foothill Club b. Grover House — This application will be reviewed by city departments and outside agencies for completeness prior to being scheduled for HPC review. c. Letter to Property Owners of Potential Heritage Resource/Landmark Status. d. Commissioner Schuck to color code map of properties on Big Basin Way. e. HPC training— i. Rina will set up a future HPC training. 6. Commissioner Comments 7. Any recommendation made by the Heritage Preservation Commission may be appealed to the Planning Commission within ten (10) days of the date of the decision. The appeal shall be taken by filing with the Secretary of the Planning Commission a written notice and filing fee within ten (10) days of the date of the decision. In accordance with the Ralph M. Brown Act, copies of the staff reports and other materials provided to the Historical Preservation Commission by City staff in connection with this agenda are available at the office of the Community Development Department Director at 13777 Fruitvale Avenue, Saratoga, California 95070. Any materials distributed by staff after the posting of the agenda are made available for public review at the office of the Director at the time they are distributed to the Planning Commission.
