1. Routine Organization
a. Roll Call
b. Review of minutes from August 13, 2013 meeting.
c. Oral Communication - Any member of the public may address the Commission about
any matter not on the agenda for this meeting for up to three minutes.
d. HPC direction to staff regarding non-agendized oral communications - Commissioners
may not comment on the matter but may choose to place the topic on a future agenda.
2. New Business
a. Mills Act Application — 14065 Saratoga Avenue. Review application and make a
recommendation to the City Council (application attached).
b. HPC Outreach — City staff, Brian Babcock, will discuss various means of outreach to
the Community regarding heritage resources and the role of the HPC.
c. Saratoga Historical Foundation Newsletter — Review draft article and comment (draft
attached)
3. Old Business
a. HPC Role and Process for Listed Structures — staff overview of HPC's role to
recommend adding structures to the Inventory and to recommend adding listed structures
to the Landmark Inventory. HPC discussion of future site visits to further the goal of
adding structures to the list.
b. 21164 Tollgate Road. Commissioner Shah will present pictures and reasons for adding
the home to the inventory.
c. Heritage Inventory Update. Review photos taken by Commissioners and discuss the
architectural styles of homes added to the Heritage Resource Inventory(discussion).

d. Website: Feedback from HPC on adding information to the website (e.g., Heritage
Inventory, Heritage Tree Inventory, Designated Landmarks, Mills Act, FAQs, links, etc.
4. Action Items (update):
a. John Henry House-No permits have been applied for as of September 4th
b. Grover House -No permits have been applied for as of September 4"'

Quarry update - Staff emailed the Quarry update memo to HPC members on August
13th
d. Heritage Tree Recognition — The Heritage tree property owners were honored at the
September 4th City Council meeting.
e. Website update— Staff added the Heritage Tree Inventory to the website
E Mills Act Properties— Staff to add a section to the Inventory for Mills Act properties
g. Computer— Staff to bring computer to future meetings
h. HPC training—
i. The last training was in November, 2012
ii. Emailed California Preservation Foundation acronym webinar PDF to HPC members
on August 13th
iii. Rina to speak with Dennis Backlund from Palo Alto about possibly providing some
training.
iv. HPC member to find out information on State Historic Preservation video regarding
historic districts
v. HPC member to talk to Beth Wyman about potential speakers
i. Historic District — Rina would like to do research on making the Village a Historic
District or Lane. Staff reviewed the minutes of the January 2013 City Council retreat and
did not find any reference to indicate that the Council was receptive to the idea. However,
if the HPC has a consensus, Rina's research could be presented at the next joint meeting
with the City Council (early 2014)

Any recommendation made by the Heritage Preservation Commission may be appealed to the
Planning Commission within ten (10) days of the date of the decision. The appeal shall be taken
by filing with the Secretary of the Planning Commission a written notice and filing fee within ten
(10) days of the date of the decision.
In accordance with the Ralph M. Brown Act, copies of the staff reports and other materials
provided to the Historical Preservation Commission by City staff in connection with this agenda
are available at the office of the Community Development Department Director at 13777
Fruitvale Avenue, Saratoga, California 95070. Any materials distributed by staff after the
posting of the agenda are made available for public review at the office of the Director at the
time they are distributed to the Planning Commission.
