Home My WebLink About10-01-2014 City Council minutes MINUTES WEDNESDAY, OCTOBER 1,2014 SARATOGA CITY COUNCIL SPECIAL MEETING At 5:30 p.m., the City Council held a Joint Meeting with representatives of Saratoga Schools in the Saunders Room at the Saratoga Senior Center at 19655 Allendale Avenue. SARATOGA CITY COUNCIL REGULAR MEETING Mayor Lo called the meeting to order at 7:07 p.m. and led the Pledge of Allegiance. ROLL CALL PRESENT Mayor Emily Lo, Vice Mayor Howard Miller, Council Members Manny Cappello, Chuck Page, Jill Hunter ABSENT: None ALSO PRESENT: James Lindsay, City Manager Richard Taylor, City Attorney Crystal Bothelio, City Clerk Michael Taylor, Recreation and Facilities Director Adam Henig, Recreation Supervisor Brian Babcock, Administrative Analyst I Christopher Riordan, Senior Planner REPORT OF CITY CLERK ON POSTING OF AGENDA City Clerk Crystal Bothelio reported that the agenda for this meeting was properly posted on September 25, 2014. COMMUNICATIONS FROM COMMISSIONS & PUBLIC Oral Communications on Non-Agendized Items Corinne Vita with the Village Gardeners requested the Council consider allocating$1,100 for submittal of an American in Bloom application for the City of Saratoga. She requested the Council consider funding the application before December. Mayor Lo noted that she would keep the request in mind when doing agenda planning. Communications from Boards and Commissions Cynthia Chang and Katherine Tseng, Los Gatos-Saratoga Union High School District Board Members, provided an overview of the City Council's Joint Meeting with representatives of Saratoga schools. Sheriffs Office Captain Ken Binder also spoke about the City Council's Joint Meeting with representatives of Saratoga schools. Council Direction to Staff None Page 1 of 7 ANNOUNCEMENTS Council Member Hunter shared that Heritage Day will be October 4, 2014. Additionally, Witchy Walk-a-Bout will be on October 25, 2014 in the Village from 2:00 p.m. to 5:00 p.m. Council Member Page announced that the Saratoga Youth Commission and Cupertino Teen Commission will be holding the Pizza and Politics Forum on October 22, 2014 at 7:00 p.m. in the Cupertino Community Hall. Youth are encouraged to attend and learn more about some of the candidates for the upcoming election. Council Member Cappello noted that the Saratoga Area Senior Coordinating Council (SASCC) will be holding the Silicon Valley Health and Wellness Expo on Saturday, October 18, 2014 from 10:00 a.m. to 1:00 p.m. at West Valley College. The event is free and will include a number of experts in a variety of fields from Behavioral Health to Women's Health, demonstrations, health education resources, free skin assessments and flu shots,and live cooking demonstrations. Additional information is on the SASCC website at www.sascc.org. Vice Mayor Miller shared that there are number of recreational programs offered through the City of Saratoga Recreation Department, including a variety of day trips. On November 19,the City is offering an all day trip to San Francisco to see the Asian Art Museum and San Francisco Ferry Building. Additional information is available in the Recreation Activity Guide or on the City website Mayor Lo announced that the City is accepting applications for the Heritage Preservation Commission and Traffic Safety Commission. Applications are due November 24, 2014. Additionally,the Governor signed Senate Bill 270 on September 30,2014. The new law will introduce a statewide ban of single-use plastic bags in certain retail stores. CEREMONIAL ITEMS 1. Proclamation Declaring October 4,2014 as Saratoga Heritage Day Recommended action: Read and present proclamation declaring October 4, 2014 as Saratoga Heritage Day. Mayor Lo read and presented the proclamation to representatives of the Foothill Club, Saratoga Historical Foundation,and Saratoga Village Development Council. 2. Commissioner Appointment and Oath of Office Recommended action: Adopt the resolution appointing Stephen Kispersky to the Library Commission and Pallavi Sharma to the Parks and Recreation Commission and direct the City Clerk to administer the Oath of Office. Proposed Annexation of Approximately 206 Acres in the Vicinity of Glen Una Drive, Canon Drive, and Redberry Drive Recommended action: Consider the attached resolution to annex approximately 206 acres of unincorporated properties in the vicinity of Glen Una Drive, Canon Drive, and Redberry Drive. MILLER/PAGE MOVED TO DIRECT STAFF TO INFORM THE SANTA CLARA COUNTY LOCAL AGENCY FORMATION COMMISSION THAT THE CITY COUNCIL CONSIDERED ANNEXATION OF STG05,APPROXIMATELY 206 ACRES IN THE VICINITY OF GLEN UNA DRIVE,CANON DRIVE.AND REDBERRY DRIVE, AND DUE TO OVERWHELMING RESIDENT OPPOSITION TO THE PROPOSED ANNEXATION HAS DECIDED NOT TO PURSUE THE ANNEXATION. NEW BUSINESS 7. Approval of Contract with Sanchez Electric, Inc. for Upgrading the City Hall Building Main Electrical Service Recommended action: Approve contract with Sanchez Electric, Inc. for$96,357.40 plus$9,635 in contingencies to upgrade the City Hall buildings main electrical service panel and authorize the City Manager to execute the agreement. Brian Babcock, Administrative Analyst in the City Manager's Office,presented the staff report. Vice Mayor Miller suggested making it more apparent on the cover of the Recreation Activity Guide that the Saratogan is inside the guide. He recommended a tear-away graphic. Council Member Hunter agreed that it should be made more apparent that the Saratogan is inside the Recreation Activity Guide. She recommended a large banner on the cover of the Activity Guide. Council Member Hunter also suggested that the Village Gardeners, Saratoga Village Development, and Senior Center be included in the article on volunteer opportunities in the City. Mayor Lo requested that the information about different volunteer groups include a brief description and contact information. Council Member Cappello said he liked the article in the previous issue of the newsletter about the City's YouTube videos. He suggested expanding the information a little to include the list of videos and links to videos to provide the public with a little more information about the types of videos prepared by the City and highlight the content of videos. Council Member Page suggested that the City update the name of the newsletter. Mayor Lo asked that the name remain the same for now and that the Council could consider renaming it in the future. Council Member Hunter suggested involving the public if the Council decides to change the name of the newsletter. Vice Mayor Miller said that the City could include an article in the Saratogan to let readers to ask for name suggestions. Council Member Cappello noted that it might be confusing if the name of the newsletter were to be changed as the name has been the same for many years and there are readers who are familiar with the current name. Council Member Hunter added that if there is another article about City videos on YouTube, the article should also note the KSAR Saratoga Highlights on YouTube. Page 5 of 7 9. Reaffirmation of City of Saratoga Fonn 700 Filers Recommended action: Adopt resolution approving and reaffirming the list of positions in the City of Saratoga Conflict of Interest Code that must disclose personal economic interests through the Form 700. City Clerk Crystal Bothelio presented the staff report. Mayor Lo invited public comment on the item. No one requested to speak. RESOLUTION NO. 14-061 MILLER/CAPPELLO MOVED TO ADOPT RESOLUTION APPROVING AND REAFFIRMING THE LIST OF POSITIONS IN THE CITY OF SARATOGA CONFLICT OF INTEREST CODE THAT MUST DISCLOSE PERSONAL ECONOMIC INTERESTS THROUGH THE FORM 700. ADHOC & AGENCY ASSIGNMENT REPORTS Mayor Emily Lo West Valley Mayors and Managers Association—the group met last week and discussed graffiti on highways with a representative of Caltrans. Vice Mayor Howard Miller Council Finance Committee—the Finance Committee met with the auditor and it looks like the audit will be complete ahead of schedule and will result in another award-winning comprehensive annual financial report. Hakone Foundation Board—the Board met last night and is dealing with a complicated issue associated with one of the organization's subcommittees. The Board may bring in a mediator to help address the issues. Mayor Lo added that during the Board Meeting, the group decided to create an audit subcommittee that Vice Mayor Miller will serve on and a bylaws review committee that Mayor Lo will serve on. Council Member Manny Cappello No report Council Member Chuck Page West Valley Sanitation District—the Sanitation District is continuing to work on issues related to commercial properties that have changed use, such as an office to a restaurant, without informing the Sanitation District. Public education is needed to make business owners aware of the need to have proper sewer connections. Additionally,the San Jose-Santa Clara Regional Wastewater Facility is proceeding with several improvement projects. The capital improvement schedule has been adjusted, which has worked in the favor of the Sanitation District and will not require additional rate increases. Additionally, the Wastewater Facility did a flow study for the entire Page 6 of 7 County and plans to base charges on average outflow. However, the Sanitation District is opposed to this approach as West Valley Sanitation District average outflows are generally less than the average for the County. Council Member Jill Hunter Saratoga Historical Foundation-the Foundation has been very active lately with a number of events. On October 4,there will be numerous activities taking place at the museum as part of Heritage Day. CITY COUNCIL ITEMS Council Member Cappello required a report on the feasibility of launching linkAges TimeBank in the City of Saratoga. Council Member Hunter supported the request. CITY MANAGER'S REPORT City Manager James Lindsay shared that the City's candidate orientation concluded on September 30, 2014 with tours from the County Fire Department and Sheriff's Office. He extended his thanks to Chief Ken Kehmna with the Santa Clara County Fire Department and Captain Binder with the Santa Clara County Sheriff's Office for providing the candidate's with tours.
