HomeMy WebLinkAbout04-01-2015 City Council MinutesMINUTES WEDNESDAY, APRIL 1, 2015 SARATOGA CITY COUNCIL SPECIAL MEETING At 5:15 p.m., the City Council held a Closed Session in the Administrative Conference Room at Saratoga City Hall at 13777 Fruitvale Avenue. At 6:00 p.m., the City Council called to order a Joint Meeting with the Saratoga Library Commission. Friends of the Saratoga Libraries, and Santa Clara County Library District. SARATOGA CITY COUNCIL REGULAR MEETING Mayor Miller called the regular meeting to order at 7:00 p.m. and led the Pledge of Allegiance. ROLL CALL PRESENT Mayor Howard Miller, Vice Mayor Manny Cappello, Council Members Emily Lo, Mary -Lynne Bemald, Rishi Kumar ABSENT None ALSO PRESENT James Lindsay, City Manager Richard Taylor, City Attorney Crystal Bothelio, City Clerk John Cherbone, Public Works Director Mary Furey, Finance & Administrative Services Director Erwin Ordonez, Community Development Director Michael Taylor, Recreation & Facilities Director Adam Henig, Recreation Supervisor REPORT OF CITY CLERK ON POSTING OF AGENDA City Clerk Crystal Bothelio reported that the agenda for this meeting was properly posted on March 26, 2015. REPORT FROM CLOSED SESSION Mayor Miller announced that there was nothing to report from Closed Session. COMMUNICATIONS FROM COMMISSIONS & PUBLIC Oral Communications on Non-Aeendized Items Lauren Marty, Chair of the Library Commission, provided an overview of the Joint Meeting with the City Council and announced some of the Commission's future work plan items. Allison Lew. Saratoga Community Librarian, also commented upon the Joint Meeting. She also shared information about upcoming Saratoga Library activities, such as the new Tech Tool Bar opening May 15 and the Teen Poetry Contest. She also shared that the non-resident fee for library cards will go away starting July 1, 2015. Page 1 of 6 Oral Communications - Council Direction to Staff None Communications from Boards and Commissions None Council Direction to Staff None ANNOUNCEMENTS Council Member Kumar shared information about the grand opening event for Whimsy, 11 ITU School, and Gluten Free Gourmet on Saturday, April 4, 2015 from 9:00 a.m. to noon. He also announced that the Parks and Recreation Commission is holding a tour of Quarry Park on April 11, 2015 at 10:00 a.m. as part of the Let's Walk Saratoga! Program. He noted that a new Saratoga Community Emergency Response Team (CERT) Academy starts on April 21 For additional information or to register, email mfoa)secfd.org. The City will also be holding a Crime Prevention Forum on May 19, 2015 at 6:00 p.m. at the Saratoga Senior Center. There will also be a meeting Saturday. April 4 on how to start a neighborhood watch at Saratoga City Hall in the Administrative Conference Room. Additionally, the annual Saratoga Neighborhoods Joint Meeting with the City Council will include a presentation on neighborhood watch. The meeting will take place on June 3, 2015 at 5:30 p.m. in the Senior Center. Council Member Bernald shared that the Saratoga Historical Foundation will be hosting talk by historian and author Laura Ackley on April 18, 2015 at 2:00 p.m. on the "New Technology at the Panama -Pacific International Exposition" at Saratoga Federated Church. Books signed by the author will he available for sale during the event. Admission is $5 per person. More information is online at httri://www.saratog_ahistorv.com/ Council Member Lo announced that the City's Arbor Day event will be held on April 21, 2015 from 4:00 p.m. to 5:00 p.m. at Blaney Plaza in downtown Saratoga. Additional information is online at www.saratoga.ca.us/arborday Vice Mayor Cappello shared information about LinkAges TimeBank, which promotes volunteerism among neighbors. This new program in Saratoga was introduced earlier in the year through a partnership with the City of Saratoga, Palo Alto Medical Foundation/Sutter Health, the Saratoga Area Senior Coordinating Council, Saratoga Rotary, and the Saratoga Ministerial Association. Orientation sessions are planned for later this month, including a session on April 15 at the Saratoga Senior Center from 12:30 p.m. to 1.30 p.m. Information is available online at https://timebank, I inkages.ore/ Mayor Miller noted that the City is currently recruiting for 5 seats on the Youth Commission. Applications are due May 13. The City Council will be holding its annual John '.Meeting with Saratoga Neighborhoods on June 3. It starts at 5:30 p.m. The topics at the meeting will include crime prevention, information about what's happening in the City, and the opportunity for neighbors to interact and meet one another. He also shared that there are still openings in spring break camps offered through the Recreation Department from April 6 through 10. Short -Term Rentals Regulation Recommended action: Review staff research regarding Short -Term Rentals (STR's) and provide direction to the Planning Commission. Community Development Director Erwin Ordofiez presented the staff report. Mayor Miller invited public comment on the item. Page 3 of 6 The following people requested to speak. Council Member Kumar requested an amendment to the motion to have the City Council revisit the issue in 1 year, instead of 6 months. Council Member Lo accepted the requested amendment. LO/KUMAR MOVED TO REVISIT THE ISSUE OF SHORT-TERM RENTALS IN 1 YEAR AND DECIDE AT THAT TIME WHETHER TO GIVE DIRECTION TO THE PLANNING COMMISSION ON THE MATTER. MOTION PASSED. Approve purchase of CXT Denali prefabricated restroom building for Quarry Park and authorize the City Manager to sign the purchase documents in the amount of $105,000. 2. Authorize staff to approve additional costs up to 10% of the amount ($10,500) as project contingency Public Works Director John Cherbone presented the staff report on this item. Amended Donation Policy Recommended action: Adopt resolution amending the City of Saratoga Donation Policy and the Fiscal Year 2014/15 Budget Fiscal Policy Statements. RESOLUTION NO. 15-017 KUMAR/BERNALD MOVED TO ADOPT RESOLUTION AMENDING THE CITY OF SARATOGA DONATION POLICY, AS SHOWN IN THE SUPPLEMENTAL ATTACHMENT PROVIDED AT THE COUNCIL MEETING, AND THE FISCAL YEAR 2014/15 BUDGET FISCAI. CITY COUNCIL ASSIGNMENT REPORTS Mayor Howard Miller Mayor Miller announced that he attended the Nicholas Trail Ribbon Cutting over the weekend. The trail is about 2 miles past Castle Rock Park and takes hikers through the back end of Sanborn Park. West Valley Mayors and Managers Association — the last meeting was hosted at the Silicon Valley Leadership Group offices in San Jose. During the meeting, VTA Executive Director Nuria Fernandez, spoke about a number of transit -related topics. The group was very engaged in the topic and as a result there will be further discussion at a future meeting. Additionally, the group was able to give limited feedback on the transit -related ballot measure planned for 2016. Vice Mayor Manny Cappello Representatives, including Council Members and City Managers. from the four Tax Equity Allocation (TEA) cities in Santa Clara County, met with State Senator Jim Beall about approaches to getting these cities their fair share pf property tax allocations. There was consensus among the group to hold a meeting with the Department of Finance about the matter. Saratoga Area Senior Coordinating Council {SASCG) - the Senior Center Board is still involved with discussions with Live Oak regarding adult care services in Saratoga. Live Oak has until the end of April to come to a decision on the matter. Additionally, the Board is continuing efforts to renovate the senior center. The plans are near complete. Page 5 of 6 Council Member Emily Lo Santa Clara County Library Joint Powers Authority - the Finance Committee of the Joint Powers Authority met on March 24 to discuss the budget for Fiscal Year 2015/16 and projected impacts of the elimination of the fee for non-resident library cards. Eliminating the fee is expected to increase the number of users and result in increased material handling costs. The proposed budget will be presented to the Board at the next meeting. Council Member Mary -Lynne Bernald Architecture 101 Ad Hoc Committee - the Architecture 101 session is scheduled for April 29 Association of Bav Area Governments - the next meeting is on April 23. Saratoga Historical Foundation - there was a meeting on March 19, 2015. Saratoga Sister City Organization - the last meeting was on March 12015 Council Member Rishi Kumar Santa Clara County Expressway Plan 2040 Policy Advisory Board during the last meeting, the Board discussed lack of funding for improvements in the Expressway Plan. Efforts to find finding for improvements are underway Saratoga Ministerial Association the group met on March 25 and had a good discussion. CITY COUNCIL ITEMS Mayor Miller requested that staff include information about the code enforcement actions taken on the property that has violated the City's short-term rental regulations in the weekly City Council newsletter.
