HomeMy WebLinkAbout07-21-2015 PEBTAC Minutes CITY OF SARATOGA PEDESTRIAN, EQUESTRIAN & BICYCLE TRAILS ADVISORY COMMITTEE Meeting Minutes DATE: Tuesday, July 21, 2015 TIME: 4:00 pm LOCATION: City of Saratoga Planning Conference Room, 13777 Fruitvale Avenue, Saratoga, CA 95070 1. Call to Order: Meeting called to order by the Chair at 4:00pm 2. Roll Call: Present: Stallman, Waltonsmith; City liaison Harvancik; Absent: Cosyn, Swan 3. Report on Posting of the Agenda: So done 4. Accept Agenda Items and Order: No change 5. Approval of Minutes: Minutes for January 20, 2015 meeting approved 6. Oral and Written Communication: A letter from Bill Brooks noted that a large boulder was moved by the property owner and was affecting the Mt. Eden roadside trail. However, Staff had the condition looked at and found that the Boulder was not in the City right of way. 7. Old Business • Quarry Park Master Plan/Phase 1 update: Construction has started encompassing the lower parking and structures area, picnic area above it, and the vista overlook and trails. • Blue Hills Safety Railroad Crossing update: The letter to Union Pacific (property owner) requesting to secure the crossing easement has not been responded to. Staff collected together the Council approved crossing declaration from 1979 along with historical photos. The committee requested that the City Council be updated on the progress. The committee also offered suggestions for strategies that could be pursued in parallel to support the work being done through the City Attorney. • Prospect Rd. Improvements/Complete Streets Project: The construction contract has been awarded. Public meetings to collect input on the design will follow. 8. Staff Report & Upcoming events: • Quarry Park grand opening ceremony: The Quarry Park grand opening is scheduled for October 31st at 10:30am. • Trail maintenance has taken place to control brush, spray poison oak, and do surface repairs. • A grant application has been submitted to fund water stations at selected trail locations. Fixtures will include dispensers for bottle filling and pet use. • Wildflower seed packets were distributed to meeting attendees for use in trail beautification. 9. New Business • Anza Trail certification: County Parks is working with the National Park Service to certify segments of the Anza Trail with Joe’s Trail being one of the segments. • TDA Article 3 grant funding review: The Committee approved use of the TDA funds distributed by VTA for doing pedestrian projects along Saratoga Avenue – an ongoing project nearing completion. 10. Reports (information only, no actions to be taken) • Jim described the outcome of the extensive rehabilitation of Vasona Creek on the West Valley College property and encouraged everyone to see it first hand. • Ann reported on the recently completed trail along the Garrod Stables property. 11. Action Item Summary • All are encouraged to go see the rehabilitated Vasona Creek at West Valley College. 12. Meeting adjourned.
