structure and describe any major alterations from its original
condition:
This two -story house features a large wrap- around porch across the
front and south side of the house. Each floor has a bank of curved bay
windows on the front and north side of the house. A gable roof extends
over the entrance porch which has turned columns. The second floor has
large double sash windows with glass side panels as well as a small
oval window. The walls are clad in wood overlap siding. A former
tankhouse on the original property has been converted to a residence on
a separate parcel. A garage has been added to the rear of the house.
No major alterations to the house are apparent.

SIGNIFICANCE
19. Briefly state historical and /or architectural importance (include
dates, events, and persons associated with the site).
This house was built in 1914 for $10,000 for original owners, Neil and
Belle Carmichael. With his brother Dan, and Thomas Hubbard, Neil
Carmichael owned and operated saw mills on the west side of the Santa
Cruz Mountains from 1899 to 1911. Most of the cut lumber was hauled
through Saratoga to the company's yard and planing mill in San Jose.
Neil and Dan Carmichael were two of the ten stock holders in the
company that was formed in 1916 to acquire the land for the small park
or plaza at Saratoga's crossroads, Blaney Plaza.

*The Commission will meet at 14051 Saratoga - Sunnyvale Road at 8:30
a.m. to visit the Heritage Resource known as the Carmichael House
which is proposed for Landmark Designation. The Commission will
convene for their regular meeting directly following this visit.
Commissioners Ansnes, Dutro, Fine, Pepari and Peck and Secretary
White and Planner Dailey met Mr. and Mrs. Dahlbeck at their home on
14051 Saratoga - Sunnyvale Road. The group toured the house and
grounds.
I. ROUTINE ORGANIZATION
A. Roll Call

B. Approval of Minutes of 3/14/95
The minutes were unanimously approved as submitted, MIS Dutro /Fine.
C. Posting the Agenda
Staff reported that pursuant to Government Code Section 94954.2,
the agenda was posted on Friday, April 7.
D. Oral and Written Communications
None.
II. OLD BUSINESS
None.
III. NEW BUSINESS
1. 14051 Saratoga - Sunnyvale Road, Dahlbeck. Review and
discussion of a proposed Heritage Resource Designation.
The Commission commended the applicants on their renovation efforts
and unanimously recommended that the house and grounds be
designated as a heritage landmark, MIS Fine /Peck. Staff was
directed to prepare the appropriate resolution for City Council
review and approval.
2. DR -94 -046, UP -94 -008, Cutler, 14523 Big Basin Way. Review
and discussion of Design Review and Use Permit proposals for
an existing commercial building in the Saratoga village.
The Commission unanimously approved the final architectural plans
and proposed signage for the referenced applications, MIS
Fine /Ansnes.
3. DR -95 -008, V -95 -002, Kim, 20472 Saratoga -Los Gatos Road.
Informational item concerning a Design Review proposal to
build a new commercial building on an existing vacant lot in
the Saratoga village.
The informational item was noted and filed.
4. DR -94 -004, The Oddfellows Home, 14500 Fruitvale Avenue.
Review of proposed renovation of the Oddfellows Home building
which is listed on the Heritage Resource Inventory.
The Commission reviewed the Oddfellows plan and voiced strong
support for the renovation of the Heritage Inventory structure.
They also forwarded the following recommended conditions to the
Planning Commission, HIS Fine /Peck:
1. The Oddfellows Building should be designated as a Heritage
Landmark.
2. The building and grounds should be documented by the Heritage
Commission prior to any future development of the site.
IV. ITEMS INITIATED BY THE COMMISSION
On the occasion of her retirement, Commissioner Anenes was
applauded for her service to the Commission and the community in
matters relating to Heritage Preservation.
V. ADJOURNMENT
The meeting was adjourned to 9 a.m. on tuesday, May 8.

AN ORDINANCE OF THE CITY OF SARATOGA DESIGNATING
THE PROPERTY KNOWN AS THE CARMICHAEL HOUSE
AT 14051 SARATOGA-SUNNYVALE ROAD AS A HISTORIC LANDMARK
The City Council of the City of Saratoga hereby ordains as
follows:
Section 1:. After careful review and consideration of the
report of the Heritage Preservation Commission, the application and
supporting materials, the City Council has determined that the
findings per Exhibit "A" can be made and hereby designates the
property at 14051 Saratoga - Sunnyvale Road as a Historic Landmark.
Section 2: This designation shall become operative and
take effect thirty (30) days from its date of passage.
This ordinance was regularly introduced and after the waiting
time required by law, was thereafter passed and adopted this 17th
day of May , 1995, by the following vote:
AYES: Councilmembers Jacobs, Moran, Tucker, Wolfe and Mayor Burger
NOES: None

1. The Carmichael House has special historical, architectural and
aesthetic value as part of the heritage of Saratoga, Santa Clara
County and the State of California.
2. The Carmichael House satisfies the criteria set forth in Article
13- 15.010 of the City Code and as applied by the Heritage
Preservation Commission.

The Saratoga Heritage Preservation Commission has recently
completed a comprehensive Inventory of historic resources in our
community. We are pleased to notify you that your residence
at 14051 Saratoga - Sunnyvale Road meets the criteria for being
included on this list.
The purpose of the Heritage Resource Inventory.is to establish a
list of documented historic properties in Saratoga. The Heritage
Preservation Commission was assigned the responsibility for
preparing the Inventory by the City Council in 1982. Each
property on the list has been identified as reflecting and being a
part of the unique history of Saratoga. The Inventory has been
prepared in accordance with guidelines established by the State
Office of Historic Preservation, with data gathered from a
variety of sources, including historic documents and books,
interviews with local citizens, and existing county and state
inventories that contain information on Saratoga properties.
Being listed on the Inventory does not carry any form of special
requirements or restrictions' affecting the use, improvement,
alteration or even the demolition of your property. As an
Inventory property, however, you will be able to make use of the
State Historic Building Code, an alternative set of building
regulations that are intended to facilitate the rehabilitation and
preservation of historic buildings. In addition, your property
may qualify for designation as a Saratoga Heritage Landmark, a
special category of outstanding and exemplary historic properties
that are identified in the community by a handsome bronze plaque.
We have enclosed the entire Inventory list and the individual
Inventory form for your property, which gives information about
the building, the property and its history. We would appreciate
your review of this form to let us know if there are any changes
or additions to the form you wish to include. We also anticipate
that there are additional historic resources in the community that
we may have overlooked or have not fully documented yet; if you
know of any that are not on the list, please let us know.
If you have any questions, please direct them to the Commission
through Valerie Young, our staff person,at City Hall (867- 3438).
