The siding was typical of New England, horizontal bungalow rustic with simple wood casement sash. The gables are enclosed and return at the gutter to form the start of a traditional pediment. The roofing material is wood shingle. The building has been remodeled many times, and in recent years the remodeling has changed the appearance so that it no longer has the charm of its original design. t 0 8. Springer came to California overland "tin 1841 with the Bidwell - Bartleson party. Mr. Springer selected McCdrtysville as his home and built his residence across Campbell Creek in 1852. He planted the first sizeable orchard on the west side of Santa Clara Valley and continued to promote commercial fruit production until his death. Mr. Springer was the first superintendent of the Sunday School, which was held in the Sons of Temperance Hall on Oak Street in 1854. In 1858 Mr. Springer was elected to the State Assembly, serving until his untimely death. He died in 1861 at the age of 49. 20. The Heritage Preservation Commission was assigned the responsibility for preparing the Inventory by the City Council in 1982. Each property on the list has been identified as reflecting and being a part of the unique history of Saratoga. The Inventory has been prepared in accordance with guidelines established by the State Office of Historic Preservation, with data gathered from a variety of sources, including historic documents and books,. interviews with local citizens, and existing county and state inventories that contain information on Saratoga properties. Being listed on the Inventory does not carry any form of special requirements or restrictions affecting the use, improvement, alteration or even the demolition of your property. As an Inventory property, however, you will be able to make use of the State Historic Building Code, an alternative set of building regulations that are intended to facilitate the rehabilitation and preservation of historic buildings. In addition, your property may qualify for designation as a Saratoga Heritage Landmark, a special category of outstanding and exemplary historic properties that are identified in the community by a handsome bronze plaque. We have enclosed the entire Inventory list and the individual Inventory form for your property, which gives information about the building, the property and its history. We would appreciate your review of this form to let us know if there are any changes or additions to the form you wish to include. We also anticipate that there are additional historic resources in the community that we may have overlooked or have not fully documented yet; if you know of any that are not on the list, please let us know. Sections: 15- 95.010 Permits, certificates and licenses o . 15- 95.020 Duties•of Planning Director 15- 95.030 Violations as constituting a misdemeanor or infraction offense; penalties • sss 5.15- 95.010 Permits, certificates and licenses ' All' officials, departments and employees of the City vested with the authority or duty to issue permits, certificates or licenses shall comply with the provisions of this Chapter, and shall issue no permit, certificate or license which conflicts with the provisions of this Chapter. Any permit, certificate or license issued in conflict with the provisions of this Chapter shall be void. ' 515- 95.020 Duties of Planning Director The Planning Director shall be the official responsible for the enforcement of this Chapter. In the discharge of this duty, the Planning Director shall have . the :right to enter on any site or to enter any structure for the purpose of investigation ;and inspection; provided, that the right of entry shall , be exercised, only at reasonable hours, and that, in no case, shall any structure be entered in the'absence of the owner or tenant without the written order of a court of competent jurisdiction. The Planning Director may serve notice requiring the removal of any structure or use in violation of this Chapter on the owner or. his authorized: agent, on a.,-tenant, or on an architect, builder, contractor or other person who commits or participates in any violation. The Planning Director may call ' upon •the City Attorney to institute- necessary legal proceedings to enforce the provisions of this Chapter, and the City Attorney hereby is authorized .to institute appropriate: actions to that end.
