Roll Call

Approval of Draft Minutes: Draft Parks and Recreation Commission (PRC) Minutes for the May 11, 2010
meeting.
Old Business:
1. Tree Planting
Issue: Since November 2009, the PRC has been developing of a list of potential locations to
plant trees on City of Saratoga owned property that could be recommended to the
Saratoga Public Works Director. At the May 2010 meeting, the PRC agreed to schedule
additional discussion on the item for the June meeting.
Action: Identify locations to plant trees on City of Saratoga owned property and make a
recommendation to the Public Works Director.
2. MOVE‐IT Saratoga
Issue: At the City Council’s joint meeting with the PRC in March 2010, the Council authorized
the PRC to move forward with plans to challenge the public to walk/run a marathon or
bike a century in Saratoga between May and September 2010. Participants who
complete their miles will be recognized at the September 15, 2010 City Council Meeting.
Action: PRC will discuss MOVE‐IT Saratoga awards.
3. Nesting Box Project
Issue: At the January 2010 meeting, the PRC received a presentation from a member of the
local chapter of the Audubon Society on bird nesting boxes. The Commission agreed to
work with the Audubon Society to place nesting boxes in Saratoga parks.
Action: Discuss status of the project and develop a plan for moving forward with placement of
boxes in the future.
New Business:
4. Music in the Park
Issue: At the City Council’s joint meeting with the PRC in March 2010, the Council authorized
the PRC to move forward with plans to coordinate or support a music in the park type
event.
Action: PRC will discuss plans for a music in the park type event, which is in line with the
Commissions’ Council approved work plan.
5. Saratoga‐Monte Sereno Community Foundation Liaison
Issue: PRC Chair Mark Johnson requested discussion on the possibility of creating a PRC liaison
to the Saratoga‐Monte Sereno Community Foundation.
Action: PRC will determine whether or not to proceed to establish a PRC liaison to the Saratoga‐
Monte Sereno Community Foundation, including any necessary Council approvals.
6. Friends of Saratoga Parks
Issue: PRC Chair Mark Johnson agendized discussion on the development of a friends of
Saratoga parks organization.
Action: PRC will determine if it should initiate development of a friends organization for
Saratoga parks, including any necessary Council approvals.

‐ Johnson requested that motion on item 3, Soccer Net Storage, be clarified to reflect that the PRC
recommended that the proposed storage method be added to user agreements rather than negotiated
with users.

1. Election of Chair & Vice Chair
Issue: The terms of the current Chair and Vice Chair expire May 2010. Per the City of Saratoga Municipal
Code, the Commission is required to select a new Chair and Vice Chair.
Action: PRC will select a new Chair and Vice Chair, who will assume their positions immediately.

2. Nesting Box Project
Issue: At the January 2010 meeting, the PRC received a presentation from a member of the local chapter
of the Audubon Society on bird nesting boxes. The Commission agreed to work with the
Audubon Society to place nesting boxes in Saratoga parks.
Action: Discuss status of the project and develop a plan for moving forward with placement of boxes in
the future.
‐ Goldberg noted that the item was added to the agenda so that the Commission could begin developing a
plan for the next nesting season.
‐ The Commission discussed what needed to be done to place nesting boxes in Saratoga, including
identifying locations for the boxes, getting the locations approved by Public Works Director John
Cherbone, and recruiting volunteers.
‐ The Commission agreed to visit the areas they would like to place nesting boxes, including the San Marcos
Open Space and Parker Ranch area, with Michael Azevedo from the Santa Clara County Chapter of the
Audubon Society. After meeting with Azevedo, the group could seek approval from Cherbone, determine
when the nesting boxes need to be placed, and begin recruiting volunteers.
‐ Johnson volunteered to check with Azevedo to see when he is available to meet and then settle the date
with the PRC.
‐ The Commission requested the item be placed on the June meeting agenda.
3. Tree Planting
Issue: At the November 2009 meeting, the PRC invited Vice Mayor Jill Hunter to speak about the 2015 by
2015 program. At the time, the Commission indicated it was interested in supporting the effort
of the Heritage Tree Society to plant 2015 trees by the year 2015.
Action: Discuss opportunities and make a decision on how to support the Heritage Tree Society’s 2015 by
2015 program.
‐ Goldberg indicated that she added this item to the agenda, since there has been so much interest in the
topic.
‐ The Commission agreed to mark tree planting locations on a map at the September meeting and invite
the public to attend to suggest tree planting locations on public property.
New Business:
4. MOVE‐IT Saratoga Update & Outreach
Issue: At the City Council’s joint meeting with the PRC in March 2010, the Council authorized the PRC to
move forward with plans to challenge the public to walk/run a marathon or bike a century in
Saratoga between May and September 2010.
Action: PRC will discuss status of MOVE‐IT Saratoga and plans for outreach.
‐ Goldberg noted that the Commission needs to publicize the program.
‐ Wilson asked if the City has information about the distances of the pathways in parks.
‐ Goldberg indicated some of the park maps do have this information.
‐ Wilson said it would be helpful to include that information on park maps.
‐ Goldberg agreed and said that the PRC can go out and measure routes, if it is of interest.
‐ Soukup suggested that the City include pathway distances on park map signs.
‐ Goldberg noted that the Pedestrian, Equestrian, and Bicycle Trails Advisory Committee is holding two trail
hikes:
o Parker Ranch on June 5th at 9:00 a.m.
o Heritage Triangle on June 21st at 7:00 p.m.

‐ Morrow shared that the Public Works Department is working with the field use groups to determine
which soccer nets belong to which user groups. Additionally, the City Council will be discussing the
proposed fiscal year 2010/11 budget on May 19, 2010.
‐ Wilson said he is working with Saratoga High School Media Arts Program and one student is very
interested in shooting video of the parks. Wilson requested information about City volunteer
requirements. Wilson asked that the Commission discuss the option at the September meeting.
‐ Goldberg informed the Commission that the Traffic Safety Commission is meeting to discuss and collect
input on the Circulation Element of the City’s General Plan.
‐ Johnson noted that there are some furniture issues at Bellgrove Park, the El Quito pathway is complete,
soccer nets are still a problem at El Quito, and Wildwood still has some graffiti issues.
‐ Johnson also indicated that the chain link fence at Wildwood near the 4th street entrance might be a
safety hazard.
‐ Wilson suggested that new sand be added to the volleyball court at Wildwood.
‐ Wilson said that the Heritage Orchard looks great, Congress Springs appears to have more baseball
activity and equipment than usual, and asked if the baseball equipment at Congress Springs is permanent.
‐ Bruno said that Foothill has a lot of big brown patches in the grass area. She also shared that the Saratoga
Monte Sereno Community Foundation is holding a meeting on May 25 at Plumed Horse, cost is $60 per
person. The Board will be discussing plans for the future, including new funding for community projects.
‐ Soukup said that the Beauchamps tennis court needs to be resurfaced. Benches at Ravenwood are in poor
condition. Gardiner Park looks good.

Subject: Tree Planting
At the November 2009 Parks and Recreation Commission (PRC) meeting, Vice Mayor Jill Hunter
presented information about the Heritage Tree Society’s efforts to plant 2015 trees by the year
2015. During the discussion, the Commission indicated an interest in supporting efforts of the
Heritage Tree Society. One of the ways in which the PRC hoped to support efforts of the 2015
by 2015 program was to provide the Public Works Director with a recommended list of tree
planting locations on City property. Discussion on the list was added to the June 14, 2010
agenda to be finalized.
The Commission has already proposed several locations in the City to plant trees. These
suggested locations included:

‐ Joe’s Trail
‐ Congress Springs Park
‐ Along Glen Brae Drive
‐ North Campus
‐ Christa McAuliffe School boundary
‐ Beauchamps Park

Subject: MOVE‐IT Saratoga
During the City Council’s joint meeting with the Parks and Recreation Commission (PRC), the
Council authorized the PRC to move forward with plans for MOVE‐IT Saratoga. Essentially, the
program challenges the public to walk/run a marathon (26 miles) or bike a century (100 miles)
within Saratoga. Information about the program being led by the PRC was included in the spring
issue of The Saratogan. Additionally, the public can find information, sign up, and report miles
online at www.saratoga.ca.us/moveit. A half page flyer has also been prepared for outreach
purposes. As of June 8, 2010, a total of 25 people have signed up for the MOVE‐IT Saratoga
challenge. Discussion on MOVE‐IT Saratoga has been added to the June 14, 2010 agenda to
provide the PRC with an opportunity to discuss awards for participants who complete their
miles.

Subject: Nesting Box Project
At the January 2010 Parks and Recreation Commission (PRC) meeting, Michael Azevedo from
the Santa Clara County Chapter of the Audubon Society made a presentation on the group’s
efforts to help native bird species through placement of nesting boxes. During the presentation,
Azevedo discussed:
‐ Bird species that are native to Santa Clara County;
‐ How the Audubon Society helps native bird species;
‐ How the Audubon Society uses nesting boxes to track native bird species;
‐ How nesting boxes are used and monitored by volunteers; and
‐ Different methods for placing nesting boxes.
At the time, the Commission agreed to identify 3‐4 nesting box locations in the San Marcos
Open Space area with approval from the Public Works Director. Before nesting boxes could be
placed, however, volunteers would need to be recruited to monitor the nesting boxes. Due to
the limited amount of time, the PRC was unable to recruit volunteers before the beginning of
the nesting season.
At the May 2010 PRC meeting, the PRC began developing plans to place nesting boxes for the
next nesting season. At this meeting, the Commission agreed to visit and identify areas in the
City that would be good nesting box locations in coordination with Michael Azevedo from the
Santa Clara County Chapter of the Audubon Society. After selecting potential locations, the PRC
would then get approval from Public Works Director John Cherbone, determine when nesting
boxes would need to be placed, and begin recruiting volunteers to monitor the nesting boxes.
This project is included under the Commission’s goal “Celebrate Nature”.

Subject: Music in the Park
In March 2010, the Parks and Recreation Commission (PRC) met with the City Council to discuss
the Commission’s work plan. Council approved the Commission’s work plan, which was broken
up into three goal areas that include “One Saratoga”, “Celebrate Nature”, and “Healthy City”. In
addition to each of these goal areas, the Commission proposed activities to achieve each of the
suggested goals.
Under “One Saratoga”, which is focused on getting Saratoga residents active in the parks and
recreation system, the PRC suggested holding a music in the park event. Council agreed to the
suggested activity. At the May 2010 PRC meeting, the Commission agreed to agendize
discussion on organization of a music in the park event at the June meeting.
To host a music in the park event, the Commission will need to get a special event permit.
Special event permits cost $100 and can be obtained through the City’s Code Compliance
Specialist Jana Rinaldi. Additionally, the PRC may want to consider reserving park space to
secure the location of the Commission’s event. Park rental fees vary depending on the
section/amenities of the park to be rented. Not all of the City’s parks are available for
reservation.
The City’s budget does not include funding for the Parks and Recreation Commission to hold a
music in the park event. However, the City Council did set aside unallocated funds for
community events in the 2010/2011 fiscal year budget. The Commission may want to ask the
City Council to use a portion of this unallocated money to waive fees for the special event
permit and park rental.

PICNIC AREA / PARK RESERVATION AND USE POLICY
• Please bring your receipt with you on the day of your event. The receipt shall
serve as a special or group use permit pursuant to Articles 11-05.050 and 11-
10.101 of the Municipal Code.
• A reservation will secure the picnic area only, which includes picnic tables and
benches.
• Fires are restricted to BBQ pit provided by the City at the picnic area. NO
personal BBQ's are allowed in the park.
• No reservations will be accepted for special activity days designated by the City.
• Groups of minors must be supervised by 1 adult per 20 minor children.
• The park is open to the public. Group reservations are allowed for the picnic area
only, and does not intend or mean exclusive use of the park.
• The use of Jumpy houses is allowed in the park. The company supplying the
Jumpy house should send proof of insurance to the Recreation Dept fax number
408.868.1279. There is an electrical outlet at Wildwood Stage area, but there
are no electrical outlets at El Quito Park.
• When renting Volleyball Courts, Horseshoe Pits, Bocce Ball Courts, and Tennis
Courts, you must supply your own equipment.
• Dog owners are responsible for the maintance of their dog while in the park, and
to keep the dog on a leash.
• No amplified sound will be allowed. Recorded sound of musical instruments may
be used if approved with the application. Contact the city Code Enforcement
Officer at 868-1214.
• Motorized vehicles are not allowed in the park.
• Please leave the picnic area clean with all trash placed in receptacles provided
by the City. It is advisable to bring additional trash bags to compensate for
excess trash.

• The City of Saratoga is in compliance with the American with Disabilities Act and
will make reasonable accommodations to ensure that facilities, programs and
services are accessible to disabled individuals. To request accommodations,

• USE OF ALCOHOLIC BEVERAGES
o Pursuant to Articles 11-05 and 11-10 of the Municipal Code, picnickers
may drink alcoholic beverages in City parks on Saturdays & Sundays
between the hours of 8:00 am and dusk. Alcohol in El Quito Park or
Wildwood Park requires a permit, which is available through the Code
Compliance Specialist. No alcohol may be sold in the park without a
temporary license from the Alcoholic Beverage Control Board.
• FEES - Payment of fees secures your park rental.

• CANCELLATION POLICY
Reservation fees will be refunded in full, minus a $15 processing fee, up to six
months in advance of the rental date. Reservations cancelled between 6 & 3
months in advance will receive a 50% refund minus a $15 processing fee.
Reservations less than 3 months in advance will forfeit 100% of the rental fee.

Subject: Saratoga‐Monte Sereno Community Foundation Liaison
Parks and Recreation Commission (PRC) Chair Mark Johnson requested that this item be added
to the June PRC agenda to provide the Commission with the opportunity to discuss establishing
a PRC liaison to the Saratoga‐Monte Sereno Community Foundation (SMSCF).
The SMSCF is a non‐profit organization that strives to improve the quality of life in Saratoga and
Monte Sereno by strengthening local facilities, services, and events. For more information
about SMSCF, visit http://www.smscf.org/.
Staff has consulted with the City Attorney to determine if Council approval is necessary to
assign a PRC liaison to the SMSCF. The City Attorney indicated that Council approval would be
required depending on the nature of the relationship with the SMSCF.
Should the PRC decide to assign a member from the PRC to attend SMSCF meetings to
represent the Commission and interact with the SMSCF on behalf of the PRC, the PRC will need
to obtain Council authorization through a Council resolution to establish a formal liaison
relationship with the SMSCF. The resolution making the designation should establish the
ground rules for what the PRC liaison to the SMSCF is authorized to do and/or say on behalf of
the PRC.
Alternatively, the PRC may ask one member of the Commission to attend SMSCF in an
individual capacity to take notes and report to the PRC on activities of the SMSCF. In this case,
Council approval would not be required. However, the PRC member reporting on SMSCF
meetings would have no authority to represent or act on behalf of the PRC or the City.

Parks and Recreation Commission (PRC) Chair Mark Johnson requested that this item be added
to the June PRC agenda to provide the Commission with the opportunity to discuss creation of a
Friends of Saratoga Parks organization in collaboration with the Saratoga‐Monte Sereno
Community Foundation (SMSCF).
Staff reviewed the proposal with the City Attorney to determine if Council approval is necessary
to create a Friends of Saratoga Parks organization and/or partner with the SMSCF to establish a
Friends of Saratoga Parks organization. The City Attorney indicated that Council approval would
be required before the PRC can begin planning a Friends of Saratoga Parks organization or
propose the idea to the SMSCF. If a Friends of Saratoga Parks organization is created, the
Council will also need to authorize and define any ongoing relationship the PRC may have with
a Friends of Saratoga Parks organization.
