TRAFFIC SAFETY COMMISSION
REGULAR MEETING
Minutes
DATE: May 14, 2015
TIME: 6:30 PM – 9:30 PM

Call to Order 6:30 p.m.
Present: Cosyn, Guichard, Kane, Musselman and Vita
Absent: Chen, Harris

- MUSSELMAN MOTIONED FOR APPROVAL
- GUICHARD GAVE SECOND MOTION
- APPROVED 5-0-0
- TSC moved the Sheriff’s report after the Staff Report to discuss the Wardell and
Saratoga-Sunnyvale intersection.
Staff gave report/ status updates.
- Staff provided an update to the audience letting them know that the City plans to review
the traffic lights at Wardell/ Cox and Saratoga-Sunnyvale Road as part of the City’s
review of potential traffic lights upgrade in the City.
- There was a brief discussion about split phasing at that intersection.
- Staff stated that it will be revisiting all potential intersections over the next several
months.

1. Traffic Matrix #339
Issue: Request for solutions to reduce speeding on Mellon Drive by Tanya Roosta
Action: TSC will review traffic calming plan developed by the traffic engineer and make
recommendation.
- TRAFFIC ENGINEER RECOMMENDED STRIPING AND BOTTS’ DOTS TO
DELINEATE SPECIFIC AREAS AS CONTROL MEASURES.
- MUSSELMAN MOTIONED TO FOLLOW TRAFFIC ENGINEER
RECOMMENDATION
- GUICHARD GAVE SECOND MOTION
- APPROVED 5-0-0
2. Traffic Matrix #339
Issue: Review Traffic calming possibilities on Arroyo De Arguello neighborhood based on
survey results.
Action: TSC will review traffic calming plan developed by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER GAVE THE FOLLOWING RECOMMENDATION-
1) AT PROSPECT - INSTALL CORNER BULBOUT,
2) AT RAILCROSSING- INSTALL PAINTED BULBOUTS AND ADD BOTTS’ DOTS
CLOSER TOGETHER AND ADD ADVISORY SPEED AND TURN SIGNS- (NO
NEED TO GO TO COUNCIL). 11’ PER LANE.
3) KREISLER- PAINT BULBOUTS FIRST-PHASED APPROACH.
4) WARDELL AND ARROYO- BULBOUT
5) WARDELL – INDSTALL DOUBLE YELLOW LINES SOUTH OF WARDELL TO
COMPLETE THE GAPS.
6) COMER DRIVE- TRIMMING BUSHES.
7) MINIMUM BIKE SIGNAGE AT FOUR DIFFERENT LOCATIONS.
- MUSSELMAN MOTIONED TO MAKE A CHANGE AT RAILROAD CROSSING AS
RECOMMENDED BY THE TRAFFIC ENGINEER (#2) AND TRIMMING AT COMER
AND VIA RONCOLE AND OTHERS IDENTIFIED IN THE PLAN (#6).
- AT NEXT MEETING JULY 9TH 2015 HAVE A RECOMMENDED PRIORITIZATION
OF PROJECTS FROM THE TRAFFIC ENGINEER FROM A SAFETY STANDPOINT
FOR DISCUSSION.
- VITA GAVE A SECOND MOTION.
- APPROVED 5-0-0
- GUICHARD MOTIONED TO RESTRICT PARKING ON PROSPECT
INTERSECTION.
- COSYN GAVE A SECOND MOTION
- APPROVED 5-0-0
July 9 Meeting Items
- Review of intersections requiring traffic lights upgrade.
- Receive Fehr Peers NACTO presentation.
Saratoga/Herriman- 2 p.m. On Saratoga Ave, left on Herriman. Move the intersection for traffic
signal.
