HomeMy WebLinkAbout11-12-2015 TSC Meeting MINUTES CITY OF SARATOGA TRAFFIC SAFETY COMMISSION REGULAR MEETING MINUTES DATE: November 12, 2015 TIME: 6:30 PM – 9:30 PM LOCATION: Administrative Conference Room 13777 Fruitvale Avenue, Saratoga, CA 95070 Call to Order Present: Chen, Cosyn, Guichard, Harris, Kane, Vita Absent: None Staff: Mainini Cabute, John Cherone, Franziska Church Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted onNovember 3, 2015. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. Approval of Draft Minutes September 10, 2015 - COMMISSIONER GUICHARD MOTIONED TO APPROVE - COMMISSIONER VITA GAVE SECOND MOTION - APPROVED 6-0-0 Sheriff’s Report to the Commission - SHERIFF GAVE REPORT TO COMMISISON Old Business 1. Traffic Matrix #318 Issue: The City conducted a comprehensive traffic evaluation of the Arroyo De Arguello neighborhood in 2014. The City engineer made several traffic calming recommendations at various locations in the neighborhood to address concerns voiced by residents. At the March 2015 TSC meeting, the Commission reviewed the traffic calming possibilities and voted for the City to make changes at the rail crossing to improve safety. At that same meeting, the Commission asked that the item be brought back to the Commission for further discussion regarding the prioritization of the remaining traffic calming recommendations. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER PROVIDED LIST OF PROJECTS AND ASKED COMMISSIONERS TO PRIORITIZED - PUBLIC WORKS DIRECTOR JOHN CHERBONE SUGGESTED THAT WE BUNDLE ALL OF THE PROJECTS IF APPROVED ALL OF THE ITEMS. - COMMISSIONER VITA MOTIONED TO BUNDLE ALL OF THE PROJECTS IN ONE BUNDLE AND MOVE FORWARD WITH IMPLMEENTATION. - COMMISSIONER CHEN GAVE SECOND MOTION - APPROVED 6-0-0 2. Traffic Matrix #347 (WRITE LETTER TO SCHOOL) Issue: Request for restricted vehicle parking on Melinda Circle by Alex Pang. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDED HAVING CLEAR PATHS OF TRAVEL WITH ENHANCED VISIBILITY. RESTRICTED PARKING AT CORNERS. AT KRISTY- 50 FEET- RESTRICT PARKING TO ALLOW TRAVEL. DOUBLE YELLOW AROUND THE CORNER. CROSSWALK LEADS PEDESTRIANS WHERE THEY SHOULD WALK AND ALERTS VEHICLES WHERE TO EXPECT PEDESTRIANS - COMMISSIONER VITA MOTIONED TO PAINT KRISTY LANE CORNERS RED AND TIME OF DAY RESTRICTION (INCLUDE STREET SWEEPER SCHEDULE AND FIGURE OUT WHAT TIME IN THE MORNING AND WHAT TIME IN THE AFTERNOON) ON MELINDA CIRCLE CORNER AND IMPLEMENT CROSSWALK ACROSS KRISTY. - COMMISSIONER KANE AMENDED THE MOTION TO EXTEND NO PARKING AROUND CORNERS FOR VISIBILITY CROSSWALK AND ADD DIRECTED ENFORCEMENT AND DOUBLE YELLOW AROUND MELINDA - COMMISSIONER HARRIS GAVE SECOND MOTION - APPROVED 6-0-0 3. Traffic Matrix #348 and #350 Issue: Request for traffic calming/ speed calming between Cox and Glen Brae by Jeni Pickard, including a flashing beacon crosswalk on Cox and Miller by Michael Chen. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER STATED THAT VEHICLE OPERATORS NEED TO BE PATIENT. SOFT RECOMMENDATION ON FLASHING CROSSWALK AS THERE IS A LOW NUMBER OF PEDESTRIANS - COMMISSIONER KANE MOTIONED THAT WE MAINTAIN CURRENT STATUS. - COMMISSIONER COSYN GAVE SECOND MOTION. - APPROVED 6-0-0 New Business 4. Traffic Matrix #351 Issue: Request for improved traffic flow heading west on Saratoga Avenue at Fruitvale Avenue intersection by Gang Liu. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER STATED THAT THIS AREA HAS BEEN STUDIED EXTENSIVELY OVER THE YEARS AND CURRENT TRAFFIC FLOW REFLECTS DECISION MADE TO ALLEVIATE CONGESTION CAUSED BY WEST VALLEY COLLEGE STUDENTS. - COMMISSIONER CHEN MOTIONED THAT STAFF EXPLORE 4 LANES AT SARATOGA/FRUITVALE INTERSECTION… DOUBLE LANE GOING LEFT AND DOUBLE LANE GOING THROUGH - COMMISSIONER VITA GAVE A SECOND MOTION - APPROVED 6-0-0 - COMMISSIONER CHEN MOTIONS TO STUDY MOVING THE SIGN ON FRUITVALE THAT OBSTRUCTS VIEW OF DESIGNATED LEFT LANE. - COMMISSIONER GUICHARD GAVE SECOND MOTION. - APPROVE 6-0-0 5. Election of Chair and Vice Chair Issue: The terms of the current Chair and Vice Chair expire in December 2015. Per the City of Saratoga Municipal Code, the Commission is required to elect a new Chair and Vice Chair. Action: The PRC will elect a new Chair and Vice Chair, whose terms will begin at the January 2016 PRC meeting.
