Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Rajiv Mathur 408-867-4361 Walnut Avenue one stop before High School. Approval of Draft Minutes May 14, 2015 -COMMISSIONER VITA MOTIONED TO APPROVE MINUTES -COMMISSIONER CHEN GAVE SECOND MOTION -APPROVED 7-0-0 Sheriff Gave Report to the Commission Old Business 1. Traffic Matrix #327 Issue: Request for stop sign at the corner of Howen Drive and Saratoga Vista by Nagesh Sreedhara. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDED A YIELD SIGN AND CHATTER BARS. - COMMISSIONER GUICHARD MOTIONED TO IMPLEMENT CHATTER BARS COMMISSIONER MUSSELMAN GAVE SECOND MOTION - 6-1-0 COMMISSIONERS APPROVED WITH COSYN OPPOSED - COMMISSIONER CHEN MOTIONED TO HAVE THE TRAFFIC ENGINEER EXPLORE SIGNAGE A THE INTERSECTION TO BE REPORTED AT THE NEXT MEETING - COMMISSIONER COSYN GAVE SECOND MOTION - APPROVED 7-0-0 New Business 2. Traffic Matrix #342 Issue: Request for restricted parking on the small stretch on Carneil Avenue that connects to Saratoga-Sunnyvale by Janani Mahalingam. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDS NORTH SIDE PARKING RESTRICTION. - CHEN MOTIONED TO INSTALL NO PARKING SIGNS ON BOTH SIDE OF THE STREET. - COSYN GAVE SECOND MOTION FOR PARKING RESTRICTION ON BOTH SIDES - APPROVED 4-3-0 COMMISSIONERS KANE, MUSSELMAN, AND VITA OPPOSED - CHEN MOTIONED TO THAT STAFF COMMUNICATE TO RESIDENTS TO TRIM FOLIAGE - COSYN GAVE SECOND MOTION - APPROVED 7-0-0 COMMISSIONERS - - TRAFFIC ENGINEER RECOMMENDED PARKING RESTRICTION ON BOTH SIDES OF THE SUMNER STRETCH OF THE ROAD. - COMMISSIONER MUSSELMAN MOTIONED TO TAKE NO ACTION - COMMISSIONER CHEN GAVE SECOND MOTION. - APPROVED 7-0-0 3. Traffic Matrix #343 Issue: Request for lighted crosswalks at the intersection of McCoy Avenue and Quito by Carolyn Driscoll. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDED PEDESTRIAN ACTIVATED CROSSWALK, ONE ON EACH SIDE AND AT THE MEDIAN AND TO ASK SAN JOSE TO SHARE COSTS - COMMISSIONER HARRIS MOTIONED TO HAVE DIRECTED ENFORCEMENT OF CROSSWALK AND FOLLOW ENGINEERS RECOMMENDATION - COMMISSIONER KANE AMMENDED TO ADD THIS PROJECT IN THE 2016 COUNCIL CIP SCHEDULE - COMMISSIONER KANE GAVE SECOND MOTION - APPROVED 7-0-0 COMMISSIONERS 4. Traffic Matrix #344 Issue: Request for stop signs at La Paz/Aspesi and Casablanca/Myren by Dawn Murakami, Colleen Balough, and Chris Tar. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDED TAKING INCREMENTAL APPROACH WITH DIRECTED ENFORCEMENT. REVIEW LOCATIONS FOR INPAVEMENT WARNING SPEED SIGNS. COME BACK IN NOVEMBER WITH NEW SPEED SURVEY AND VEHICLE VOLUMES AT LOCATIONS AND FIND LOCATIONS TO PUT INPAVEMENT SIGNS THAT SHOW 25 MPH - COMMISSIONER MUSSELMAN RECOMMENDS TO DIRECT TRAFFIC ENGINEER TO LOOK AT MORE DATA WHEN SCHOOL IS IN SESSION AND ASK FOR DIRECT ENFORCEMENT AS SOON AS POSSIBLE - COMMISSIONER CHEN GAVE SECOND MOTION. - APPROVED 7-0-0 5. Traffic Matrix #345 Issue: Request for speed bumps on Pierce Road by Robin and Steve Atherton. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDED PERMANENT RADAR FEEDBACK SIGNS AT CORNER OF PIERCE AND BELLA VINA - COMMISSIONER MUSSELMAN RECOMMENDED IMPLEMENTING THE TRAFFIC ENGINEER’S RECOMMENDATION - COMMISSIONER GUICHARD GAVE SECOND MOTION. - APPROVED 7-0-0 - COMMISSIONER KANE MOTIONED TO HAVE TRAFFIC ENGINEER TAKE MEASUREMENTS OF THE SPEED IN 6 MONTHS TO COLLECT DATA AND EVALUATE EFFECTIVENESS OF RADAR FEEDBACK SIGN - COMMISSION MUSSELMAN GAVE SECOND MOTION. - APPROVED 7-0-0 7. Fehr and Peers Presentation on NACTO - MOVED TO NEXT MEETING DUE TO LATENESS OF MEETING 8. Staff report/ status updates. Preliminary evaluation on potential changes to signal phasing at select locations.
