HomeMy WebLinkAbout09-10-2015 TSC Meeting Minutes CITY OF SARATOGA TRAFFIC SAFETY COMMISSION REGULAR MEETING Draft Minutes DATE: September 10, 2015 TIME: 6:30 PM – 9:30 PM LOCATION: Administrative Conference Room 13777 Fruitvale Avenue, Saratoga, CA 95070 Call to Order PRESENT: Chen, Guichard, Harris, Kane, Vita ABSENT: Cosyn Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on September 3, 2015. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. [Note: Contact Monish Suvarna. Sandhya Karkera- 20543 Ashley Way and Yolo 650-384-0824) Approval of Draft Minutes July 9, 2015 - COMMISSIONER VITA MOTIONED TO APPROVE - COMMISSIONER CHEN GAVE 2ND MOTION - APPROVED 5-0-1 Sheriff’s gave report to the TSC Old Business None. New Business 1. Traffic Matrix #346 Issue: Request for restricted parking of construction vehicles at Glen Una by Don Prolo. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER GUICHARD MOTIONED TO DO NOTHING. - COMMISSIONER VITA GAVE SECOND MOTION. - APPROVED 5-0-1 2. Traffic Matrix #347 MOVED TO NOVEMBER Issue: Request for restricted vehicle parking on Melinda Circle by Alex Pang. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. 3. Traffic Matrix #348 Issue: Request for traffic calming/ speed calming on Cox between Miller and Glen Brae by Jeni Pickard. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDED TO BRING THE ITEM BACK TO NOVEMBER AS THE DESCRIPTION OF THE ISSUE DID NOT REFLECTALL OF THE REAL TRAFFIC ISSUES THAT WERE DESCRIBED VERBALLY AT THE MEETING. - COMMISSIONER KANE MOTIONED TO BRING BACK THIS ITEM IN A DISCUSSION OF PEDESTRIAN AND BICYCLE TRAFFIC ON COX AVENUE AS IT PERTAINS TO GETTING TO SCHOOL AND DISCUSS THE CROSSWALKS IN THAT AREA. - COMMISSIONER CHEN GAVE SECOND MOTION. - APPROVE 5-0-1 4. Traffic Matrix #349 Issue: Request for traffic calming/speed calming on Bohlman by Aarti and Anupam Awasthi. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDS MAYBE A LARGER MIRROR. EXTEND STRIPING TO HELP GUIDE CARS ON THE RIGHT SIDE OF STREET AND INCREASE BOTTS DOTS. TRIM SHRUBS ON BOTH SIDES OF THE ROAD TO ENHANCE SIGHT VISIBILITY. - (NOTE- MIRRORS ON TOP OF SIGNS NEAR HIDDEN VIEW AND BOHLMAN) - COMMISSIONER KANE S SUGGESTED THAT THE YELLOW LINES SHOULD BE FRESH AND BOTTS DOTTS. - GUICHARD STATED THAT THOSE THAT LIVING THERE SHOULD KNOW THE CONDITIONS OF THE ROAD AND THERE’S NOT MUCH WE CAN DO ABOUT IT. - ACCEPT TRAFFIC ENGINEERS RECOMMENDATION. - COMMISSION VITA MOTIONED TO FOLLOW RECOMMENDATION - COMMISSIONER HARRIS GAVE SECOND MOTION. - APPROVED 5-0-0 Staff report and status updates - #327- Howen and Saratoga Vista signage. Yield limit lines (shark teeth). - Commissioner Kane motioned to place no signage however, there is an option for residents to place reflectors to enhance awareness of property at the turn and the City should offer that option to the residents. - Commissioner Chen gave second motion. - Approved 5-0-1 Adjournment - COMMISSIONER CHEN MOTIONED TO ADJOURN - COMMISSIONER HARRIS GAVE 2ND MOTION - APPROVED 5-0-1 Certificate of Posting of Agenda: I, Mainini Cabute, Public Works Analyst for the City of Saratoga, declare that the foregoing agenda for the meeting of the Traffic Safety Commission of the City of Saratoga was posted on September 3, 2015 at the office of the City of Saratoga, 13777 Fruitvale Ave., Saratoga, CA 95070 and was available for public review at that location.
