PLACE: Crisp Memorial Conference Room, Saratoga City Offices, 13777 Fruitvale Avenue, Saratoga, Calif. 95070 TYPE: Regular Meeting I. ORGANIZATION A. ROLL CALL PRESENT: Commissioners Belanger, Fischer, Gordon, Kayhan, Randazzo, Smith and Weiss. ABSENT: Commissioners McLeod and Wright. B. MINUTES The Minutes of the February 25, 1974 meeting were approved as submitted. II. OLD BUSINESS A. RECOMMENDATION ON TRAFFIC SIGNAL - COMMISSIONER GORDON Commissioner Gordon felt that the safety problem existing at the intersections of Saratoga Ave. and Fruitvale Ave.,and Fruivale Ave. and Allendale Ave should be corrected as soon as possible, regardless of the financial problems involving the Allendale and Fruitvale Avenues signal. Commissioner Gordon will prepare a recommendation to the City Council urging correction of this problem to be approved by the Commission at the next meeting. B. DISCUSSION BY DIRECTOR OF COMMUNITY SERVICES ON FUTURE TRAILS THROUGH WATER WORKS PROPERTY. Miss Sampson said that the General Plan review is nearly complete, and that work on a specific trails plan for Saratoga should begin soon. This could be done either through the Parks and Recreation Commission or a. Citizens' Committee. She Could not answer specific questions about the Water Works property, which is in Saratoga's Sphere of Influence, but the Mid - Peninsula Regional Parks District has established a. trails -1- A SARATOGA YOUTH COMMISSION - MINUTES - MARCH 11, 1974 - continued committee which will be dealing with trails throughout the Santa Clara Mountains. In the Sphere of Influence area, Saratoga. does act as an advisor in its development. For more information about the Mid - Peninsula Regional Park trails committee she suggested contacting Mrs. Kay Duffy. Trails could be developed to accomodate pedestrians, equestrians and bicycle, but the bicycle section increases the cost considerably. In developing trails parallel to roads, gas tax monies can be used. Trails now existing on private property can be used by the public under conditions of "accepted trespass ", but not if the property has been posted with No Trespass signs. Commissioner Kayhan said that there is a No Trespass sign at the Big Basin WUy entrance to the Water Works Property. The Commission asked for information regarding the trails to Vasona Park in Los Gatos. III. NEW BUSINESS A. AZULE PARK MOTOCYCLE PROBLEM. Miss Sampson said that the City wants to take some action to control the motocycle problem now existing at Azule Park. The Parks and Recreation Commission suggested coordinating a. weekend of intense patrol of the park involving the City, residents, Perks and Recreation Commission and the Youth Commission. This would be to inform the people using the park that motocycles are illegal; and no citations will be given. There will be publicity before this weekend to inform the community that motocyclesshould not be in the park, not about the weekend patrol. The Commission is interested in being involved in the project, and Miss Sampson will report back when definate plans are made. B. SELECTION OF REPRESENTATIVE TO HELP FOR A COUNTY COMMISSION Chairman Weiss said that the San Jose Youth Commission is coordinating an effort to establish a Santa Clara. County Youth Commission to serve as an advisory board to the County Board of Supervisors. Commissioner Gordon will contact Pat Gepel-a� regarding this. REPORT ON SMOKING AT YOUTH CENTER SURVEY - COMMISSIONERS FISCHER AND KAYHAN The Commission decided they would like to expand the survey to include: 1. Information explaining the series of concerts they would like to present; 2. Specify that only senior high school students and older will be allowed; 3. Would you come if smoking were not allowed? 4. If you do not smoke, would you come if smoking were allowed? The Committee working on the survey will complete it for the next meeting. V. COMMUNICATIONS A. WRITTEN Commissioner Saitta submitted a written resignation from the Commission because her work interferes with involvement in the Commission activities. B. ORAL The following dates were set for newspaper articles= v.
