I. ROUTINE ORGANIZATION

Approval of the minutes of March 'S, 1981 . was postponed until the
next meeting.
II. PUBLIC HEARINGS
A. SDR -1486 - Tor Larsen, Pierce Road, Tentative Building Site Approval -
3.,Lots; and Negative Declaration
Staff explained that the applicants were proposing to subdivide two
pieces of property into three in the R -1- 40,000 zoning district,
between Pierce Road and Ashley Court. One recently built residence
exists on the site. The Planning Commission had. reviewed the site
with respect to access in October of 1980, and the proposed map was
in accordance with. their concerns. The cul- de -sa.c off of Ashley
Court would provide access for two proposed residences, and the map
showed an additional secondary access to Pierce Road. An exception
for the minimum access road.off of a cul =de -sac was required .in
order to approve the site. Mr. Trinidad questioned whether or not
the LDC had the right to grant such an exception, and it was deter -.
mined that the LDC would review the site and send it to,the Planning
Commission for action..
The public hearing was opened at 10:10 a.m.
Mr. Heiss explained the proposed access to Parcel B, with.Commissioner
Laden indicating that the Commission did not want to increase any
access onto Pierce Road. Additionally, they had wanted Ashley Way
terminated with a cul -de -sac. Staff indicated that there was a
history of complaints on the drainage in the area from Ashley and
Carniel. Court. Mr. Heiss explained the concept he had for drainage,
which the LDC discussed. at length. It was determined that two
drainage systems would be constructed on the site. The first one
would pick up the drainage from the lots to the west of the access
driveway to P_ircel B; the second would take the surface and roof
water, at level 370 and above, to the street. It was indicated
that the roof water of the existing house probably would not be able
to be put into this system; however, it had a French drain system
that was working well.
Mr. and Mrs. Snyder and Mrs. Ichikawa, of Foothill Lane, stated that
they were concerned about the access road. proposed for Parcel. B.
Mr. Snyder stated that it was 12 ft. -from his house, and he was con-
cerned about the noise that would be created nea.r his two bedrooms.
He wondered if there were any alternative solution. The L.DC dis-
cussed landscaping and reducing the size.of the access road with.
the Snyders. It was determined to require 10 ft. of landscaping
adjacent to the Snyders' and Ichikawas' homes, and to screen it with
a wooden fence 4. to 5.,f.t. in.height. Mrs. Snyder indicated that she

thought the fencing did not sound that bad, especially since only
one house would be accessing from the driveway.
It was directed that the public hearing on this item be continued to
the Planning Commission meeting of April 8, 1981. The LDC asked
that the revised Staff Report be sent to the Planning Commission,
along with the Negative Declaration.
III. MISCELLANEOUS
A. SDR -1370 - George Day (Irany), Mt. Eden Road, Tentative Building
Site Approval - 1 Lot, Request for a One -Year Extension
The LL`C reviewed the previous approval, and it was moved and
seconded to approve a second one -year extension for SDR -13;0. The
motion was carried unanimously. Mr. Vogel, the applicant's actorney,
was present for this discussion and expressed a desire to also have
SDR -1290 extended for a year. It was determined that this extcn-
si.on should be referred to the appropriate body, most probably the
City Council, for them to make a decision on the question of an
extension for SDR- 1290.
B. SDR -1.413 - Perry and Marcia West, Via Regina, Tentative Building
_Site Approval - _1 Lot, Request for a One -Year Extension
Marcia West was present for the discussion. A motion was made and
seconded to extend SDR -1413, as modified on appeal to the Council,
for an additional one year. The motion was carried unanimously.
C. SDR -1480 - P €a S Construction (Daniels), Pierce Road, Tentative
Building Site Approval - 2 Lots, Request for Modification
to Site Development Plan; Continued from 2/19/81.
Staff indicated that the applicant had requested a sixty -day exten-
sion. A motion was made and seconded to approve this extension
for SDR -1480. The motion was carried unanimously.
IV. ADJOURNMENT
A motion was made and seconded to adjourn the meeting. The motion was
carried unanimously.
