MINUTES

I. ROUTINE ORGANIZATION
A. Roll Call
Committee Members Present: R. Shook, R. Robinson, and Commissioner

B. Minutes
It was moved and seconded to waive the reading of the minutes of
June 7, 1979 and approve as distributed. The motion was carried
unanimously.
II. BUILDING SITES /SUBDIVISIONS
A. SDR -1386 - Michael Valley, Kittridge Road, Tentative Building Site
Approval - 1 Lot; Continued from June 7, 1979
The applicant and his engineer were present for this discussion,
which involved the agency reviews of the site, the multiple deter-
minations that the site was marginal from the City Geologist and
the Santa Clara County Health Department, and the negative recom-
mendation from the Director of Inspection Services. The driveway
access was questioned, and it was decided to make an on -site inspec-
tion prior to the next meeting. Jack Shenk, the engineer on the
project, requested clarification of Conditions II -D, III -C and
IV -B in the Staff Report, and these conditions were discussed.
It was directed that this item be continued to the July 19, 1979
meeting.
B. SDR -1387 - James Rosenfeld, Big Basin, Tentative Building Site
Approval - 1 Lot; Continued from June 7. 1979
The applicant and his architect, Mr. Heid, were present for this
discussion, which included the relationship of the proposal to the
Parking District (the applicant had been unable to secure any
additional signatures), the access necessary for the site if the
Masek proposal did not develop, the easements that might improve
the parking situation, and the grade differential of the property.
It was moved and seconded to approve SDR -1387 per Exhibit "B -3"
as modified by Exhibit "B -411, and the Staff Report dated September
19, 1978, with the following changes: Condition II -I is to be
added, to read: "Construct improved vehicular access open to the
public from Big Basin Way (improved to minimum access road
standards) ". Condition III -J is to be added, to read: "Any grading
within creek bank shall be planted with California natives to mini-
mize erosion ". Condition V -C shall read: "Provide 14 foot clearance
over the road or driveway (vertical) to building site-(may be.
reduced as approved by Staff). Remove all limbs, wires or other
obstacles." Condition VII -A is to read: "Dedicate right of way
(in easement) along entire creek frontage.... ". Condition VIII -D
is to read: "Provide parking spaces or proof of parking spaces
with access equaling the ratio to be provided with the Parking
District.... ". The motion was carried unanimously.
C. SDR -1403 - Ralph Mares, Mt. Eden Road, Tentative Building Site
Approval - 4 Lots; Continued from June 7. 1979
It was moved and seconded to deny SDR -1403, subject to receipt of
a letter of continuance. The motion was carried unanimously.

D. SDR -1414 - Warren Jacobsen, Saratoga - Sunnyvale Road, Tentative
Building Site Approval - 1 Lot Commercial; Continued
from June 7. 1979
The new cross - sections,which had been submitted, were reviewed
and drainage for the site was discussed. It was moved and seconded
to approve SDR -1414, per Exhibits "B -3(a) and (b)" and the Staff
Report dated May 17, 1979, with Condition III -C -2 to read: "Drainage
details (conduit type, slope, outfall, location, etc.) (drainage
shown on plan specifically not being approved at this time). The
motion was carried unanimously.
III. MISCELLANEOUS
A. SDR -1415 - Kelly- Gordon Co., Live Oak Lane, Request for a Modifica-
tion of Conditions for Enzineered Improvement Plans
Mary Ann Marr, representing the applicant, was present for the
discussion, which involved the street improvements required. Staff
stated that if this applicant did improve the street to public
street standards as conditioned, it would connect to a private
road. It was moved and seconded to approve modifications to the
Staff Report dated Aprill8, 1979 in order to defer the street
improvements until the entire road could become public. The motion
was carried unanimously.
IV. COMMUNICATIONS
1. 10S76.2 - It was moved and seconded to revise Condition No.
32 to read: "T Neplumbing and kitchen facilities are to be removed in
the second dwelling unit (structure) prior to issuance of a building
permit ".
V. ADJOURNMENT
Commissioner Zambetti moved to adjourn the meeting in memory of
Ms. Rose Rispaud. The motion was seconded and the meeting was
adjourned.
