MINUTES

I. ROUTINE ORGANIZATION
A. Roll Call
Committee Members Present: R. S. Shook, R. S. Robinson, and
Commissioner Laden
Staff Members Present: K. Kerdus, D. Trinidad, and
R. Harison
B. Minutes
It was moved and seconded to waive the reading of the minutes of
November 6, 1980 and approve as distributed. The motion was
carried, with Commissioner Laden abstaining since she was not
present at the meeting.
II. MISCELLANEOUS
A. Mr. and Mrs. Corcoran, 14437 Sobey Road, Modification to a Site
Development Plan for a Swimming Pool
The Committee reviewed the revised plan showing two proposed
retaining walls. It was moved and seconded to approve the
modification, per Exhibit "G" dated October 28, 1980. The
motion was carried unanimously.
B. Mr. and Mrs. Reid, Via Colina, Modification to a Site Develop-
ment Plan for a Swimmimz Pool
Mr. Paul McMullen, the landscape architect, was present for the
discussion. The Land Development Committee reviewed the plans
as proposed and questioned the septic tank and existing trench
on the site. Mr. McMullen explained that a trench had been dug
for the Health Department in order to receive their approval of
the pool. It was then moved and seconded to approve the modi-
fication per Exhibit "F" dated November 13, 1980. The motion
was carried unanimously.
C. Clyde V. Martins, Sobey Road, Modification to a Site Development
Plan for a Residence
Mr. Martins and his architect, Mr. Ray Cobb, were present for
the discussion. Staff explained that the site had received
Building Site Approval a number of years ago, and that that
approval was still valid. However, with this proposal, which
would remove the existing residence and replace it with a new
one, a modification to the Site Development Plan was required.
Rich Harison of Inspection Services stated that he did not feel
it conformed to the concepts of the Grading Ordinance, since it
involved flat padding for a two -story house. Additionally, the
grading proposed was at a 2:1 slope, which was the maximum
allowed by the Grading Ordinance. He understood the Grading
Ordinance to prohibit unnecessary grading. Mr. Robinson
expressed concern over the size of the proposed house and the
fact that it would be a two -story at the top of a hill. He also
wished to see the grading slope at 3:1. Mr. Cobb then described
the proposed structure as a two -story only on one side, with an
attic concept. He did state that the garage portion could be
dropped; however, they would like to balance the cut and fill.
Mr. Martins said that the fill could be reduced by 2 ft. under-
neath the garage and contoured to meet Sobey Road at a 3:1 grade.
He pointed out that he would need a parking area around the
proposed house, which required some of the grading proposed.

Mr. Robinson questioned why they couldn't use the existing pad
for a ranch style home, as presently exists, minimizing grading
and the impact on adjacent residences. Mr. Cobb then questioned
whether the Committee was looking at the proposed roof or at the
massiveness of the house for an impact on the neighbors. When
questioned about the size of the house, Mr. Martins stated that
it would be approximately 5,000 sq. ft., excluding the garage.
Commissioner Laden asked whether the floor plan could be revised
to step it down. She indicated that she was reflecting the con-
cerns of the City Council and the citizens of Saratoga in asking
for such contoured grading. Mr. Shook expressed dislike for
three driveway approaches onto Sobey Road, feeling that their
proximity was a bit unreasonable. He would encourage use of the
existing driveway.
Commissioner Laden explained to the applicant that the Committee
was asking for a design having less impact and less fill, as
well as a revision of the driveways. Mr. Robinson asked that the
next time this item appears on the agenda, that elevations be
brought, as well as proposals for any pools. Mr. Martins indicated
that he would bring new plans in by December 11, 1980 for the
December 18, 1980 meeting. It was directed that this item be
continued to that date.
D. SDR -1419 - Bob Card (Quarnstrom), Carniel Avenue, Tentative
Building Site Approval - 1 Lot, Request for a One -Year Extension
The Committee reviewed the former approval and it was moved and
seconded to approve the one;year extension for SDR -1419. The
motion was carried unanimously.
III. ADJOURNMENT
It was moved and seconded to adjourn the meeting. The motion was
carried unanimously.
