Home My WebLink About11-12-2013 Parks & Recreation Commission Minutes City of Saratoga Parks and Recreation Commission Regular Meeting Minutes DATE: Tuesday, November 12, 2013 TIME: 6:30 p.m. – 9:00 p.m. LOCATION: Joan Pisani Community Center Senior Center/ Arts & Crafts Room 19655 Allendale Avenue Saratoga, CA 95070 Call to Order Roll Call Present: Cheryl Bailey, Ping Li, Renee Paquier, Rick Pearce, Terry Ward Staff Present: Mainini Cabute, John Cherbone, Iveta Harvancik Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, this meeting was properly posted on November 7, 2013. Oral & Written Communication: Any member of the public may address the Commission about any matter not on the agenda for this meeting for up three minutes. Commissioners may not comment on the matter, but may choose to place the topic on a future agenda. Approval of Draft Parks and Recreation Commission (PRC) Minutes: - September 10, 2013 Special Meeting - PAQUIER MOTIONED TO APPROVE MINUTES, COMMISSIONER BAILEY GAVE THE SECOND MOTION. WARD APPROVED. LI AND PEARCE ABSTAINED. Old Business: 1. Quarry Master Plan Community Workshop Issue: In March 2013, the City hired the Planning Center DC&E to develop a Master Plan for the property. The Planning Center will provide a brief summary of their scope of work and their timeline goals for the Master Plan. The Master Planning process will include surveying the property, plans for trails and recreational use, plans to document and preserve the historical resources on the property, cost estimates for future design, construction, and maintenance, and environmental planning and clearance. Development of the Master Plan will include considerable opportunities for community engagement and participation by the City’s Parks and Recreation Commission. The PRC has hosted two community workshops, the first on July 9th and the second on September 10th. This is the third community workshop. The agenda for this workshop is included in the meeting packet. Action: Host the Community Workshop Meeting. - THE PLANNING GROUP CONDUCTED THEIR 3RD COMMUNITY WORKSHOP. THE SUMMARY OF THE WORKSHOP WILL BE PROVIDED AT A LATER DATE. New Business 2. New Commissioner Introductions Issue: The PRC has two new commissioners, Commissioner Ping Li and Commissioner Rick Pearce, both sworn in on November 6, 2013. This item provides the opportunity for the new commissioners to introduce themselves and state what they hope to accomplish or learn during their first year as a PRC commissioner. Action: Accept introductions and welcome new commissioners. - NO ACTION. 3. Naming of a Congress Springs Field Issue: The City received a request from a gentleman named Brian Rodrigues who has applied to rename the large baseball field at Congress Springs Park, after his father, Abel J. Rodrigues. Attached is Mr. Rodrigues’ application for renaming City-owned land and a May 12, 1976 Saratoga News article that provides some background information about the past effort and process of building the Little League field. Action: Review item and make a recommendation to the City Council. - PAQUIER MOTIONED TO RECOMMEND TO COUNCIL TO RENAME THE PONY FIELD AT CONGRESS SPRINGS PARK AFTER ABEL J. RODRIGUES. - PEARCE SECOND. - AYES- LI, BAILEY, WARD 4. Work Plan 2013 Issue: The PRC had its joint meeting with the City Council on September 4, 2013 and proposed its 2013 projects. The commissioners should review the proposed plan and decide next steps. Next steps can include voting to make the work plan final or postpone making it final until the new commissioners are sworn into position, or take a hybrid approach and begin the leg work for one or two of the items on the work plan.
