HomeMy WebLinkAbout05-13-2014 Parks & Recreation Commission Minutes City of Saratoga Parks and Recreation Commission Regular Meeting MINUTES DATE: Tuesday, May 13, 2014 TIME: 6:30 p.m. – 9:00 p.m. LOCATION: Joan Pisani Community Center Recreation Portable 19655 Allendale Avenue Saratoga, CA 95070 Call to Order Roll Call Present: Ping Li, Renee Paquier, Rick Pearce, Pallavi Sharma, Terry Ward Absent: None Staff: Mainini Cabute Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, this meeting was properly posted on May 8, 2014. Oral & Written Communication: Any member of the public may address the Commission about any matter not on the agenda for this meeting for up three minutes. Commissioners may not comment on the matter, but may choose to place the topic on a future agenda. Approval of Draft Parks and Recreation Commission (PRC) Minutes: - March 13, 2014 - Li moved to approve - Pearce second - 4-0 Approved with Paquier Abstaining Old Business: 1. Saratoga Quarry Park Final Workshop The City of Saratoga is at its final stages of developing a Quarry Park Master Plan and the City consultants have completed a draft plan that will guide the development of the new Saratoga Quarry Park. The public is welcome to visit the Quarry Park Master Plan webpage to review the draft Initial Study and Mitigated Negative Declaration (ISMND) and the final draft Master Plan. The public comment period begins on April 30, 2014 and ends on May 29, 2014. Printed copies of the documents are also available to review at the Public Works Department at City Hall, located at 13777 Fruitvale Avenue. The City and its consultants have been hosting community workshops since July 2013 to gather public input to develop the Quarry Master Plan. This final community workshop will focus on the review of the draft ISMND. - Consultants presented final plan to Commissioners and meeting attendees. New Business 4. Election of Chair and Vice Chair Issue: The terms of the current Chair and Vice Chair expire at the May 2014 meeting. Per the City of Saratoga Municipal Code, the Commission is required to elect a new Chair and Vice Chair. Action: The PRC will elect a new Chair and Vice Chair, whose terms will begin at the May 2014 PRC meeting. - Commissioners discussed New Business first since the terms of the Chair and Vice Chair had expired and the selection of the new Chair and Vice chair needed to take place before the remaining items. - Commissioner Pearce nominated Commissioner Paquier as Chair. - Commissioner Li gave a 2nd motion. - Commissioners approved motion 5-0. - Commissioner Li nominated Commissioner Pearce as Vice Chair. - Commissioner Paquier gave a 2nd motion. - Commissioners approved motion 5-0. Old Business: 2. Let’s Walk Saratoga! Issue: Since 2012, the Parks and Recreation Commission has led 3 guided park tours in Saratoga. The Guided tours have been given at Joe’s Trail, Villa Montalvo, and Fremont Older. At the Joint Meeting with Council in September 2013, Council Member Miller expressed an interest in conducting more tours of the Saratoga Quarry via the PRC Let’s Walk Program. At the January 14, 2014 Parks and Recreation Commission meeting, Commissioner Li expressed interest in conducting a guided walk on the first Saturday of every month and asked staff to ask Council Member Miller to help guide the first few walks at the Saratoga Quarry Park. Commissioner Li and Howard Miller agreed guided the April 5th and May 3rd events, which were both a success. Action: Discuss and plan details of June and July events. - Commissioners discussed next steps. 3. Outdoor Summer Movie Nights Issue: At its November 12, 2013 meeting, Commissioners Paquier, Pearce, Ward volunteered to coordinate the Summer Movie Night series. At the January 14, 2014 PRC meeting, the commissioners reviewed and selected from the list of movie options and directed staff to forward the selected list to the Youth Commission to suggest appropriate movies for the movie events. The Youth Commission provided their feedback and the Commissioners made their selection. City staff contacted the movie company and the following movies will be shown:  6/20 Frozen  7/18 Avengers  8/15, Despicable Me 2 Action: Discuss sponsorships, event tables, and logistics for first outdoor movie event on June 20. - Commissioners discussed logistics for first outdoor movie night event. Commissioner & Staff Reports (This includes committee updates and park reports. This section is informational only; no actions will be taken.) Commissioner Park Li Wildwood, Foothill—No Report. Paquier El Quito, Gardner – Bathroom doors are too heavy. Pearce Bell Grove, Congress Springs, Ravenwood—Rail missing on fence. Sharma Beauchamp, Brookglen—No report. Ward Azule, Kevin Moran—Everything is great. Agenda Items for Next Meeting - July 8, 2014 Adjournment- 8:12 p.m. Commissioner Li motioned to adjourn. Commissioner Ward gave a 2nd motion. Commissioners approved 5-0.
