Call to Order at 6:35 p.m.
Roll Call: Biester, Bustamante, Coulter, Guichard, Kirk, Musselman and Vita
Absent: None
Staff: Public Works Director Cherbone, Traffic Planner Church and Analyst Borel
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on August 25, 2011. Borel reports
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2. No changes

Any member of the public may address the Commission about any matter not on the agenda
for this meeting for up to three minutes. Commissioners may not comment on the matter
but may choose to place the topic on a future agenda

New Business
1. Traffic Matrix #274 (7:50 pm)
Issue: Requests turn pocket on Quito Road at Martha
Action: TSC will make recommendation
MOTION: Recommend that the Traffic Engineer design a turn pocket on Quito Road
at Martha and Public Works will implement. APPROVED 7-0
2. Traffic Matrix #275 (6:55 pm)
Issue: Safety concerns on Springer Avenue
Action: TSC will make recommendation
MOTION: Recommend extending the double yellow line on Springer Avenue (up to
100 feet total) as recommended by the Traffic Engineer. APPROVED 7-0
3. Traffic Matrix #276 (7:30 pm)
Issue: Concern about crosswalk on Allendale Avenue at Fruitvale Avenue
Action: TSC will make recommendation
MOTION: Recommend high visibility striping in the crosswalks at Fruitvale and
Allendale Avenue, narrow the right turn channel off Allendale to 14 feet and install a
Yield to Pedestrians sign. APPROVED 7-0
4. Discuss topics for Joint Meeting with City Council (8:00 pm)
o TSC Yearly Summary
o “Year of the Crosswalk”
Announcements by Commissioners and Staff (8:10 pm)
