HomeMy WebLinkAbout05-12-2016 TSC Meeting MINUTES CITY OF SARATOGA TRAFFIC SAFETY COMMISSION REGULAR MEETING Draft MINUTES DATE: May 12, 2016 TIME: 6:30 PM – 9:30 PM LOCATION: Administrative Conference Room 13777 Fruitvale Avenue, Saratoga, CA 95070 Call to Order Roll Call: Chen, Choi, Cosyn, Coulter, Harris, Kane, McIntyre Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda for this meeting was properly posted on May 5, 2016. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. Approval of Draft Minutes March 10, 2016- Regular Meeting - COMMISSIONER HARRIS GAVE 1ST MOTON TO APPROVE - COMMISSIONER COULTER GAVE 2ND MOTION. - APPROVED 7-0 March 28, 2016- Special Meeting- add post card to discuss website - COMMISSIONER CHOI GAVE 1ST MOTON TO APPROVE - COMMISSIONER HARRIS GAVE 2ND MOTION. - APPROVED 7-0 April 19, 2016- Special Meeting - COMMISSIONER COULTER GAVE 1ST MOTON TO APPROVE - COMMISSIONER HARRIS GAVE 2ND MOTION. - APPROVED 7-0 - SHERIFF’S GAVE REPORT TO THE COMMISSION - COMMISSIONER MCINTYRE ASKED IF WE CAN GET ONE YEAR TREND OF CRIME. 2 YEAR TIME SPAN. Old Business 1. Traffic Matrix #341 Issue: Request for solutions to improve pedestrian safety at Lomita Avenue and Komina Avenue by Christopher and Saskia Adams. Traffic engineer recommended that the City investigate a walking area in the frontage of the homes to create a path and asphalt burms between parking area for raised walking path. Action: TSC will review traffic calming plan developed by the traffic engineer and make a recommendation. - COMMISSIONER KANE MOTIONED TO SEND PLAN TO KOMINA / LOMITA NEIGHBORHOOD AND ASK THEM FOR THEIR INPUT REGARDNING THE PLAN THAT INCLUDES SHOULDER STRIPING. - COMMISSIONER HARRIS MOTIONED TO ACCEPT TE RECOMMENDATION AND FORWEARD PLAN TO NEIGHBORS OF AREA AND ASK FOR FEEDBACK FROM NEIGHBORS WHO WILL BE IMPACTED. - COMMISIONER KANE GAVE SECOND MOTION. - APPROVED 7-0 2. Traffic Matrix #344 Issue: Request for stop signs at La Paz/Aspesi and Casablanca/Myren by Dawn Murakami, Colleen Balough, and Chris Tar. In July 2015 the TSC heard this item and the traffic engineer recommended taking an incremental approach with directed enforcement, to review locations for inpavement warning speed signs, and to come back at a future date with new speed survey and vehicle volumes at locations to find locations to place inpavement signs that show 25 mph. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMMISSIONER KANE MOTIONED TO KEEP RADAR FEEDBACK SIGNS ARE PLACED IN THIS LOCATION PERIODICALLY ALL YEAR ROUND. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVED 7-0 - COMMISSIONER COULTER GAVE MOTION FOR COMMISSIONER MCINTYRE TO DISCUSS WITH NEIGHORS THE DOUBLE YELLOW AND YIELD MARKINGS ON THE ROAD. - COMMISSIONER HARRIS GAVE SECOND MOTION. - APPROVED 7-0 New Business 3. Traffic Matrix #359 Issue: Request for traffic calming methods on Sobey Road to reduce speeding by Sue Panahi. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDS TO REQUEST FOR DIRECTED ENFORCEMENT, INCLUDE IN RADAR FEEDBACK TRAILER ROTATION, TRIM HEDGES THAT ARE COVERED BY SHRUBS TO IMPROVE VISIBILITY CONSTRAINTS. MAYBE SWAP OUT SLOW SIGNS AND PUT 20 MPH ADVISORY, ADD DIRECTIONAL SIGNS ON EDGE OF CURVES TO ALERT VEHICLES AS THEY APPROACH LOCATIONS. INVESTIGATE IMPLEMENTATION OF BOTTS DOTTS. - COMMISSIONER HARRIS MOTIONED TO REMOVE VEGETATION TO GIVE ADVISORY SIGNS MORE VISILITY. SIGNS WITH REFLECTORS, CHANGE ADVISORY SIGNS TO 20 mph, PROVIDE DIRECT ENFORCEMENT, AND RADAR FEED BACK TRAILER ROTATION, EXPLORE INSTALLATION OF CHEVRONS IN THAT AREA. - COMMISIONER KANE AMENDED THE MOTION TO EXTEND THE DISCUSSION TO TRIM BACK OVERGROWTH TO EXTEND BEYOND AREA OF THE SIGNS BECAUSE ITS ENCROACHING ON THE ROAD AND PUSHING CARS TO THE CENTER. - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVE 7-0 - COMMISSIONER KANE RECOMMENDED TO BRING BACK DATA TO TSC TO HAVE A BETTER UNDERSTANINDG OF THE VEHICLE BEHAVIOR IN THAT AREA. - COMMISIONER CHOI GAVE SECOND MOTION - APPROVED 7-0 4. Traffic Matrix #360 Issue: Request for green bike lanes and more cross walks to encourage students to walk or ride their bikes to school by Julie Hoffman and Bob (from 3.10.16 meeting). Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - TRAFFIC ENGINEER RECOMMENDED TO LIST POTENTIAL LOCATIONS AND TIME IT WITH FUTURE PAVEMENT IMPROVEMENTS. - - COMMISSIONER KANE MOTIONED TO OBTAIN INFORMATION ABOUT CURRENT BEST PRACTICES TO DEAL WITH CONFLICT AREAS SUCH AS LEFT HAND TURNS IN HEAVY TRAFFIC THE APPROPRIATE TYPE OF ENVIRONMENTS- WHAT CURRENTLY EXISTS, EXPLORE IN ADVANCE AND KNOW THAT THESE TOOLS WOULD COME INTO PLAY WHEN WE ARE FUNDING OTHER ACITIVES. KEEP THEM IN MIND. LIST POTENTIAL LOCATIONS AND TIME IT WITH FUTURE PAVEMENT IMPROVEMENTS. - COMMISSIONER COSYN GAVE SECOND. - APPROVE 7-0 5. Traffic Matrix #361 Issue: Request for traffic calming methods to improve safety at the corner of Bohlman and Norton Road by Jody Tuers. Action: TSC will review and discuss data collected by the traffic engineer and make a recommendation. - COMISSIONER MCINTYRE MOTIONED TO TRIM SHRUB ON CORNER OF NORTON AND BOHLMAN - COMMISSIONER COULTER GAVE SECOND MOTION. - APPROVE 7-0-0 - COMMISSIONER KANE MOTIONED TO GET TRAFFIC ENGINEER TO FIND APPROPRIATE LOCATION FOR RADAR FEEDBACK TRAILER- MAYBE ACROSS BOHLMAN TO SHOW THE DRIVERS THEIR DOWNHILL SPEED. - COMMISSIONER CHOI GAVE SECOND MOTION. - APPROVED 7-0-0 6. Staff Report a. DISCUSSED MEETING SUMMARY FROM APRIL 19TH TSC SPECIAL MEETING. Adjournment Commissioner motioned to adjourn kane. Commissioner gave second motion cosyn.
