HomeMy WebLinkAbout11-10-2015 Parks & Recreation Commission Minutes City of Saratoga Parks and Recreation Commission Regular Meeting MINUTES DATE: Tuesday, November 10, 2015 TIME: 6:30 p.m. – 9:00 p.m. LOCATION: Administrative Conference Room 13777 Fruitvale Avenue Saratoga, CA 95070 Call to Order 6:33 Roll Call Present: Renee Paquier, Pallavi Sharma, Terry Ward Absent: Ping Li, Rick Pearce Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, this meeting was properly posted on November 5, 2015. Accept Agenda Items: No additional items may be added pursuant to Government Code Section 54954.2. Oral & Written Communication: Any member of the public may address the Commission about any matter not on the agenda for this meeting for up three minutes. Commissioners may not comment on the matter, but may choose to place the topic on a future agenda. - No communications from the public Approval of Draft Parks and Recreation Commission (PRC) Minutes: September 8, 2015 - Commissioner Sharm motioned to approve - Commissioner Ward gave second motion - Approved 3-0 (2 absent) - Commissioner Pacquier moved item #4 from New Business to the beginning of the agenda. Old Business: 1. Community Feedback/ survey Issue: Commissioners Pearce and Sharma recently completed their Community Feedback Survey that asks residents if they have attended PRC events, which ones they have enjoyed and what type of events they would like offered in the future. The community feedback/ survey will help the development of the future City Parks Welcome Packets/Brochures. The survey has been distributed via Facebook, Nextdoor, and City website news: https://www.surveymonkey.com/r/PRC2015Survey The goal is to receive responses by December 31, 2015 and have the data reviewed at the January 12, 2016 PRC meeting. Action: Discuss recent development. - Commissioners discussed timeline and will review data once the responses are received. 2. Volunteer Work at Quarry – Postpone to next meeting. Issue: Commissioner Ping Li worked closely with City staff to develop a volunteer program at the Quarry Park. The first event will took place on May 9, 2015 at 9 a.m. City staff purchased some tools for volunteers to borrow during the event. The City also borrowed 15 weed wrenches from Mid Peninsula Open Space for volunteers to use to remove invasive weeds. Commissioner Li plans on leading two events, one on December 5th and the other on January 2nd. Action: Commissioner Li to discuss details of events. 3. Event Updates: Action: Discuss recent and upcoming events - PRC discussed upcoming events: Diwali on 11/14th, Wine Stroll, Tree Lighting New Business 4. All Inclusive Playground at City park(s) [Moved to the beginning of the agenda.] Issue: The Youth Commission would like to propose that the City install an all inclusive playground at one or more city parks that will allow all children, including those with disabilities, to enjoy the playground. For this project to be considered, the Parks and Recreation Commission needs to make a recommendation to City Council to consider this proposal as part of the 2015/2016 budget process as a capital improvement project. The Youth Commission will give a presentation. Action: Discuss proposal and make a recommendation to the City Council regarding the proposal. - Recreation staff and Youth Commission members gave oral presentation about the proposal. - Commissioner Paquier recommended it favorably and motioned to approve. - Commissioner Sharma gave second motion. - Approved 3-0 (2 absent) 5. Reserve Policy for the Saratoga Quarry Issue: The City would like to allow the general public the ability to reserve picnic and/or recreational areas at the new Saratoga Quarry park for private events in the near future. The Director of public works would like assistance from the Parks and Recreation Commission to draft a reservation policy that is comparable to other parks in Santa Clara County. Action: Discuss and determine next steps. - Commissioner Ward stated that parking at the Quarry should be considered. - Commissioner Paquier stated she would take lead on helping develop the policy and Ward said he would help. - Commissioner Paquier will contact MidPen and the County parks to find out more information about their policies and how reservations are implemented. Commissioner & Staff Reports (This includes committee updates and park reports. This section is informational only; no actions will be taken.) - Gaga Court Update-- Recreation staff has decided to cancel its effort toward the gaga court and instead review the volunteer list and find other projects for the Social Ministry Chair of Prince of Peace Lutheran Church to work on.
