Summary: With the end of Robert Gulino’s term, the position of Chair is now open.
Both the Chair and Vice Chair serve of a term of 1 year and may not serve more than once
in each of these positions during a single term as a Commissioner.
Action: Select a new Chair and Vice Chair.
2. Library District Survey Results
Summary: The Santa Clara County Library District conducted a district-wide survey.
Action: Receive survey results.
3. West Valley College Partnership Update
Summary: One of the Commission’s work plan items is to identify opportunities to
partner with West Valley College. At the June meeting, Chair Gulino reported that he
met with representatives of West Valley College to brainstorm ideas. There was
consensus at the meeting to schedule a follow up meeting with the West Valley College

1. West Valley College Partnership Update
Summary: One of the Commission’s work plan items is to identify opportunities to
partner with West Valley College. At the June meeting, Chair Gulino reported that he
met with representatives of West Valley College to brainstorm ideas. There was
consensus at the meeting to schedule a follow up meeting with the West Valley College
Subcommittee (Gulino and Barmeier), County Library Nancy Howe, Saratoga
Community Librarian Allison Lew/Acting Community Librarian Rose Khoury, and City
Clerk Crystal Bothelio.
Action: Update on efforts to identify collaboration opportunities.
Chair Gulino shared that there was no updates and he would be reaching out to the
West Valley College President to try to set up a meeting.

2. Parking Lot Speeding Concerns
Summary: The City received a complaint from a Library patron regarding speeding in
the Library parking lot and recommended installation of speedbumps in the parking lot.
Action: The City is seeking input from the Library Commission and Library staff on
driver behaviors in the Library parking lot and feedback on the suggestion to install
speedbumps.
Crystal Bothelio with the City requested Commission feedback on speeding issues raised
to the City.
Commissioners discussed speeding issues that they have observed in the parking lot,
including drivers turning very quickly into the short-term parking area, difficulty
passing cars parked in the driveway between the short-term parking and Library, and
speeding along the longer sections of the parking lot.
Public Comment:
Karen Burley provided insights into traffic safety concerns in the lot and suggested
alternative lane striping.
3. Rescheduling December 2016 Meeting
Summary: The Library Commission’s regular December meeting occurs during the City’s
holiday closure.
Action: Select an alternative date or cancel the December meeting.

4. Commission Recruitment
Summary: The City is currently accepting applications for 2 terms on the Library
Commission (1 full term and 1 partial term). The application deadline is August 30, 2016.
Action: Receive informational update from City staff.
Crystal Bothelio with the City provided information on the Library Commission
recruitment.
Reports
1. Nancy Howe, Santa Clara County Librarian
Chris Brown, Deputy Librarian, provided a report on behalf of County Librarian Nancy
Howe. He noted that the Library would be closed September 3 and 4 for building
upgrades, he shared that Rosetta Stone is now available to Library patrons, and
announced that the Summer Reading program participation increased.

2. Rose Khoury, Acting Saratoga Community Librarian
Rose Khoury introduced Elicia Ye with Saratoga Library Teen Advisory Board (TAB) and
then provided information on circulation, including use of electronic media and audio
books. She then provided information about results of programming over the summer
and highlighted upcoming programs.
Elicia Ye, TAB Co-President, introduced herself to the Commission and provided
information about upcoming TAB activities and goals for the school year.
3. Alice Patrick, Friends of the Saratoga Libraries
Alice Patrick provided an update on renovations to the bookstore and new Book-Go-
Round Manager. She also announced that the Friends would be participating in the 60th
Anniversary Parade.
4. Robert Gulino, Library Commission Chair
Chair Gulino suggested a future agenda item on funding for interior renovations that is
expected to be allocated to Saratoga Library through the Library District.
5. Crystal Bothelio, City of Saratoga
Crystal Bothelio provided an update on City activities, including the installation of
PLACE outside of Saratoga Library, upcoming election forums, and other City events.

Upcoming JPA and Finance Committee Meetings
SCCLD’s Joint Authorities Board (JPA) will meet on Thursday, October 27, at 1:30 p.m. at the Services and
Support Center, 1370 Dell Avenue, Campbell. The agenda will include election of 2017 officers,
presentation of the 2015-2016 financial and services reports, executive summary of the customer
satisfaction survey, consideration of the transfer of the Whipple Fund to the Los Altos Library
Endowment and the recommendation from the funding formula review committee. The full agenda will
be posted in advance of the meeting at each library location and on our website. The Finance
Committee will meet on Tuesday, October 11, at 3:00 p.m. also at the Services and Support Center.
Both meetings are open to the public.
Milpitas City Council and North County Library Authority decide to fund additional library
hours
The Milpitas City Council voted unanimously to fund both restored library hours that were cut in 2012
and also increase to 71 hours per week. When presented with the results of a survey of Milpitas library
patrons indicating which additional open hours they would prefer, the Council responded to bring the
hours up to the highest level of any SCCLD. The North County Library Authority also voted unanimously
to add 5 additional hours per week to the Los Altos Library schedule bringing them to 71 hours per week
also. Staff is working on the plans to implement the new hours. We are thrilled by the strong show of
support for library access in our communities.
Staff Development Day: All libraries closed on October 14
Every two years the Library District invites all of our 400 staff to gather and focus on customer service,
new trends, and communication. This year the Library will hold Staff Development Day on Friday,
October 14, 2016. All District libraries will be closed on this day. As one of the highest rated libraries in
the nation and at a time of great change within the library field, we are committed to continuous
professional development of our talented and committed staff. We need to stay aware of national
trends, reports, and skills. While we send staff to classes, workshops, and conferences each year, Staff
Development Day allows all of our colleagues to collectively learn together and build our team.
SCCLD awarded Touchpoints Training grant
SCCLD has been selected for an exciting training through the California State Library, Touchpoints in
Libraries, developed by the renowned pediatrician T. Berry Brazelton’s Touchpoints Center in Boston’s
Children’s Hospital and librarians from all parts of California. The Touchpoints in Libraries training
provides a map for library staff to understand children’s behavioral and emotional development, as well
as identify opportunities and strategies to connect with and support families through routine library
interactions, programs and services.
The Touchpoints in Libraries training - funded through the State Library - is a three-day program in April
2017 offered for 26 library staff members, and valued at $31,000. The specific Touchpoints principles
and assumptions taught allow library staff to create meaningful connections with families, maximize the
effectiveness of their library interactions, and build a strong community of library patrons and partners.
SCCLD was one of nine libraries awarded this grant from among 51 applicants.
Santa Clara County Library District libraries play a key role in the community as providers and supporters
of early learning. Our system, which focuses on helping young children thrive and be ready to learn is
supported by the Every Child Ready to Read campaign integrated into numerous story times, classes, a
1000 Books before 6 program, and our strong collection for both children and the adults in their lives.
Milpitas Library Pilots Charging Stations
Library users now have another reason to spend more time at their library.
Milpitas Library is piloting a new service: Charging Stations. Six Charging
Stations were installed in September. If a patron’s mobile phone, tablet, or
other device’s battery runs low, they can use a Charging Station’s cables, USB
ports, or power outlets to charge it. This helps the patron enjoy their library
visit longer. Charging cables are compatible with Apple, Android, and other
companies’ mobile devices. The community’s response to the service will
shape next steps for the project, including future enhancements and expanded locations for the
stations.
Steve Fitzgerald recognized as Employee of Excellence by Santa Clara County
On Monday, August 15, Milpitas Library's Community Librarian, Stephen Fitzgerald, was recognized with
an Employee Excellence Award by the Santa Clara County Board of Supervisors and County Executive,
Jeff Smith.

Saratoga Library Celebrates National Friends of the Libraries Week
Dear Saratoga Community,
Please join us in celebrating National Friends of Libraries Week from October 16 to October 22.
Friends of the Saratoga Libraries generously support many of the programs and services the library
offers to the community and this past year they granted $141,000 to Saratoga Library. Grant money
from the Friends of the Saratoga Libraries helps pay for bestseller books, adult, children, and teen
programs and materials, community outreach services, and the reading program for adult literacy.
Library staff have planned activities for children, teens, and adults to celebrate all of the hard work
the volunteers have contributed to the library.
Children
All week from October 16 to October 22, families can make and decorate thank you cards for the
Friends of the Saratoga Libraries. Cards will be delivered to the Friends of Saratoga Libraries.
At toddler storytime on 10/19/16 and preschool storytime on 10 /20/16, participants will decorate a
large card thanking the Friends of Saratoga Libraries. This card will be presented to the Friends of
Saratoga Libraries.
Adults and Teens
Visit the library for a special display for the Friends of the Saratoga Libraries. Learn more about all of
the contributions provided by Friends of Saratoga Libraries. Take home the Friends of the Saratoga
Libraries newsletter. Cards will also be available for participants to write a message thanking the
Friends of the Saratoga Libraries for all of their hard work.
On October 22 and 23, the Friends of the Saratoga Libraries will be hosting their huge paperback
sale in the Saratoga Library Community Room. Saturday hours are 10 a.m. to 6 p.m. and Sunday
hours at 1 p.m. to 4 p.m.
Visit the library to participate and help us thank the Friends of the Saratoga Libraries for all that they
do!

Class Visits
Sacred Heart First Grade and Second Grade Classes
September 23
Sacred Heart 1st and 2nd grade students visited the library for their first monthly visit of the
school year. Students had a special presentation provided by children’s librarians followed by
the opportunity to check out materials with their library cards. Students will continue to visit
Saratoga Library once a month for a presentation and the opportunity to check out library
materials.

Virtual Library Resource: Spotlight on Rosetta Stone
Library patrons now have access to Rosetta Stone for free with a Santa Clara County Library
District Library Card. Rosetta Stone has 30 languages that can be accessed through the library’s
website.
An award winning interactive approach to learning a new language, the Rosetta Stone Library
Solution utilizes an immersion method within its coursework. Courses are available in different
proficiency levels and structured around core lessons that help build reading, writing, speaking
and listening skills. Online lessons focus on refining grammar, vocabulary and pronunciation
skills through the use of quizzes, challenges and illustrative images with lessons progressing
from basic to complex. Included in each course is an interactive voice comparison component
that allows the learner to record his or her voice and compare it to the voice of a native speaker
using the same spoken phrase. By using this method, language students learn proper word
articulation, cadence, pronunciation and more. www.sccl.org/research
Saratoga Library: Art on Display in September and October
The two photographers currently showing on the Saratoga Art Wall both use vintage cameras
and techniques.
J.M. Golding is a fine art photographer who uses plastic, pinhole and vintage film cameras as
her primary tools; plastic for dreamlike images, pinhole cameras for their simplicity and vintage
film cameras for the subjectivity of the images possible. Most of her photographs shown here
are landscapes.
Tony Sehgal uses a wet plate process, popular in the 19th century where images are taken
directly on glass and metal plates and require a great deal of craftsmanship. His exhibit is
portraiture and includes a video of his process. On Saturday, October 8 at 11:00 am he will do a
demonstration of wet plate photography.

Friends of the Saratoga Libraries Report
October 25, 2016
1. National Friends of the Libraries Week - The Friends will be celebrating National Friends of the
Libraries Week October 16th-22nd. Planned activities include children's events and prizes at the library
as well as a thank you to the Saratoga Library Staff. We appreciate the collaboration with Rose Khoury,
our Community Librarian, in arranging for the Friends banner to be displayed on the exterior of the
library building as well as the accommodation of a Friends literature table in the library. The Friends will
be unveiling the newest member of our team, a giant teddy bear wearing a Friends T-shirt and baseball
cap, who will be incorporated by the children's librarians into the week's festivities.
2. City of Saratoga Proclamation - The Friends have been notified that the Mayor, Manny Capello, will
be presenting the Friends with a proclamation for National Friends of the Libraries Week at the City

3. Library Friends Café Bookstore Renovation - The County cancelled the installation of the new shelving
at the end of September, and the Friends are waiting to hear from the County regarding a new date.
The former counter and cabinetry has been removed, and temporary shelving is in the room so the
Friends are able to continue to operate the bookstore.
4. Saratoga's 60th Anniversary Hometown Parade - The Friends participated with a banner, slogan signs,
a beautiful vintage car, and more than 25 volunteers of all ages wearing Friends T-shirts, caps, and pins.
The Friends were honored to receive an award from the City for "Exemplifying the Spirit of Saratoga".

A Celebration of Place – October 27
On October 27 at 4:45 p.m. at Saratoga
Library, the City and Montalvo Arts Center
will be celebrating the installation of “PLACE.”
The artwork is on loan to the City from
Montalvo for a 1-year period and is
comprised of five spate letters that spell the
word, place.
The artist who created PLACE, Steven Simon,
hoped the piece would inspire contemplation
of the many contexts and uses of the word,
place.
City Council Election 2016
This November, voters will be asked to elect
two members to the Saratoga City Council.
The candidates include: Dede Smullen, Manny
Cappello (incumbent), Howard Miller
(incumbent), and Sudip Ghosal (write-in
candidate). The Final Word Forum for
candidates will be held the night before the
Election on November 7 at 7:00 p.m. in the Saratoga Civic Theater at 13777 Fruitvale Avenue.

Senior Taxi – Applications Due October 28

for the Saratoga Senior Taxi Pilot!
Through the pilot, 20 Saratoga
residents age 65 or older who cannot
drive will be selected to participate in a
6 week pilot program. Selected
participants will be asked to pay $50 for
$325 in Yellow Checker Cab taxi ride
credits. The pilot will last from
November 11, 2016 through December 23, 2016.
Applications are available on the City website at www.saratoga.ca.us/seniortaxi, at City Hall, the
Senior Center, and can also be mailed to interested residents.

Artist Steven Simon hoped
to inspire contemplation of
the many contexts and uses
of the word. The steel plate
bench is comprised of five
separate letters, spelling the
word, “place.”
The piece will be located at Saratoga Library, on loan from Montalvo Arts Center
to the City of Saratoga for one year. The installation coincides with the City’s 60th
anniversary and celebrations of Saratoga as a place.

service for a period of 6 weeks to help the City better understand the
transportation needs of older adults.
Selected participants will be asked to pay $50 for $325 in Yellow Checker Cab taxi
ride credits.
Applications are due October 28, 2016.
Participants will be selected by November 4, 2016 and an orientation for selected
participants will be held on November 10, 2016. Additional information about the
orientation will be shared with selected participants.
Participants may use the ride credit however they choose until the Yellow
Checker Cab credits run out or the 6-week pilot ends. There is no limit on
frequency of use or trip length and rides can be booked in advance or as needed.
Credits may not be used to pay for travel booked through other cab companies.
All participants must agree to share all ride information and participate in
surveys.
The pilot program will operate from November 11, 2016 through December 23,
2016.
