Approval of Minutes Draft minutes for the December 13, 2016 Regular Meeting Agenda Items 1. Library District Survey Results Summary: The Santa Clara County Library District conducted a district-wide survey. The results were presented at the December 2016 Library Commission Meeting. Subsequently, the Commission agreed to schedule discussion of the results specific to Saratoga Library at a future meeting. Action: Receive and consider survey results. 2. West Valley College Partnership Summary: One of the Commission’s work plan items is to identify opportunities to partner with West Valley College. The Library Commission Subcommittee working on the effort requested time on the February 2017 agenda to provide an update on the efforts to partner with West Valley College. Action: Receive update and consider collaboration opportunities. 3. Technology Events/3D Printing Summary: One of the Commission’s work plan items includes holding technology events, such as 3D printing, to promote information sharing with the Library. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Library District Survey Results Summary: The Santa Clara County Library District conducted a district-wide survey. Action: Receive survey results. County Librarian Nancy Howe presented the results of the Library District survey. She discussed some of the changes that are planned as a result of the survey. Vice Chair recommended making events more prominent on the Saratoga Library page. Commission Hoffman requested a future agenda item to review the survey data specific to Saratoga Library. Commissioner Barmeier agreed that Saratoga specific information would be helpful, especially if the Commission is planning to make a recommendation on interior space recommendations and use of the $200,000 interior space funds. 3. Introduction of Santa Clara County Library District Foundation Summary: The mission of the Santa Clara County Library District Foundation is to raise funds to support the Santa Clara County Library District which serves the communities of Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Milpitas, Monte Sereno, Morgan Hill, Saratoga and the unincorporated areas of Santa Clara County. Funding supports district-wide services such as bookmobile services, the Reading Program, innovation, and works to extend services to underserved areas. Action: Receive introduction to the Santa Clara County Library District Foundation. Terrier Creamer provided an introduction to the Santa Clara County Library District Foundation to the Commission. She provided information about some of the Foundation’s objectives and goals. 4. Community News & Trends Summary: Share news and trends within the community. Saratoga Library Commission Minutes - Page 3 of 4 Commissioner Barmeier suggested tabling at the Blossom Festival on March 19. Lisa Finley noted that the Friends typically sell children’s books outside of the Warner Hutton House as part of the Blossom Festival and the books sell very well. County Librarian Nancy Howe welcomed recommendations for tabling and use of the bookmobile at community events. Commissioner Barmeier wondered if there would be ways to integrate programs related to trees as a connection to the Blossom Festival of the City’s 2020 by 2020 tree planting challenge. Vice Chair Burley expressed interest in programming related to the drought and gardening. She also suggested engaging the public with trivia type games while tabling. Commissioner Hoffman suggested a literary themed book club or battle of the book clubs based on literature. She also proposed a training on how to use electronic book devices to access Library materials. She suggested a program on fake news might generate interest as well and be a good way to promote the Library’s access to the New York Times. Reports 1. Nancy Howe, Santa Clara County Librarian Allison Lew has been promoted to Services Manager for Public Technology. The District is conducting a national recruitment to fill the Community Librarian position. Additionally, the lineup for Silicon Valley Reads 2017 has been announced. 2. Rose Khoury, Acting Saratoga Community Librarian West Valley College’s Emergency Coordinator recently approached the Library regarding their emergency alert notification system. The Library was invited to be part of the alert notifications. Opera San Jose will be visiting the Library and there will be a hobby series workshop on January 7 on virtual reality. The Battle of the Books was very successful with 20 teams competing. 3. Lisa Finley, Friends of the Saratoga Libraries The Friend Café and Bookstore renovation is underway and a grand opening celebration is being planned. There is an updated Brick, Tile, and Book Spine brochure available. The Friends now have a new mascot, Buddy Bear, along with new bookmarks featuring Buddy Bear. Crystal Bothelio, City of Saratoga The City celebrated the installation of PLACE at Saratoga Library in October. Additionally, the City Council Reorganization will be held on December 15. Commissioners are welcome to attend. Vice Chair Burley shared that she and Commissioner Barmeier met with the West Valley College Librarians. They expressed interest in collaborating, but requested more information and recommended continuing discussions after the College’s winter break. Surveys were administered online and as hard copies, and were available in English, Spanish, Mandarin, and Vietnamese. A total of 3,454 surveys were fully or partially completed across the eight library locations, the bookmobile, and people who had not visited the library in the past year (referred to as “non-patrons” here). Table 1 on the following page presents the number of surveys received from each library location, as well as the breakout by survey language. The survey asked participants about themselves, how they use the library, library facilities, and library services and programs, and included three questions specifically for non-patrons. This databook is organized into five sections: A. Respondent Characteristics 4 B. How Patrons Use the Library 7 C. Facilities 15 D. Services and Programs 19 E. Non-Patrons 46 Notes:  Surveys with at least one response were included in the analysis. Therefore totals vary across questions as not all respondents answered every question.  Due to the large number of surveys, responses to open-ended questions are grouped into themes and include frequencies and representative quotes for each theme.  Percentage totals may be greater than 100 percent due to rounding or survey items where participants could select more than one response. Community Librarian Hiring Update During the month of January the Library District will be conducting interviews for the position of Community Librarian in Cupertino, Morgan Hill, Los Altos, and Saratoga. Our goal will be to identify the applicants who will successfully direct library service in each of these communities. The Library depends on our community partners to be effective service providers, and have invited stakeholders from each of these communities to be involved in the applicant review process. After the final selection process we'll make sure to communicate with you on the final hiring decision. Improving Customer Satisfaction: Collection Condition In 2016 the Santa Clara County Library District (SCCLD), in partnership with Harder+Company Community Research, administered a Patron Satisfaction Survey designed to better understand why and how patrons use the library, their opinions about the importance of specific services and programs, and their satisfaction with specific elements of the library and overall library experience. Based on the findings, Harder + Company recommended that the Library put practices into place to assess and improve the condition of audiobook and DVD collections (i.e., ensuring that they have no scratches or scuffs). In response, the Library will pilot a disc cleaning project at the Morgan Hill Library for potential rollout to the rest of the District. A New Vehicle in the New Year The SCCLD Bookmobile service will feature a brand new vehicle in spring 2017. Both the Library JPA and the Board of Supervisors have now approved this brand new job specification with the deletion of the vacant Deputy Community Librarian position. We have become acutely aware that many people do not know of the services offered by libraries. The addition of this position will help us more effectively and strategically communicate with the public about library services. Space Act Agreement between NASA and SCCLD The JPA approved the Umbrella Space Act Agreement between the National Aeronautics and Space Administration (NASA) and Santa Clara County Library District for collaborative efforts in the promotion of scientific learning and the Annex One agreement supporting collaborative activities focused on the August 2017 total solar eclipse. New Community Librarians After an extensive national search, the Santa Clara County Library District (SCCLD) is pleased to announce the appointment of four new Community Librarians. Over 30 qualified applicants applied for these positions, with each person completing an extremely competitive four stage application process that included oral boards and two rounds of interviews. During the nationwide search, specific qualities were looked for within the top applicants including: key leadership, management and interpersonal skills as well as the ability to support and promote the knowledge, ideas and cultural enrichment our libraries offer. Finding the perfect candidate was not a simple task, but we are proud to announce that four extremely qualified and talented librarians have been selected and will soon become our next Community Librarians at the following locations: Cupertino Library; Los Altos Hills Library; Morgan Hill Library and the Saratoga Library. Cupertino Library: Clare Varesio An exemplary model for outreach at the Cupertino Library where she has served as the Children’s Supervising Librarian since 2012, and a Children’s Librarian since 2007, Clare has proven her leadership skills through the development of new partnerships with local schools that had previously been under served by the library. In addition, Clare was instrumental in developing and increasing library outreach programs through creative pop-up libraries and new service and integrated classroom instruction. She has successfully worked with many community partners including partnering with the Cupertino Library Foundation in the development of the STEAM LEADS program. Serving on SCCLD’s Social Media Action Committee and the Family Reading Action Team as well as being a co-instructor for Infopeople’s Library Programs for School Readiness have provided Clare with invaluable working knowledge of in-house programs. Clare will start as the Cupertino Community Librarian on Thursday, January 26, 2017. Los Altos Library: Marlene Iwamoto Beginning her career at SCCLD as a Library Page, Marlene has gone on to work at many service areas within the Library District. From Library Page to Clerk, Library Technician, Office Specialist, Graduate Intern, Librarian, and most recently Supervising Librarian at the Campbell Library, Marlene has a deep understanding of the multi-faceted workings of a library. While at the Campbell Library, she successfully fostered partnerships within the City of Campbell as well as local schools and community groups. Additional examples of Marlene’s leadership skills include developing the Campbell Library’s Teen Advisory Board that helps foster leadership in local young adults, launching the California Department of Education grant-funded ESL classes and the ESL Conversation Club and implementing the Get Tech Grant of fourteen science-based programs. During her tenure at SCCLD, Marlene has served in numerous roles including Topic Team Coordinator, Collection Development Team Leader and Mentoring Program mentor. She was recently awarded the Santa Clara County Employee Excellence Award for her role in building a positive and supportive workplace culture, and later this month will receive a County Top 10 Outstanding Employee for 2016 Award. Marlene will start as the Los Altos Community Librarian on Monday, February 27, 2017. Morgan Hill Library: Heather Ann Geddes Heather currently serves as a Principal Librarian of the Watsonville Public Library where she oversees the entirety of system-wide public service, including collection development and the management of the main library. She is committed to shaping library policy that facilitates public access and removes roadblocks. A strong city and community partner, Heather has served on a city negotiating committee, the Rotary Club of Freedom for 10 years where she served as president and currently serves as the co- chair of the Monterey Bay Area Cooperative Library System (MOBAC) Reference Committee. Along with successfully implementing a popular baby lap time program, she has overseen numerous ambitious projects including the digitization of over 100 years of local community newspapers, and a collaboration with Digital Nest and local high school students to produce documentary short films—a highlight of the Watsonville annual Film Festival. Pending a background and medical check Heather will start as the Morgan Hill Community Librarian on Monday, February 27, 2017. Saratoga Library: Michael Eitner As the former Collection Development Manager for the Denver Public Library, Michael brings with him a wealth of system and relationship management experience to the Santa Clara County Library District. In his previous position, he led significant collaborative system projects including rewriting the system’s collection development policy and working on the library’s first ILS migration. During a controversy over challenges to the library’s collection, he coordinated key media responses and worked with local stakeholders including the Library Commission to discuss the library’s selection criteria. Prior to serving as the Collection Development Manager, Michael managed the Eugene Field Branch, and before that was a librarian for the Las Vegas-Clark County Library District, serving as chair for the 2002 National Hispanic Heritage Month Committee. For the past five years Michael has been working in the legal field; most recently as a lawyer where he has been developing his critical thinking, communication, and negotiation talents. It was his deep desire to return to the library field that led him to SCCLD. Grand Re-Opening of the Book-Go-Round and Friends Café Bookstore - Monday, May 8th-Saturday, May 13th The Friends are planning a week-long schedule of events and activities for all ages at both book store locations to celebrate our expanded books-for-sale spaces and other renovations and improvements. The entire community is invited and all activities are free to the public. More details will be coming soon! 2. Saratoga Blossom Festival Friends Book Sale Table - Saturday, March 18th, 10am-4pm Once again the Friends will host a children's book sale table at the annual festival. We are designing a new bookmark to pass out to all our young customers. Friends Board member and Community Events Co-Chair Laura Tillett will be participating in the historical figures parade, playing the role of Clara Buckley, Saratoga's first librarian. 3. Nominating Committee - the Friends have formed the Nominating Committee for 2016-2017, and all interested persons are encouraged to apply. The event will include current and upcoming projects, special recognitions, performances and more. City Website Redesign The City is currently in the process of updating its website. During the design p rocess, the City will be reaching out to the community with the goal of creating a website that best meets the needs of the Saratoga community. The City just concluded a survey on the website layout and will be doing another survey on the conceptual design later this spring. Neighborhood Watch Grant Program In the past few months, the City has been proactively working to reduce crime through a variety of strategies. One of the primary strategies has been the development of Neighborhood Watch groups. To support the Neighborhood Watch groups, the City is now offering an annual $300 grant for each Neighborhood Watch Group.
