ACTION MINUTES
I. Call to Order
Chair Manzo called the meeting to order at 7:35pm.
II. Roll Call
Commissioners Present: Chandra, Cross, Foscato, Gipstein, Manzo,
Commissioners Absent: O’Donnell, Towse
III. Report on Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was properly posted on 6/20/00.
IV. Approval of Minutes of April 26, 2000
Commissioner Cross moved to approve the minutes of April 26, 2000. Commissioner
Foscato seconded the motion and it passed 5/0.
V. Old Business
Library staff drafted the Library Building Program document. The County and the City
hired separate consultants to edit the document.
A. Report on editing of Library Building Program
1. Library Expansion Committee - City Council Representative; Library Commission
Chair; City Manager; One individual from each Planning, Heritage Preservation, Public
Safety Commission; Four Community Member at Large; One Santa Clara Library
Representative. Non-voting: Saratoga Librarian; City Staff Support
B. Library Expansion Committee Report
2. Seven (7) responses to RFP for an architect. The City intends to hire a project manager
prior to selecting an architect.
VI. New Business
Tabled until July meeting.
A. Kevin Starr – Library Board Development Program
Committee will oversee the disbursement of funds. Members have been selected but not
sworn in.
B. Citizens’ Advisory Committee Change
C. Recommendation to Council re: Heritage Orchard
Tabled until July Meeting. Dolly will bring relevant information to next meeting.
Commission members are asked to call or e-mail Lori Burns in advance if unable to attend
Commission meetings.

VII. Reports
JPA passed budget. Joined with Sonoma county as an amicas member to a lawsuit to force
state to shift property tax back to local agencies.
A. Susan Fuller, County Librarian
Summer reading program underway.
B. Dolly Barnes, Community Librarian
Adult Program Librarian transferred downtown. Recruitment began. Increased turnover
rate impacting library services.
Volunteers honored at a recognition event.
Givens Family gift accepted by City.
C. Marcia Manzo, Library Commission Chair
Process for assessing and accepting donations needs to be reviewed/established.
Staff turnover and general uneasiness on the increase as expected following the resignation
of the City Manager.
D. Lori Burns, City Staff Liaison
Results of Heritage Orchard Survey discussed.
City sponsored Commissioner Recognition Event scheduled for November.

Absent. No report.
F. Sally Towse, Library Foundation

None.
IX. Adjournment
Foscato moved to adjourn the meeting. Commissioner Cross seconded the motion and the
meeting was adjourned at 9:00pm. 5/0
