ACTION MINUTES
I. Call to Order
Chair Manzo called the meeting to order at 7:30pm.
II. Roll Call
Commissioners Present: Chandra, Cross, Manzo, O’Donnell, Towse
Commissioners Excused: Foscato, Gipstein
III. Report on Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was properly posted on 10/18/00.
IV. Approval of Minutes of September 27, 2000
Commissioner Cross moved to approve the minutes of September 27, 2000. Commissioner
Towse seconded the motion and it passed 5/0.
V. Old Business
On October 24th, Mark Schatz, met with the City Council and the Library Expansion
Committee to discuss parking concerns. A scheme that was well received included
taking full advantage of the “non-orchard” space surrounding the current library
building and a parking lot on the grade.
A. Library Expansion Committee Update
Several schemes were presented by Schatz. Community members participated in
discussion. Actual concept to be revealed at November 20th meeting.

C. October 17th Joint Commission Meeting Update
Decision was made to hiring an independent consultant to complete a parking
needs assessment and recommend the required number of on site parking spaces.
A separate parking structure did not gain support.
A one story building concept was endorsed.
VI. New Business
Outgoing Commission Towse received accolades regarding her outstanding service to the
City of Saratoga and the Library. She will continue to serve as the President of the
Saratoga Library Foundation.
A. Celebrate Sally Towse
Due to Thanksgiving and Christmas Holidays the November Commission meeting will be
cancelled and the December meeting held December 6, 2000. The location will be
announced in the December meeting agenda.

Building Update.
A. Susan Fuller, County Librarian
JPA Meeting scheduled October 26 – Council Member John McAffey is
representing the City of Saratoga.
CAC meeting cancelled due to lack of quorum.
B. Dolly Barnes, Community Librarian - No Report.
C. Marcia Manzo, Library Commission Chair – No Report.
D. Lori Burns, City Staff Liaison – No Report.
E. Jim Givens, Friends of the Saratoga Libraries – Absent.
F. Sally Towse, Library Foundation
- No report.
VIII. Oral and Written Communication
None.
IX. Adjournment
Commissioner Cross moved to adjourn the meeting. Commissioner O’Donnell seconded
the motion and the meeting was adjourned at 9:30pm. 5/0
