Call to Order Chair Manzo called the meeting to order at 7:40pm. II. Roll Call Commissioners Present: Chandra, Johnson, Gipstein, Manzo, O’Donnell Commissioners Excused: Cross, Foscato III. Report on Posting of Agenda Pursuant to Government Code 54954.2, the agenda was properly posted on 12/01/00. IV. Approval of Minutes of September 18, 2000, Joint Meeting with Saratoga City Council, Library Expansion Committee, Citizens’ Oversight Committee, Heritage Preservation Commission, Public Safety Commission, and Planning Commission Tabled until January 24, 2001. Approval of Minutes of October 25, 2000, Library Commission Meeting Commissioner O’Donnell moved to approve the minutes October 25, 2000. Commissioner Manzo seconded the motion and it passed 5/0. V. New Business a. Introduction of New Commissioner Don Johnson introduced himself. VI. Old Business a. Library Expansion Committee Update 1. Committee met on 11/21/00 (one day after 11/20/00 Community Meeting) • Drive through book drop not possible, but short-term parking is being made available. • Interior space design not finalized. • Quiet area will be glassed off. • Entry area sent back to architect to redesign scheme to control light and temperature. 2. Expansion Committee to accept schematic designs on 01/09/01. Designs go to City Council on 01/17/01. Commissioners encouraged to attend Council Meeting. b. Library Art Review Committee Update 1. Committee to draft of Charge and Procedures including criteria for acceptance (size, space, appropriateness) to be prepared by Joint Meeting with Council – 02/13/01. 2. Commissioner Gipstein is currently researching what other cities’ procedures for accepting art donations. To be contacted: San Francisco, Santa Barbara, Los Gatos, San Jose. 3. Council accepted donation of two paintings to date. VII. Reports 1. Santa Clara County Library was ranked first in the state for libraries of its size by the Library Journal. Local celebrations to occur. a. Susan Fuller, County Librarian 2. Property tax redistribution legislation may be presented this session to allow exemptions of libraries. 3. Proposition 14 – Funds may be limited to libraries on school campuses or dedicated space in public libraries. 1. Gift of Literacy donations down. b. Diana Colby, Community Librarian 2. Three puppet shows scheduled for week of December 14th and a snake to visit on 12/07/00. c. Marcia Manzo, Library Commission Chair Commissioner Manzo will be unable to attend next Library Expansion Committee meeting. d. Lori Burns, City Staff Liaison 1. Joint meeting with Council scheduled for 02/13/01. 2. Outgoing Commissioner Towse received commendation on 11/01/00. e. Jim Givens, Friends of the Saratoga Libraries – Absent. VIII. Oral and Written Communication None. IX. Adjournment Commissioner Gipstein moved to adjourn the meeting.
